Section II - TABLE OF CONTENTS AND OTHER ADMINISTRATIVE INFORMATION
PERFORMANCE WORK STATEMENT (PWS)
Comprehensive Educational Guide
1.0 INTRODUCTION
1.1. The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees. The men and women who serve in our nation’s Armed Forces have 1.2 million school-aged children; 80 percent of those children attend public schools throughout the United States.
1.2 The ongoing relocation of thousands of military students through Base Realignment and Closure (BRAC), global rebasing, and other force structure changes has created an urgent need and responsibility to enrich and expand partnerships with military-connected communities to ensure the best possible educational opportunities for students.
1.3 DODEA has an Educational Partnership Branch focused specifically on these issues. The Educational Partnership initiative is dedicated to promoting quality education for every military child regardless of their location or how often their family moves. The Educational Partnership supports quality education, seamless transitions and deployment support for military students by focusing on outreach and building partnerships with military-connected schools.
2.0 BACKGROUND
2.1 Military parents, military leaders and school leaders have a need for a comprehensive guide that provides information on relevant educational issues affecting each stakeholder group.
2.2 Military leadership and military parents need comprehensive information to understand the framework of the education system. The goal of this guide is to ensure that military leadership and military families have relevant information to be advocates for their student’s education and to serve as a resource to assist military leadership with an understanding of how they can promote quality educational opportunities. School leaders need to understand the military culture in order to be responsive to the unique issues of their military students and the military community in order to be a more effective partner to best serve the educational and transition challenges military students face.
2.3 DoDEA is committed to support military parents, military leaders and military-connected schools nationwide to ensure that they are responsive to the unique needs of military children, families, and commands.
3.0 SCOPE
3.1 DoDEA requires assistance in the content development, design, production, printing, and shipping of a comprehensive educational guide which will assist military families, military leadership and school leadership in supporting the educational needs of military students.
