STATEMENT OF OBJECTIVES
Construction Services Support Contract
30 Jan 2008
1. SCOPE/BACKGROUND. This work supports the mission of the Defense Threat Reduction Agency's (DTRA) series of high explosive test events designed to simulate various weapons effects. DTRA requires support to fully construct new test beds and structures; new support facilities; repair or refit existing test beds and structures; excavate and recover test articles; maintain, operate and repair the supporting infrastructure; maintain the administrative infrastructure at PHETS and test sites at KAFB; and support experiment and demonstration execution on the test beds. DTRA requires support at PHETS to maintain and repair Government Furnished Equipment (GFE) and for warehouse management. The support shall be shall be primarily at the Permanent High Explosive Test Site (PHETS) facility on the northern section of White Sands Missile Range (WSMR). However, construction, maintenance, and test support may extend to other DTRA specific test sites and facilities at Kirtland Air Force Base (KAFB). At WSMR, these sites include the Large Blast and Thermal Simulator (LB/TS), the Seismic Hardrock Insitu-Source Test (SHIST) alternate SHIST sites, Large Scale Test bed; an Intermediate Test bed; a Phenomenology Test bed; an Administrative park area; a DTRA owned and operated concrete batch plant; and various instrumentation structures, and Capitol Peak. On KAFB, these sites include the Chestnut Site, the Giant Reusable Air Blast Simulator (GRABS), building facilities occupied by DTRA or building facilities occupied by DTRA contractor personnel.
Tests vary from approximately 100 to 400 hours of support per test event depending on the complexity and objectives of the test. Support includes, but is not limited to: fabrication and erection of 4'x4'x0.75" plywood panels; erection and/or positioning of government furnished scaffolding and/or towers in accordance with camera layout and instrumentation plans; general site cleaning; removal of construction debris and weed control prior to test date; interior and exterior painting of walls, ceilings, floors, concrete burster slabs, and roofs in accordance with the test execution plans; providing lighting for high speed cameras; excavations and backfill to support instrumentation or weapon excavation and backfill following tests; relocation, positioning, connecting, operating and fueling four to eight GFE trailer mounted, 60 Kilowatts (KW) generator units (generators may be operated for up to twelve hours per day for a two-week period prior to and after the test event). Assisting with post-test efforts to include placement of ventilation fans and temporary portable lighting; removal of debris and concrete rubble; installation of safety barricades around craters and holes; and recovery of test articles. Workers may need to be respirator qualified for these types of tasks. Other general test support includes, but is not limited to: experiment/test article loading, transport and unloading; positioning experiments and test articles in accordance with test execution plans; handling and positioning instrumentation and camera vaults and bunkers; assisting experimenters as required by the test execution plan.
Construction activities vary from as small as a 60 cubic yard reinforced monolithic concrete foundation to a large project with over 1700 cubic yards of reinforced concrete post tensioned three-story structure with their associated preparatory work. Construction durations could be as short as 1-month or as long as 12-months.
2. OBJECTIVE. Furnish Vehicle and Equipment Maintenance and Repair Support, Warehouse Management Support, Facility Maintenance Support, Batch Plant Maintenance and Repair Support to ensure that all equipment is in safe operating condition and ready for use when required by the mission. Provide for General Test Support, Excavation and Earthwork Support, and Construction Support at the PHETS, WSMR, and at DTRA Test Sites on KAFB, NM to ensure that all tests can be conducted as scheduled.
3. REQUIREMENTS.
a. PHETS VEHICLE AND EQUIPMENT MAINTENANCE AND REPAIR SUPPORT (CLIN 0001). Complete all necessary maintenance and repairs on GFE to include automotive and engineer equipment assets identified in the GFE listing, to ensure that all necessary vehicles and equipment are in working order for all test events. (Note: These GFE listings are provided for planning purposes and are subject to change.)
b. PHETS WAREHOUSE MANAGEMENT SUPPORT (CLIN 0002). Manage the logistics warehouses, including the outside storage areas such as the equipment accessories area and the material yard located adjacent to the landfill, to ensure that all equipment is accounted for at all times and the PHETS hazard communication program is adhered to.
c. FACILITY MAINTENANCE SUPPORT (CLIN 0003). Complete all necessary maintenance and repairs of the Chestnut Site, KAFB, PHETS administrative park and supporting infrastructure, to include the government-owned batch plant at PHETS, to ensure continuous operation throughout the contract period of performance. Government facilities and infrastructure assets for PHETS are identified in Section J of the Request for Proposal (RFP). (This list of assets is provided for planning purposes and is subject to change.)
d. GENERAL TEST SUPPORT (CLIN 0004). Provide support to test events of the types described in the Background section of this SOO, to successfully execute approximately ten to fifteen annual test events on the PHETS test beds and approximately three annual test events on the Chestnut test beds.
e. CONSTRUCTION SUPPORT (CLIN 0005). Support construction/excavation activities of the type described in the Background section of this SOO, and the Statements of Work issued with individual delivery orders, to successfully execute approximately ten to fifteen annual test events on the PHETS test beds and approximately three annual test events on the Chestnut test beds.
