About this file

This is a Questions and Answers document related to DTRA's Request for Information (RFI) HDTRA126RFI26 for feature-length documentary production and distribution services. The document addresses clarifications and inquiries submitted by potential respondents regarding the market research solicitation. The RFI seeks to identify qualified sources capable of providing strategic, feature-length documentary production coupled with an established mass-distribution network to reach broad audiences. As a Q&A document, it provides guidance on submission requirements, evaluation criteria, and clarifications on the scope of work rather than establishing specific pricing terms, award dates, or set-asides, which are typical for pre-solicitation market research activities. Interested parties should review both this Q&A document and the primary RFI attachment for complete submission instructions and detailed market research requirements before preparing their responses.

QUESTIONS AND ANSWERS

Q: You have a set of requirements. Can the requirements be satisfied by different members of a team? The team I am considering forming would not have a single member who could meet all the requirements, but, collectively, we could. Would this approach be satisfactory?

A: Yes, a collective team approach is acceptable. You may satisfy the contract requirements by forming a team where different members fulfill different requirements.

Q: In terms of meeting the demand for distribution capability, does this provision include distribution via Public Television networks? I ask because I can demonstrate distribution to mass audiences (millions of people), but the distribution emanates from a network I do not control. Does this satisfy the requirement?

A: Yes, distribution via Public Television networks generally satisfies mass distribution requirements, even if you do not own or control the network. In public affairs contracts, the focus is on reach and impact, not infrastructure ownership.
