SECTION 01140
GENERAL REQUIREMENTS

HOURS OF WORK
1.1 WSMR Work Hours. Generally, unless otherwise specifically required, the contractor shall work only during the normal duty hours. These hours are from 6:30 a.m. to 5:00 p.m., Monday through Thursday, with the exception of national holidays. If the contractor desires to work outside these hours or days, a written request will be submitted to the COR three working days in advance of the occurrence. Approval will be granted only by the COR and normally if such work will be accomplished by the contractor at no additional cost to the Government.
1.2 KAFB Work Hours. Generally, unless otherwise specifically required, the contractor shall work only during the normal duty hours. These hours are from 7:00 a.m. to 5:00 p.m., Monday through Friday, with the exception of national holidays. If the contractor desires to work outside these hours or days, a written request will be submitted to the COR three working days in advance of the occurrence. Approval will be granted only by the COR and normally only if such work will be accomplished by the contractor at no additional cost to the Government.
2.
WSMR RANGE BLOCKS AND EVACUATIONS
2.1 WSMR is an active missile range and for safety reasons parts of the range are evacuated during test events. There is no regularly published schedule regarding range blocks requiring evacuation of the Capitol Peak site and typically less than 24 hours advance notification is provided of upcoming test events that influence these evacuations. Work at WSMR test sites is regularly interrupted by scheduled and unscheduled range evacuations. For planning purposes, at least half a workday (approximately five hours) every other week is lost due to a range block and evacuation. Evacuations require all personnel to evacuate to the Stallion Range Control Center until the test event is completed and the roadblocks are lifted.
3.
CONTRACTOR JOB SITE ACCESS REQUIREMENTS.
3.1 The contractor will bare all expenses associated with the effort necessary to meet Government security and safety requirements to obtain personnel badges in order to gain access to WSMR, KAFB and any other Government controlled test site included in the scope of this contract. All projected work sites are within controlled areas. Identification badges are issued for each of the various sites. Access badges are restricted to U.S. nationals. The Contractor must submit the appropriate documents and information when requesting access to each work site via the COR. The Contractor shall be responsible for maintaining accountability of all badges issued to employees and subcontractors and promptly returning badges.
3.2 Each vehicle entering WSMR, KAFB and any other Government controlled test site included in the scope of this contract shall be required to have a current vehicle registration and proof of insurance. The driver must present these documents to gain access and to obtain a vehicle pass. All vehicles and equipment is subject to inspection and search at any time and without prior warning.
3.3 All personnel will as a minimum have to view a 30 minute Unexploded Ordinance Safety/Oryx video at the PHETS operation building and sign a photography on WSMR/UXO briefing acknowledgement sheet when they first obtain or renew a security badge.
4.
SITE SUPPORT
4.1 Only authorized Government and Contractor personnel will be permitted to enter the project site.
4.2 The Contractor assumes responsibility for the security of Contractor equipment, materials, and the project site. The Contractor shall assume liability for equipment or material loses, and the safety of project site visitors.
4.3 The Contractor shall, at no additional cost to the Government, provide temporary safety and security measures at project sites to limit access during construction and prohibit access during non-working hours.
4.4 Other Contractors may be accomplishing other work at or near project sites; the Contractor shall cooperate and provide adequate access to all other working parties at or near the project site.
5.
GOVERNMENT FURNISHED PROPERTY/EQUIPMENT
5.1 In accordance with FAR 52.245-2, Fixed Price Contracts) (DEC 1989) and 52.245-5 entitled "Government Furnished Property (Cost-Reimbursement, Time-and-Material, or Labor-Hour Contracts) (JAN 1986)," the property listed at Section J shall be provided for use in the performance of this contract. The equipment shall be provided at the Contractor's request through the QA NCO..
5.2 Use of Government Furnished Automotive and Engineer Equipment
5.2.1 Use of Government Furnished Equipment (GFE) is restricted to areas in and around PHETS on the WSMR. On a case by case basis, however, GFE can be used outside of WSMR to transport personnel, equipment or materials in direct support of a test mission. In the event the Contractor needs to use GFE outside of WSMR, an off-post dispatch ticket provided at Section J is to be completed and submitted to the PHETS Equipment Specialist or PHETS Manager five working days prior to the date the GFE is required. The destination(s), items to be transported, purpose, and how the use of the GFE supports the test mission should be clearly identified to minimize delays in processing your request.
5.3 Maintenance of GFE deployed to test bed locations 5.3.1 Equipment operators shall perform rudimentary pre-operation maintenance checks prior to commencing use of GFE. An Operator Inspection Guide will be maintained in all vehicles and equipment and shall be referred to by the operator when checking such items as fluid levels, lubrication requirements, safety equipment, and tire condition prior to operation of the GFE.
5.4 Equipment accident and damage reporting requirements
5.4.1 A Trouble Report form (AF Form 1800) shall be maintained in all vehicles and equipment. Equipment failures, damage or accidents will be annotated on this form and turned in to the PHETS Manager the same day the failure or damage is noted.
5.4.2 In the event of an accident notify the WSMR Military Police and follow their instructions.
5.5 Vehicle and Heavy Equipment Operator Qualifications 5.5.1 The Contractor shall ensure only qualified operators operate the GFE provided for use under this contract. Qualifications are specified in the Statement of Work.
5.5.2 The Contractor shall maintain records of compliance with operator qualification requirements and copies of annual training certificates for periodic review by the COR.
5.6 Use of Miscellaneous Portable Equipment and Handtools
5.6.1 Miscellaneous portable equipment and handtools are available for use in the performance of the contract. The items will be provided upon contractor’s request through the QA NCO. The contractor is responsible for annotating the condition of the equipment and tools upon receipt from and upon return to the PHETS materials warehouse.
5.6.2 Equipment and tool failures, damage, lose or misuse will be reported to the PHETS Supply Specialist or PHETS Manager the same day that the failure or damage is noted.
6.
AVAILABILITY AND USE OF UTILITY SERVICES AT PHETS
6.1 The Government shall furnish to the Contractor from existing Government facilities and without cost to the Contractor, reasonable amounts of water and electrical power supply as determined available and as set forth below.
6.1.1 Non-potable Water. The Government shall furnish from existing Government facilities a reasonable supply of non-potable water necessary for performance under this Contract. The Government will in no case furnish or install any required supply connections or piping for the purpose of implementing the availability of water supply. It is the responsibility of the Contractor to determine the extent to which existing Government water supply sources are reasonable for the performance of this Contract. All taps, connections, and accessory equipment required in making the water supply source available will be accomplished by and at the expense of the Contractor. All work in connection therewith shall be coordinated and scheduled with the PHETS Manager prior to any work starting. Upon completion of the Contract, the Contractor shall remove all taps, connections, and accessories at his expense so as to leave the water supply facility in its original condition and coordinate with the PHETS Manager for final inspection and acceptance. Such removal shall also be subject to the direction and approval of the COR.
6.1.2 Potable Water. Potable water is not available on-board White Sands Missile Range for use by the Contractor. The Contractor will be responsible for providing potable water as required.
6.1.3 Electricity. The Government shall furnish from existing Government facilities a reasonable supply of electrical power necessary for performance under this Contract. The Government will in no case furnish or install any required electrical facility or accessory equipment for the purpose of implementing the availability of electrical power. It is the responsibility of the Contractor to determine the extent to which existing Government electrical facilities and equipment are reasonable for the performance of this Contract. All taps, connections, and accessory equipment required in making the electrical power source available will be accomplished by and at the expense of the Contractor. All work in connection therewith shall be coordinated and scheduled with the PHETS Manager for approval prior to any work starting. Upon completion of the Contract, the Contractor shall remove all taps, connections, and accessories at his expense so as to leave the electrical power source or facility in its original condition and coordinate with the PHETS Manager for final inspection and acceptance. Such removal shall also be subject to the direction and approval of the COR.
6.1.4 Telephone. Telephone service shall not be provided to the Contractor by the Government as a part of this Contract except as noted below.
(1) Class B-2 service. For Class B-2 service the Contractor or his authorized representative must appear at the Telephone Service Office, Building 123, Main Post, White Sands Missile Range, telephone (505) 678-2659, to initiate a telephone service agreement.
(2) The Contractor shall be responsible for all telephone charges incurred, e.g., monthly service costs, toll charges, long distance charges, initial connection fees, relocation fees and any other telephone costs levied as part of the telephone service agreement.
(3) The use of cellular phones and pagers are allowed on WSMR.
6.1.5 Radio. Radios for communication between the PHETS Manger's office and the Contractor's field office shall be provided to the Contractor by the Government as a part of this Contract as noted below.
(1) Government furnished radios. The PHETS Manager will issue six radios to the Contractor or his authorized representative as part of this Contract. One radio shall be maintained at all times in the Contractor's on-site Field office. The other radios shall be issued for the use of the Site Superintendent, Site Safety and Health Manager, and QC Manager. Additional radios will be issued as needed during test events.
(2) The Contractor shall be responsible for maintaining accountability of all Government issued radios and shall be liable for repairs required as a result of misuse or damage sustained while in the possession of the Contractor's employees.
(3) The Contractor is responsible for providing radios for each work site in order to maintain continuous communication with all job-site foremen, work crews, equipment operators, and subcontractors.
7.
PROJECT BULLETIN BOARD
7.1 Provide and maintain a single bulletin board relating to all work under this contract that is:
7.1.1 Located and sized as approved by the COR.
7.1.2 Accessible to all employees.
7.1.3 Contains:
a. Equal employment opportunity poster
b. Federal and State wage rate information and DOL Wage Determinations
c. Safety posters and Hazard Assessment Plans
d. Official announcements and notices
8.
ORDERING OF MATERIALS IN SUPPORT OF CLINs
8.1 The individuals listed below are authorized to approve procurement of materials. The Contractor is required to obtain their concurrence when the material(s) and/or item(s) are delivered and one of them must acknowledge acceptance on the bill when the Contractor invoices for payment of the corresponding amount(s). Procurement of any single item or cumulative items that exceed $500.00 must be authorized by the COR prior to issuance of the order.
8.1.1 Individuals authorized to approve the purchase of materials
(1) PHETS Manager.
9.
ACCESS TO GOVERNMENT FACILITIES AT PHETS
9.1 In order to control property accountability at PHETS, there is limited unrestricted access to facilities and areas in and around PHETS. The Contractor will be issued keys to the following areas for the duration of contract performance:
9.1.1 One administrative support trailer approximately 12 ft by 60 ft located in the PHETS compound. The Contractor will be responsible for equipping the space for use as an on-site field office and making all necessary arrangements for telephone service and any other support requirements. The Contractor will solely be responsible for security and access control. Initially, the trailer will serve as temporary office space. Permanent office space (i.e., approximately 900 square feet of space) will be made available sometime within 2 years after award of the basic contract. The Contractor will be responsible for vacating the temporary trailer space and relocating into permanent field office space when the space becomes available in the PHETS compound at no cost to the government.
9.1.2 The personnel door at the Carpenter shop. The contractor will not have exclusive use of the Carpenter shop.
9.1.3 The vehicle gate into the equipment yard. The contractor will not be allowed to park contractor owned equipment in the government equipment yard.
9.1.4 The personnel doors at the vehicle maintenance shop. The contractor may not use the government vehicle maintenance shop and tools to perform maintenance or repairs on contractor owned equipment.
9.1.5 A work area with covered space adjacent to the landfill. This open area will be available for use by the contractor to store materials and stage contractor owned equipment.
9.1.6 Conex boxes. (Note: These storage containers will be issued to the Contractor for the duration of the contract. The Contractor will be responsible for security and access control.)
9.2 The Contractor’s warehouse support personnel will be issued keys to the following areas on a daily basis and will return the keys to the PHETS Manager at the completion of the workday:
9.2.1 Materials storage warehouse in the equipment yard.
9.2.2 Storage cages inside the warehouse and containers around the PHETS compound.
9.3 Access to any other facilities or areas will be coordinated through the PHETS Manager’s office as necessary. The Contractor will be given a minimum of three (3) working days advance notice before changes are made to any locks to which they have keys or to this requirement.
10.
ENVIRONMENTAL PROTECTION
10.1 Dust Control
10.1.1 Provide positive methods and apply dust control materials to minimize raising dust from construction operations, and provide positive means to prevent airborne dust from dispersing into the atmosphere.
10.1.2 The methods and materials shall be approved in advance of use by the Government.
10.1.3 Clean interior spaces prior to the start of finish painting and continue cleaning on an as needed basis until painting is finished.
10.1.4 Schedule operations so that dust and other contaminants resulting from cleaning process will not fall on wet or newly coated surfaces.
10.2 Water Control
10.2.1 Provide methods to control surface water to prevent damage to the project or the site. Control fill, grading, and ditching to direct surface drainage away from excavation, pits, tunnels and other construction areas; and to direct drainage to proper runoff.
10.2.2 Provide, operate, and maintain hydraulic equipment of adequate capacity to control surface water.
10.2.3 Dispose of drainage water and dewatering water in a manner to prevent flooding, erosion or other damage to any portion of the site or to adjoining areas. Any public agency or private land Government arrangements, permits or other approvals required for the discharge of water are the sole responsibility of the Contractor.
10.2.4 The methods and materials shall be approved in advance of use by the Government.
10.3 Pest Control
10.3.1 As found necessary during construction.
10.3.2 The methods and materials shall be approved in advance of use by the Government.
10.4 Debris Control
10.4.1 Maintain all areas under Contractor's control free of extraneous debris.
10.4.2 Initiate and maintain a specific program to prevent accumulation of debris at construction sites, storage, and parking areas, and along access roads and haul routes.
(1) Provide containers for deposit of debris.
(2) Prohibit overloading of trucks to prevent spillage on access and haul routes. Provide periodic inspection of traffic areas to enforce requirements.
10.4.3 Schedule periodic collection and disposal of debris. Provide additional collections and disposal of debris whenever the periodic schedule is inadequate to prevent accumulation.
10.5 Pollution Control
10.5.1 Provide methods, means and facilities required to prevent the discharge of hazardous substances from construction operations.
10.5.2 Perform emergency measures required to report, contain and transport harmful substance discharges or spills by complying with Federal and State regulations.
10.5.3 Take special measures to prevent harmful substances from entering public waters. Prevent disposal of wastes, effluents, chemicals or other such substances adjacent to streams, or in sanitary or storm sewers.
10.5.4 Provide systems for control of atmospheric pollutants.
(1) Prevent toxic concentrations of chemicals.
(2) Prevent harmful dispersal of pollutants into the atmosphere.
10.6 Erosion Control
10.6.1 Plan and execute construction and earthwork by methods to control surface drainage from cuts and fills, and from borrow and waste disposal areas, to prevent erosion and sedimentation.
(1) Hold the areas of bare soil exposed at one time to a minimum.
(2) Provide temporary control measures such as berms, dikes, and drains.
10.6.2 Construct fills and waste areas by selective placement to eliminate surface silts or clays that will erode.
10.6.3 Periodically inspect earthwork to detect any evidence of the start of erosion, apply corrective measures as required to control erosion.
10.7 Energy Conservation. The Contractor and his subcontractor shall emphasize energy conservation requirements arising from the construction activities in the performance of this contract. In order to reduce energy consumption, special effort shall be made to decrease energy consumption in the use of water, gases, electricity, and petroleum products. The Contractor and his subcontractors shall comply with all applicable federal, state, and local laws and regulations concerning energy conservation. Compliance with these provisions by subcontractors will be the responsibility of the Contractor.
11.
DISPOSAL REQUIREMENTS
11.1 Conduct cleaning and disposal operations to comply with codes, ordinances, regulations and anti-pollution laws.
11.2 Contractor shall haul and dispose of all debris, rubbish, cables, broken concrete, and other materials to be removed or salvaged.
11.3 Disposal and salvage sites on the White Sands Missile Range (WSMR) shall be designated or approved by the COR.
11.3.1 Landfill: A Government-operated landfill is available at PHETS, near the junction of WSMR Route 7 and Route 13. Only concrete, unsuitable fill material, rock, boulders, natural vegetation, and scrap lumber may be disposed of at this landfill. There is no charge to the Contractor to use this landfill. The Contractor shall contact the PHETS Manager for access each day that use of this landfill is required and provide documentation listing the items disposed.
11.3.2 Salvage Yard: A Government-operated salvage yard is available at PHETS, near the junction of WSMR Route 7 and Route 13. The Contractor may dispose of scrap steel, aluminum, galvanized steel, and copper at no charge. Each commodity must be segregated by the Contractor upon arrival at the salvage yard. The Contractor shall contact the PHETS Manager for access each day that use of this salvage yard is required.
11.4 All materials not permitted for disposal at the Government-owned landfill or salvage yard shall be removed from WSMR at Contractor expense and be disposed of in accordance with applicable federal, state, county, or local laws and regulations
11.5 Burning of debris and rubbish will not be permitted on the project site.
12.
HAZARDOUS MATERIALS AND HAZARDOUS WASTE HANDLING PROCEDURES
12.1 Hazardous materials and hazardous wastes are not permitted for disposal at the Government-owned landfill or salvage yard or on-board WSMR, KAFB and any other Government controlled test site. The Contractor shall control, store, and dispose of hazardous materials and hazardous wastes in accordance with applicable federal, state, county, or local laws and regulations. At the request of the Contracting Officer or the COR, the Contractor shall furnish documentation on the disposal of the hazardous materials and hazardous wastes.
13.
TRAFFIC CONTROL
13.1 Provide, operate and maintain equipment, services and personnel with traffic control and protective devices as required to expedite public vehicular traffic flow and access on haul routes, at site entrances, on-site access roads, parking areas, and any areas affected by construction operations. Remove temporary equipment and facilities when no longer required, restore grounds to original or to specified conditions.
13.2 Traffic Control Signals and Signs.
13.2.1 Submit proposed traffic control plan prior to implementation. Full conformance with the Department of Transportation "Manual on Uniform Traffic Control Devices (MUTCD) for Streets and Highways", latest edition.
13.2.2 Provide traffic control and directional signs for all closures and detours, mounted on barricades or standard posts with warning flashing lights. Any deviation from MUTCD requires prior approval of the COR.
13.2.3 Detours. No roads shall be closed except by written permission of the COR. The Contractor shall do such work as may be necessary to provide and maintain detours and facilities for traffic in accordance with an approved operation plan. The safety of personnel and the convenience of traffic shall be regarded as of prime importance. It shall be the entire responsibility of the Contractor to provide for traffic along and across roads and streets, as well as for ingress and egress to side roads and streets, as directed by the COR. The Contractor shall plan and execute his operations in a manner that will cause the minimum interference with traffic. The Contractor shall secure the COR's approval of his proposed plan of operation, sequence of work, and methods of providing for the safe passage of traffic, before it is placed into operation. If, at any time during construction, the approved plan does not accomplish the intended purpose due to weather or other conditions affecting the safe handling of traffic, the Contractor shall immediately make necessary changes therein to correct the unsatisfactory conditions. At night or otherwise, all equipment not in use shall be properly parked so it does not interfere with the safe passage of traffic. The Contractor shall provide and maintain flagmen at such points and for such periods of time as may be required to provide for the safety and convenience of traffic and as directed by the COR. Flagmen shall be English speaking, courteous, well-informed, physically and mentally able to efficiently perform their duties in safe-guarding and directing traffic.
13.3 Construction Parking Control. Control Contractor's and construction personnel's private vehicular parking to preclude interference with public traffic or parking access by emergency vehicles or Government operations.
13.4 Special Requirements for this Project
13.4.1 Provide traffic and detour controls and signs as required by each delivery order.
13.4.2 The Contractor shall have a responsible person on site during working hours and on call during non-working hours to inspect and maintain project traffic control.
13.4.3 All non-applicable signing shall be removed or covered completely with an opaque non-light transmitting material. All remaining non-applicable traffic control devices are to be removed.
13.4.4 The Contractor shall under regulations prescribed by the Provost Marshall use only established roadways when transporting personnel and/or material. The Contractor shall adhere strictly to the above, and shall develop no new egress roads without specific written instructions from the Provost Marshall. If the Contractor fails or refuses to comply with the above, the Contracting Officer may issue an order stopping all work. No part of the time lost due to such order shall be made the subject of claim of extension of time or for excess costs or damages by the Contractor.
14.
CONSTRUCTION REPORTS
14.1 The Contractor shall provide daily construction status reports for each delivery order utilizing the report format provided in Section J. The daily reports shall be a synopsis of efforts and reflect labor, materials, and equipment expended on each delivery order. As a minimum, the reports shall include description of the work accomplished, percent of work completed, and any impacts to the progress schedule (e.g., range blocks, inclement weather, etc). The reports shall also include quality control (QC) issues/problems encountered and resolution of QC problems.
15.
FILL AND WASTE MATERIAL
15.1 Provide all fill material required to complete work or as specified in the delivery order. Dispose of any waste material as specified in Paragraph 11.
15.2 Additional fill material and/or rock may be obtained as specified in the delivery order. At the request of the Contractor, the Government may furnish access to a fill or quarry site on existing Government property. This quarry site will be for processing of materials necessary for the performance under contract: provided, the Government will in no case furnish or install any required equipment or appurtenances for the same for the purpose of implementing the availability or production of the quarry materials. It is the responsibility of the Contractor to determine the adequacy of the location to meet the needs of this contract. All equipment and appurtenances required in making the quarry rock available for producing the aggregate will be accomplished by and at the expense of the Contractor and all work in connection therewith shall be coordinated, scheduled, and performed as directed and approved by the COR.
16.
MATERIAL SAFETY DATA SHEETS (MSDS)
16.1 Maintain and prominently display all applicable MSDS at each project site.
