DEFENSE THREAT REDUCTION AGENCY (DTRA)

STATEMENT OF WORK (SOW)

For On-Site Inspection Department New START Treaty Training Support 28 April 2015

1. Scope

1.1. Background

The mission of the Defense Threat Reduction Agency (DTRA) is to safeguard America and its allies from Weapons of Mass Destruction (WMD) (chemical, biological, radiological, nuclear and high explosives) by providing capabilities to reduce, eliminate, and counter the threat, and mitigate its effects. The On-Site Inspection Department (J3OS) of the Operations, Readiness, and Exercise Directorate supports the Agency's mission through arms control treaty monitoring and on-site inspection and by providing technical advice and support on WMD and nonproliferation matters. The mission of J3OS is to: conduct U.S. Government (USG) inspections of foreign facilities, units or events under arms control treaties and agreements; coordinate and escort foreign inspections of U.S. facilities, units or events; plan and prepare for future agreements; execute tasks furthering USG arms control and threat reduction initiatives; organize, train, equip, and deploy inspection, audit and examination, monitoring and escort teams; and accomplish other tasks requiring the unique skills resident in this directorate.

1.2. Objective

Provide all personnel, labor, services and supplies as may be necessary to assist the New START Inspection Branch, START/Nuclear Division, J3OS, in managing and executing division training and technical program requirements related to the New START Treaty (NST).

2. Applicable Documents

2.1. Text and protocol(s) for New START Treaty (NST)

3. Requirements

3.1. Project Management

The Contractor shall be responsible for management, supervision, and inspection of all tasks required by the contract. The Contractor shall provide DTRA with information regarding project status, subcontractor management, issue identification, and mitigation strategies. The Contractor shall submit an activity Status/Progress Report in accordance with CDRL A001.

3.2. Instructor/Facilitator Support to New START Treaty (NST) Orientation Course The Contractor shall provide one (1) instructor to prepare for review and presentation blocks of instruction for the New Strategic Arms Reduction Treaty (START) Treaty (NST) Orientation Course. The Government will require that the instructor participate in a total of four (4) 2-hour blocks of instruction in order to provide instruction for escort and/or inspector small groups for two NST Orientation Courses a year.

3.2.1. Experience

The instructor shall have in-depth experience with or expertise in negotiating and implementing bilateral arms control agreements and treaties, to include personal experience and expertise gained while participating on inspection and escort missions and/or attending various arms control meetings, conferences or symposiums.

3.2.2. Blocks of Instruction

The instructor shall prepare and present the following blocks of instruction for each NST Orientation Course:

· An overview of the history of strategic arms control from 1968 to the present.

· Selected topics or issues (to be specified by the Government) pertaining to the NST (i.e., technical issues, implementation topics, etc.).

· An expert perspective regarding the concepts that formed the basis of the original START compared to those supporting the NST.

3.2.3. Panel Discussion

The instructor shall also participate in panel discussions regarding START, NST, and arms control issues in general.

3.2.4. Briefing Materials

The instructor shall provide briefings and/or student materials to the J3OSAX Course Manager 15 days prior to the class start date. Draft briefings will be provided to the government for approval 21 days prior to the class start date. Deliverables shall be provided electronically in Microsoft Word or PowerPoint format and in printed copy (CDRL A002).

3.3. NST Training Support (Note: All technical data will be delivered in accordance with CDRL A002.)

3.3.1. Support the inspector certification process.

3.3.1.1. Issue training materials, explain the certification process, and provide direct instruction according to the 15 week branch training plan.

3.3.1.2. Maintain the NST Certification Status spreadsheets and monitor individual progress.

3.3.1.3. As a subject matter expert in NST implementation, the instructor shall serve as an advisor to the Treaty Certification Evaluation Board in order to ensure trainees meet branch training standards as established by the Training Section.

3.3.2. Schedule and track completion of all outside formal training courses (non-language training only).

3.3.3. Coordinate Russian language training for J3OSS Inspection Branch (J3OSSI) linguists.

3.3.3.1. Provide the Branch Senior Linguist with language material to facilitate lesson preparation and presentation of the NST Linguist Certification Course periods of instruction.

3.3.3.2. Provide the Branch Senior Linguist with treaty-related topics for Weekly NST Linguist Training preparation and presentation.

3.3.3.3. Prepare and present to the Branch Senior Linguist for review “Working with an Interpreter” Phase I and Phase II language training topics and ensure all recommended Phase II topics are coordinated with J3OSSL.

3.3.4. Coordinate semi-annual NST Treaty Orientation Course.

3.3.4.1. Participate in course preparation with J3OSAX no later than 90 days prior to the course start date.

3.3.4.2. Review previous course material and provide updates to J3OSSI material to ensure standardization of content and format of training materials.

3.3.4.3. Ensure appropriate training materials are available.

3.3.4.4. Serve as course facilitator and small group instructor when J3OSS personnel are not available.

3.3.4.5. Support J3OSSI Training with the implementation of long- and short-range training plans by reviewing all formally presented training material.

3.3.4.6. Coordinate required monthly NST inspector training.

3.3.4.6.1. Review training materials used by branch certified instructors in the execution of weekly and monthly training.

3.3.4.6.2. Conduct a monthly overview of training materials and recent mission reports and ensure links to presentations are accurate and active.

3.3.4.6.3. Notify personnel of training schedule and maintain attendance records.

3.3.4.6.4. Ensure training room, equipment, etc., are ready.

3.3.4.6.5. Provide training materials to inspectors unable to attend in person.

3.3.4.6.6. Update inspection and escort site experience list.

3.3.4.7. Process Official Inspection Reports and NST Mission Reports.

3.3.4.7.1. Ensure reports have correct classification markings.

3.3.4.7.2. Ensure all hard copies of mission reports and photos are classified according the DTRA classification guide and posted electronically in the appropriate shared drive.

3.3.4.7.3. Post all mission reports, applicable guidance and after action reports to the branch’s web-based electronic site books.

3.3.4.7.4. Disseminate 36-40 inspection reports annually to government agencies involved in NST Treaty implementation.

3.3.4.8. Provide technical support to Team Chiefs and team linguists with pre- and post-mission briefings and inspection report writing preparation.

3.3.4.9. Provide administrative support and treaty information to deployed escort teams during the conduct of the mission to assist the team in resolving treaty-related and operational questions.

3.3.4.10. Continuously review treaty, training and mission materials and guidance documents for currency and relevancy and recommend changes or updates. Implement changes/updates upon the Contracting Officer’s Representative (COR) approval.

3.3.4.11. Coordinate with the United States Navy and United States Air Force treaty compliance offices for translation of site briefings.

3.3.4.12. Attend J3OSSI scheduling meetings; update training section data in J3OSSI schedule.

3.3.4.13. Update J3OSSI information on the SIPRnet website, including training schedules and linked pages.

3.3.4.14. As required, participate in J3OSS escort missions, mock inspection missions, or training exercises/meetings to support treaty implementation, evaluate training effectiveness and identify training shortfalls. For planning purposes, the Government anticipates four events per year.

3.3.4.15. Assist the training section in the development and implementation of J3OSSI branch Standard Operating Procedures (SOPs) and best practices for all duties encompassed in this SOW. Ensure SOPs and best practices are maintained electronically on UNET and SIPRnet as required.

3.4. Period of Performance

The period of performance for this effort shall be for a base period for twelve months with four (4) one (1) year options to be extended on an annual basis, inclusive of Government acceptance of final deliverables as specified in Paragraphs 3.0 and 5.0. All references to days are calendar days.

4. Travel

4.1. Limited local travel within the Washington, D.C. area may be required for the performance of this delivery order.

4.2. Long distance travel may be required for the performance of the efforts in paragraph 3.3.4.14. The Government anticipates no more than four (4) trips of four (4) days each to locations which are potential NST inspection sites within the Continental United States (CONUS) to participate in escort missions, mock inspection missions, or training exercises/meetings. For planning purposes, the Government anticipates long distance travel to the following sites during each base/option period of performance: Naval Submarine Base, Kings Bay, GA; Whiteman AFB, MO; Barksdale AFB, LA; and Cape Canaveral Air Force Station, FL.

5. Deliverables Deliverables shall be in accordance with the Contract Data Requirements Lists (CDRLs) DD Form 1423.

6. Security Requirements The contractor shall comply with all terms of the Security Agreement attached (DD Form 254), and the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M, and any revisions to that manual. Classification guidance not already addressed in the Contract Security Classification Specification (DD Form 254) for this contract will be furnished, as required, by the Contracting Officer. The contractor shall adhere to all DTRA In and Out Processing Policy and access control policies and procedures.

7. Government-Furnished Support As identified above, some work may be required at Government sites. The Government will provide working space, supplies, and access to computer equipment and telephones as appropriate for on-site support.
