Questions/Answers
1. Realizing that the Government has the opportunity to review and renew the contract annually; does the awarded contractor have the same opportunity to review the contract and adjust costs accordingly?
Answer: The contract period of performance is 5 years, the contractor will propose cost for five years, and the Government will not review the prices annually.
2. Our bonding company has requested to view the language within the contract that relieves them from any liability in the event of a catastrophic occurrence. Is there any information in the FAR or any other regulations pertaining to this type of occurrence?
Answer. There is no contract language that relieves the bonding company from liability in the event of a catastrophe. Contractors should consult their legal counsel for advice on regulations regarding this type of occurrence.
3. Shall the proposal require a bid offer guarantee or a bid bond when submitting on the solicitation (Page 2 of 69; Section B; Number 4)?
Answer. The RFP has been revised to remove 52.228-1 (Bid Guarantee). For construction task orders >$100K a performance and payment bond will be required within 10 days of task order award. For construction task orders >$30K but <$100K a payment bond and Irrevocable Letter of Credit will be required within 10 days of task order award.
4. The RFP states the following is to be included in Volume 1, Parag. 2.2.3.2, Government Offices. Provide the mailing address, telephone and fax numbers, and facility codes for the cognizant Defense Contract Management Agency Office, Defense Contract Audit Agency Office, and the Government Paying Office. Also provide the name, telephone and fax numbers, and e-mail address for the Procurement Contracting Officer (PCO). What is required here? For example with “Government Paying Office” the RFP indicates that the payment instructions will be defined on each task order ( 252.204-9002). What information are we to provide? And with “Procurement Contracting Officer” are we to provide this information for Herbert Thompson?
Answer: Provide the information as requested. The Government Payment Office is assigned by contractor location. The website is https://pubapp.dcma.mil/casd/casdsearch.do, enter zip code, and select main activities. The Payment instructions will be defined on each task order as stated in the RFP, page 13, DFARS 252.204-9002. The RFP has been revised to delete the requirement to provide information on the PCO Herbert Thompson.
5. Table 1-2 Proposal Organization indicates that each sample task is to be addressed in Volume II with each task allocated 9 pages for the technical approach and 1 page for the cost/price element. And at 3.3.1 of section L, the proposed labor rates are also discussed as part of the Volume II (Mgmt/Tech Approach). Then at Parag. 5.5 we are directed to include the sample task price in Volume IV. Is the cost/price data to be supplied in both volumes?
Answer. Sample Task cost/price information is to be provided with the Volume II submission. Rate information is to be provided with the Volume IV submission. The RFP has been revised to reflect this change. Page 54, Parag. 1.3.6, the first sentence was deleted and page 59, Parag. 5.5, Section 2 was deleted.
6. Volumes I and II both direct that Cross-Reference Matrix is to be included. Since we are to include the Glossary in all volumes (Section L, Parag. 1.3.8) even though it is not listed in the requirements for Volumes III and IV (Section L, Parag. 4.0 and 5.0), should the Cross-Reference Matrix be included in all four volumes?
Answer. RFP Cross-Reference Matrix (RCRM) shall be included with Volumes I and II only.
