About this file

This document is a pre-solicitation notice for the Defense Threat Reduction Agency (DTRA) Information Resilience Office (IRO) regarding a requirement for "Foreign Information Environment Characterization" services. The IRO is seeking an integrated capability to detect and track foreign malign influence (FMI) narratives, characterize their resonance, and create a narrative knowledgebase to inform information resilience training. The scope focuses on FMI relevant to DTRA's counter-weapons of mass destruction mission, with a particular interest in non-aligned countries. The IRO is interested in receiving information from contractors, industry, and academia on their relevant capabilities, experience, and proposed technical approaches. Respondents are asked to provide details on their company, timeline for deployment, ability to deliver tools to a DTRA-maintained cloud environment, resources and teaming partners, socioeconomic status, and risk mitigation recommendations. No award will be made based on the responses, which are due by October 21, 2024.

Title: IRO Foreign Information Environment Characterization
#Questions/FeedbackAnswers
1Is there an incumbent contract or contractor associated to the requirement. If any, please provide the contractor's name and contract number. Thank youNo, this is a new requirement.
2In reviewing the opportunity on Sam.gov, we found that several links in VII. References were broken: Information Environment: https://www.dni.gov/index.php/ncsc-what-we-do/ncsc-national-intelligence-strategy/ncsc-3-understand-challenges-opportunities-information-environment-support-merica-global-influence Foreign Malign Influence: https://www.dni.gov/ckfinder/userfiles/157/Malign_Influence_web-final.pdf Ukraine Bio-Labs Narrative: https://www.state.gov/debunking-russian-disinformation-on-ukraine-biological-weapons/The links have been revised. See Amendment 02 of the Sources Sought Notice dated 15 October 2024.
3We like to inquire about the flexibility of this requirement. Specifically, we're wondering if it would be possible to propose a solution using our own cloud infrastructure, or if the use of a DTRA-maintained cloud environment is a strict requirementDTRA does not have a final decision regarding the cloud infrastructure. Any cloud infrastructure used would have to conform to required cybersecurity practices.
4Regarding the IRO’s requirement to ‘inform information resilience training content,’ does the IRO require new information resilience training modules/content, or does the IRO have existing training content they hope to update with relevant FMI tactics and techniques/IE activities? This requirement does not include the development or delivery of information resilience training. The IRO anticipates leveraging lessons learned from this requirement to support agency-wide information resilience training initiatives with relevant and practical information based on foreign malign influence observed.
5Approximately how large is the workforce that requires information resilience training? This requirement does not include the development or delivery of information resilience training.
6Does the IRO’s requirement for narrative tracking include proactive indicators and warnings of new FMI-aligned narratives?Yes
7Would the Government share whether they are looking for a services capability or tools-based capability? The IRO is seeking an integrated capability which may consist of both tools and services.
8Per the requirements, the information must be available via an interactive user interface capable of searching and viewing on map-based, timeline and other relevant displays. If our data helps DTRA with awareness of changes in online search behavior, that would enhance their situational awareness, and ability to predict potential future threats, would DTRA consider using data feeds via API Access to add our data to an existing interface? The IRO is seeking an end-to-end solution addressing the capabilities identified in the Sources Sought notice. Teaming is encouraged for offerors that can partially address the desired capabilities.
