PERFORMANCE WORK STATEMENT
Foreign Transcript Translation and Analysis
| 1.0 | INTRODUCTION |
| 1.1 | The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to approximately 76,000 students in seven states, twelve foreign countries, Guam, and Puerto Rico. The number of students varies based on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to high-performing US public schools. |
| 1.2 | DoDEA is divided into three administrative areas. DDESS (Domestic Dependent Elementary and Secondary Schools) covers the schools in seven states and Puerto Rico, and for administrative purposes, Cuba. DoDDS (Department of Defense Dependent Schools) is divided into DoDDS-Europe, which spans nine European countries, and DoDDS-Pacific which includes four countries in the Pacific region. The former administers the schools in England, Germany, Italy, Belgium, Netherlands, Spain, Portugal, Turkey, and Bahrain. The latter covers the schools in Korea, Japan, and for administrative purposes, Guam. DoDEA also operates a fully accredited Virtual High School with its main office in Virginia and with teaching hubs in Germany and Okinawa. |
| 1.3 | DoDEA has adopted the College and Career Readiness Standards (CCR), whose curriculum standards are rigorous, research-based, and reflect the knowledge and skills our students need for success in college and careers. |
2.0 BACKGROUND
2.1 In order for students to earn a high school diploma from a DoDEA school, students must demonstrate completion of mandatory courses, earn a minimum of 26 units of credits, and earn a cumulative grade point average of 2.0 or above.
2.2 Students may also graduate with honors by enrolling and demonstrating mastery of higher level/advanced high school courses, and earning a grade point average of 3.8 or above.
2.3 Every year DoDEA enrolls students who have attended non-accredited educational systems outside of the United States.
2.4 All students entering DoDEA high schools have their transcripts analyzed for credit transfer. Analysis of transcripts form non-accredited educational systems outside of the United States is especially important for secondary level students because the course and credit equivalencies are necessary in order to properly schedule students for courses and determine their status in meeting DoDEA’s graduation requirements.
2.5 School counselors have attempted to perform transcript analysis and interpretation tasks in the past, and now DoDEA intends to procure transcript analysis and interpretation support.
3.0 SCOPE
3.1 DoDEA requires assistance in translating and analyzing the transcripts of students who attended non-accredited educational systems outside of the United States to determine equivalency of courses, grades, and units of credits to regionally-accredited high school systems in the United States.
3.2 DoDEA estimates that in each year of the contract that it will receive 400-500 foreign transcripts for analysis, primarily in the June –February time period.
3.3 The number of transcripts that require translation into English will vary month to month, and will be less than the number of requests for transcript analysis. Not all requests for transcript analysis will require translation. DoDEA requires official copies of transcripts when transferring into a DoDEA school. Official transcripts are delivered to the school counselor in a sealed envelope or directly from the sending institution. The vendor may assume that transcripts received from DoDEA are official.
3.4 3.2 DoDEA expects to award one contract for a base and four option years.
4.0 REQUIREMENTS
4.1 Translation—The Contractor shall:
4.1.1 Upon request, provide translation services from certified translators for transcripts from non-accredited educational systems outside of the United States that are not written in English, as requested. Native speakers, expert speakers with appropriate education and experience, and certifying institutions outside of the ATA or GTA must be pre-approved by DoDEA in order to qualify under the definition of “certified translator”. Transcripts may be written in European, Middle Eastern, African, or Asian languages.

4.2.5 Provide a transcript analysis within ten business days of receipt of initial request.
4.3 Professional Affiliation—The Contractor shall provide documented proof of affiliation with a reputable organization or institution that shares foreign transcript evaluation research and/ or findings, e.g., the National Association of Credential Evaluation Services (NACES) or the American Association of Collegiate Registrars and Admissions Officers (ACCRAO). Certifying institutions outside of NACES or ACCRAO must be preapproved by DoDEA in order to qualify.
4.4 Tracking Report— the Contractor shall:
4.4.1 Use the numeric identifier, assigned by DoDEA personnel, to report tracking data. Designated DoDEA personnel will redact all Personal Identifying Information (PII) from the transcript, and will assign a unique numeric identifier to each transcript requiring analysis. 1. The transcript numeric identifier
2. The name of the requestor (i.e. DoDEA designated personnel)
3. Request Date
4. Request Type, (e.g., analysis and/or translation)

4.5 Privacy—As stated above, the Government will redact personal information, such as name and social security number from transcripts, and assign a unique numeric transcript identifier prior to sending each transcript to the Contractor.
4.6 Delivery—The Contractor shall:
4.6.1 Deliver and receive transcripts and information related to student record electronically by e-mail or fax to and from DoDEA designated personnel.

EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the quotes: Technical, Past Performance, and Price. The order of importance of these factors is: Technical, Past Performance and Price. When combined Technical and Past Performance are significantly more important than price. The government is using Simplified Acquisition Procedures for this procurement.
Evaluation Factors:
Factor 1: Technical Acceptability: A quote will be determined to be technically acceptable if the offered services meet all the requirements specified in Section 4.0 of the PWS including documented proof of affiliation with a reputable organization or institution that shares foreign transcript evaluation research and/ or findings, e.g., the National Association of Credential Evaluation Services (NACES) or the American Association of Collegiate Registrars and Admissions Officers (ACCRAO). Certifying institutions outside of NACES or ACCRAO must be preapproved by DoDEA to be determined to be technically acceptable.
Factor 2: Past Performance: Vendor’s Past Performance will be evaluated to determine the vendor’s likelihood of success on the present requirement.
Factor 3: Price: Price will be evaluated to ensure price reasonableness. Price will be considered by the Government when determining the best value quote.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. This evaluation will include an option to extend services for 6 months (as allowed by FAR 52.217-8), to run after the completion of the last annual option period. The Government will extrapolate the vendor’s pricing of the last annual option period to arrive at a price for the potential 6 month extension of services option. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Addendum to Provision:
(d) Award Without Discussions: The Government intends to award without discussions. However, the Government reserves the right to conduct discussions and permit vendors to revise their quotes if it is in the best interest of the Government to do so.
(e) If the subject solicitation has been issued as a Request for Quotation, all references to proposal and offeror are hereby changed to quote and vendor respectively, except for in paragraph (c), which stands as written. If a quote is provided, the Government may make an offer based on all or part of a vendor’s quote, as originally presented or as subsequently modified (End of provision and addendum to FAR 52.212-2)
