About this file
This document is a set of questions and answers from a DTRA CTR A&AS Recompete Industry Day event held on November 6, 2024. The key details are:
The questions cover various topics related to the upcoming CTR A&AS recompete contract, including OCI restrictions, foreign malign influence mitigation, geographic expansion plans, security clearance requirements for subcontractors, product acquisition strategies, and accounting system requirements for small businesses. DTRA clarified that they are not aware of any OCI concerns for work outside of DTRA, but that primes are responsible for monitoring OCI for their subcontractors. DTRA also indicated that the metrics for the Biological Threat Reduction Program (BTRP) will likely require updates due to CTR's pending reorganization. Regarding security clearances, DTRA expects all personnel supporting the CTR A&AS contract to have at least a Secret clearance. For product acquisition, DTRA evaluates the strategy for each requirement separately, with a focus on partner sustainability and commercially available local/regional solutions. DTRA provided guidance on the documentation required for new small businesses to demonstrate DCAA-compliant accounting systems.

| DTRA CTR A&AS Recompete Industry Day Event Q&A - 06 November 2024 | ||
| Question | Question | Comments/Responses |
| 1 | Are there any OCI Restrictions on work outside of DTRA/with other agencies or departments? | We are not currently aware of any OCI concerns for work outside of DTRA with other agencies or departments; however, if you have a specific scenario, please let us know. The Government reminds industry that it is the prime contractor's responsibility to monitor OCI concerns impacting their company as well as all subcontractors and ensure compliance with DTRA's strict OCI avoidance strategy for other CTR efforts. |
| 2 | How will CTR address foreign malign influence? | Countering foreign malign influence is a collaborative effort across the agency. CTR actively engages with other intra and inter agency partners to combat malign influences from foreign actors. |
| 3 | Will mitigation be part of the A&AS contract, or will CT rely on the SI Directorate (IRO)? | |
| 4 | What geographic expansion plans does CTR have? | Current policy guidance states that CTR will engage in partnerships worldwide. The specific countries which CTR is engaged with were provided in the briefing. CTR does not yet have authority to engage with Latin America but this may change in the future. |
| 5 | Are the Metrics for BTRP set or do you anticipate the need to update? | Given CTR's pending reorganization, the Metrics will likely require a revamp. The details are not yet known. A&AS expertise will be critical to successfully updating the Metrics to match the new CTR organization. |
| 6 | BTRP Doesn't do research. For facility sustainment purposes, do we help partner countries plan their own research programs? | No. Sustainment is a critical element of CTR's planning initial planning for any requirement. We work with the partner countries to develop capabilities which can be sustained with or without continued CTR investment. |
| 7 | Does the SB goal include women founded/led 501(c)(3) non-profits? | Potential small business offerors are responsible for determining whether they meet the criteria for specific small business definitions under 13 CFR 121.105 and applicable regulations |
| 8 | Why isn't DTRA CTR working in Latin America? Any plans to do so? | See above answer to question regarding geographic expansion. |
| 9 | What is the Security Clearance requirement for subcontracted entities or individuals? | The expectation is that everyone who supports the CTR A&AS contract, including subcontractors, has at least a Secret Clearance. There may be a one-off situation where DTRA's security requirements are less stringent; however, such a situation has not materialized yet. |
| 10 | Could you please elaborate on what role product acquisition plays in DTRA's overall strategy? |
For example, Regarding 'program sustainment' it was mentioned that "off the shelf products" were preferred (at least as related to BTRP).
| Is product acquisition related to / determined by each requirement as developed by DTRA or is it addressed by the A&AS partner? Or a combination of both? | The acquisition strategy for each CTR requirement is evaluated separately with input from A&AS SMEs and a final decision by the US Government. Partner sustainability is typically a primary factor in the decision making. Locally, or regionally, procured commercially available products are often prefered for ease of sustainability by the recipient partner. | |
| 11 | As a new SB company, what do I have to provide to you to show the requirement on slide 26 is satisfied: "Accounting system requires documented approval for Cost Reimbursement type contract.." |
I think this is a generic question but can also just sent it to the general questions email mentioned below.
In HELM's case, we use UNANET software and have CPAs that tell me their processes are DCAA audit compliant. Is there anything else I need?
| The RFP will specify documentation needed for the Agency to determine whether an offeror meets the requirement under FAR 16.301-3(a)(3). | ||
| 12 | We recognize that the contract necessitates a Secret Facility Clearance (FCL) for the Prime contractor. Will there also be a requirement for subcontractors to possess this clearance, or will DTRA consider sponsoring subcontractors for the FCL at the beginning of the contract? | The company owning/leasing the facility proposed to constitute the DTRA CTR facility will need the Secret FCL. Only one Secret cleared facility is required under the current requirement. |
