Preproposal Questions
1. If the contractor is required to provide labor rates, and proposed labor mix. How will labor rates be evaluated to ensure an apples to apples comparison?
Answer: Proposed labor rates will be analyzed in accordance with FAR 15.404-1(c) to determine if they are in accordance with the Davis Bacon Act and NM state law. Sample task proposal prices will be analyzed in accordance with FAR 15.404-1(b).
2. Is the $100,000 minimum obligation per year or is it the entire 5 year period? Answer. The $100,000 is the contract minimum guarantee for the entire 5 year period.
3. Will cost historical data be provided?
Answer. The number of hours expended on each item is listed as historical data in the solicitation as Amendment 1, Attachment L2 located at the DTRAlink site: http://www.dtra.mil/be/business_opp/procurement/csc.cfm. The dollar amount obligated to date is shown in the table below, and represents work performed at Kirtland AFB and PHETS.

4. Is the current contractor eligible to bid on this solicitation?
Answer. The current contractor has graduated from the 8(a) program and is ineligible to propose as the prime contractor.
5. The previous contract solicitation provided specific information on the types of personnel (e.g. mechanic, mechanic helper, and warehouseman). These specifics are not in this solicitation.
Response. That is correct. For this solicitation offerors may propose the personnel appropriate for their proposed management approach, and list the skill mix that is planned to achieve the SOO objectives and meet the RFQ requirements.
6. Is management plan, Quality Assurance, Quality Control, required?
Answer. Separate management, quality assurance and quality control plans are not required. However, in accordance with Section L, Management/Technical Approach, paragraph 3.3.1 of the solicitation, the Offeror shall provide a comprehensive written plan describing its technical understanding, capability, and management approach to performing all of the technical contract considerations contained in paragraph 3.3.1.
7. Is 14 April a firm date for submittal of proposals?
Answer. 14 April 2008 remains the due date for proposals.
8. It is unclear if we should include gross receipts tax and if so where. Since, GRT rates fluctuate it may be beneficial to add it to the total of the CLINs and sample task instead of to each labor rate, equipment item, material.
Answer. With respect to the sample tasks, the offeror may apply NMGRT to equipment and material costs in a manner of their choosing. With respect to the proposed labor rates, see Section L, paragraph 5.0 for instructions. NMGRT is applicable to services performed in the state. The rates vary per location. It is a management decision of how and where to apply the tax.
9. Page 6 of the RFQ CLIN 0007 Materials states “Material at Cost.” Is the contractor expected to provide the material without markup for OH, G&A, and profit?
Answer. Material handling costs are allowable. However, in accordance with Federal Acquisition Regulation 16.601 (c) (3), when included as part of material costs, material handling costs shall include only costs clearly excluded from the labor-hour rate. Material handling costs may include all appropriate indirect costs allocated to direct materials in accordance with the contractor’s usual accounting procedures consistent with Part 31.
10. Will the Government provide an office trailer at no cost to the contractor? What about utilities?
Answer. The government will provide a trailer plus utilities at no cost to the contractor.
11. Is high speed internet available?
Answer. Yes, at contractor cost. Costs for these services shall not be included in the offeror’s proposal.
12. Who will provide fuel for contractor equipment? What about GFE?
Answer. The government will provide fuel for Government Furnished Equipment (GFE) only.
13. Section 3.2 of sample task 3 states “do not include equipment that is not listed on the equipment rate sheet.” To what sheet are you referring?
Answer. This sentence will be deleted.
14. Is bonding required and if so what is the requirement?
Answer. See Section B, paragraph 4 of the solicitation.
15. Will munitions be handled in the warehouse?
Answer. No, and it is not anticipated that explosives will be handled by this contractor.
16. Who uses the equipment?
Answer. All DTRA contractors performing work at PHETS are authorized to use the equipment.
17. What would be the average (daily or hourly) production capacity for the concrete batch plan?
Answer. A safe estimate of the hourly production rate is 50 cubic yards per hour.
18. In reference to RFP page 51 of 69, Table 1-2, for each project description submitted (for the prime and each of the sub consultants) are we allowed up to 5 pages?
Answer. The page count is limited to 5 for each past performance reference.
19. Is this one contract or will there be separate awards for Kirtland and WSMR? Answer. This single award will cover both locations.
