About this file
This document is a Sole Source Justification for the Defense Threat Reduction Agency (DTRA) to procure two (2) Recon Pro Model 3915 Borescope Systems from SPI Borescopes, LLC. The justification cites DTRA's technical experts' extensive experience with similar borescope systems and market research indicating that the SPI Recon Pro system is the only one currently available that meets the required specifications for image quality, portability, and functionality. The key requirements include minimum 720p image resolution, articulating probes with low-heat illumination, and improved field of view and depth of view. Market research was conducted with 10 vendors, 6 of whom responded, but none could meet all the stated criteria. DTRA intends to award a sole source contract to SPI Borescopes, LLC under 41 U.S.C. 1901 and FAR 13.501.

environment. DlRA technical experts have vast experience with similar systems through extensive training in the operation, use and maintenance of existing borescope systems.
Market research of similar items revealed that the SPI Borescope Recon Pro system is the only system currently on the market offering the aforementioned image quality and capabilities currently available in the market; no other sources could meet the above requirements for functionality and portability required.
E-mails, phone calls, and requests for information were sent to ten different companies over a six-week time period. During that time only six companies replied. Each company was given a list of criteria, developed by DTRA staff that were derived from current and potential future mission needs. The companies were asked to build a cost estimate for a borescope or set of borescopes
A requirement of minimum image resolution of 720p or greater and the ability to record inspections with either picture or video was provided to each prospective vendor. There was also a need to have the probes be capable of articulating and include a light that puts off little to no heat that would allow us to view into dark areas in sensitive equipment without the fear of causing any damage to the components inside. Finally, a requirement of being able to view items without articulating the camera and an improved Field of View (FOV) and Depth of view (DOV) was identified and passed onto the companies that were building quotes.
was the first company to submit a market research response. They had a single unit that had swapable probes that fit in a single case. also responded with a market research response that was higher in price than the SPI Borescopes and required two different borescope cases, had a fraction of the capability required and would leave in a position where would have to use a scope with an extremely small FOV and DOV for anything with an access point smaller than 6.8mm. and did not have a borescope or a combination of borescopes which met the needs of They either had a resolution that would drop below 720p as the scope got smaller or they lacked scope sizes on the small or large size of the requested spectrum needed to meet mission requirements. Market research located a potential 7th company who appeared to meet our requirements, however they did not reply with any information prior to the submission of our request to the contracting office.
In addition, to the mission have already been trained on similar equipment and are familiar with its operational characteristics. Continuity of equipment ensures mission supportability and offers potential for interchangeability/backups if equipment were to fail.
4. Actions to Take
Should a future acquisition requirement arise, an extensive market survey of future potential suppliers will be conducted. For this acquisition an extensive market survey of potential
