SECTION M - EVALUATION FACTORS FOR AWARD
Page 68, Paragraph f, delete sentence 01 and substitute the following. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to the Final Proposal Revision (FPR) will be considered in making the negotiated best value award decision.
Incorporate the following Pre-proposal Conference/Site Visit information and Questions/Answers.
Construction Services
Pre-proposal Conference and Site Visit
A pre-proposal conference and site visit is scheduled for 1 April 2008 at the DTRA compound located at Kirtland Air Force Base (KAFB) and for 2 April 2008 at the Permanent High Explosives Test Site (PHETS) Administrative support area located at White Sands Missile Range (WSMR). The following describes procedures to obtain access to KAFB and WSMR along with an itinerary and other information for the conduct of the pre-proposal conference and site visit.
Access Requirements:
1. Personnel Access: Contractors must email the following information on company letterhead by 28 Mar 2008 to denise.farris@abq.dtra.mil. Access badges will only be issued to U.S. nationals. Request for access and substitutions will not be accepted after 1500, 28 Mar 2008.
a. Name of individual
b. Last four digits of Social Security Number
c. Date of birth
d. A statement stating that the individual is a U.S. citizen.
e. Point of contact and telephone number.
2. Vehicle Access: Each driver will need a valid U.S. driver's license, proof of insurance, and vehicle registration or rental agreement.
Arrival Processing:
1. On Apr 01 2008 contractors are to arrive no later than 08:45 at the Gibson Gate Kirtland Air Force Base located just East of Louisiana Ave. Personnel access badges and vehicle access passes will be issued at this time.
2. On Apr 02 2008 contractors are to arrive no later than 08:45 at the Stallion Gate White Sands Missile Range located approximately 27 miles southeast of Socorro. Personnel access badges and vehicle access passes will be issued at this time.

3. Contractors will be escorted to the conference areas. Late arrivals may be turned away at the gate and will not be allowed access to KAFB or to WSMR.
Logistics for the PHETS visit at White Sands Missile Range:
1. The PHETS site is located in a remote desert environment. Contractors should plan accordingly and wear appropriate clothing and footwear. At minimum, personal protective equipment should include steel toe boots and a hard hat.
2. Contractors must provide their own refreshments and non-perishable lunch as desired and potable water for the site visit since there are no vending or dining facilities at the DTRA Administrative support area.

1230 tour test beds and typical test structures at the small, intermediate and large test beds
1400 escort contractors off post
Alternate Dates:
In the event the PHETS site cannot be accessed on 2 April 2008, an alternate pre-proposal conference and site visit will be set up.

QUESTIONS/ANSWERS

1. Page 58 of the RFQ section 5.3 asks the contractor to submit rates for CLINS 0001-0004. However, I cannot find a list of labor rates for these CLINS. Is the government asking the contractor to propose the labor categories he will use or will the government provide a list of labor categories?
Answer. The Government will not provide a list of labor categories. Contractors should propose all labor categories they intend to use to satisfy this requirement.
2. Page 38 of the RFQ makes reference to Attachment No. 2 Government furnished automotive and engineer equipment inventory. I did not find any file listed as Attachment No. 2 on the government website. Please advise if this attachment is listed under a different name.
Answer. Amendment 01 provides information on where to view attachment 02.
3. We believe Items 0001 thru 0003, fall under the Service Contract Act instead of the Davis Bacon Act, is this correct?
Answer. The Davis Bacon Act applies because the principal purpose of the effort is construction.
4. Considering employees will be based in the Las Cruces/Socorro area, will we be subject to the zones in the Davis Bacon wage determination?
Answer. The majority of the effort is expected to be accomplished in Kirtland Air Force Base (Bernalillo County) or White Sands Missile Range (Socorro County), NM. Efforts at Kirtland should use Bernalillo County and efforts at White Sands Missile Range should use Socorro County.
5. Who is responsible for the utilities and phone services at the site?
Answer. The Government is responsible for utilities and telephone service at the PHETS administration area.
