About this file

This document is a Statement of Work (SOW) for a project to develop and test alternative coatings for the slit of the Maui VISxSWIR spectrometer, a critical component of a Miniaturized Hyperspectral Imagery (HSI) system. The contractor will pursue multiple technical paths to produce an improved Titanium slit coating, including anti-reflection layers, that can be successfully diamond turned. The work is to be completed over a 4-month period and will include coating depositions, diamond turning operations, and delivery of documentation and review materials demonstrating the results. This work is required for the production of Maui flight hardware under a related federal contract opportunity, solicitation number HDTRA1-24-R-0065, for a Monolithic Spectrometer Study. The government intends to award this sole source contract to Corning Specialty Materials (CSM) under the authority of FAR 13.106-1(b)(1)(i).

STATEMENT OF WORK (SOW)

Slit Coating Optimization for Maui VISxSWIR Spectrometer

Date: 15 May 2024

1.0 Background/Introduction: RD CXU is developing a Miniturized Hyperspectral Imagery (HSI) on a Group 3 Initiative to build a Full Spectrum hyperspectral imaging (HSI) system covering the visible/near infrared (VNIR) to extended shortwave infrared (SWIR) band (0.4 – 2.5 µm) and the long-wave infrared (LWIR) band (7.0 – 13.6 µm). Stringent size, weight and power (SWaP) requirements for payloads on a Group 3 unmanned aerial vehicle (UAV), for this initiative, are addressed by employing a novel solid, monolithic block, spectrometer design. The initial slit coating for the VISxSWIR monolithic block, as designed, degraded under stresses caused by diamond turning. Schedule constraints forced the program team to resort to a backup coating that, while successfully deposited and diamond turned, is not optimal for system performance.

2.0 Scope: The contractor will develop and test alternative coatings for the Maui VISxSWIR spectrometer slit. The slit, an optical surface that allows light to enter the spectrometer, must be coated to optimize transmission of specific wavelengths while minimizing reflections and stray light that would negatively impact system performance. Following coating deposition, the slit itself must be cut into the coating with a manufacturing method known as diamond turning.

3.0 Applicable Documents: The contractor shall provide coated material coupons and a final report out to DTRA. The contractor shall refer to Contract Data Requirement List (CDRL), DD Form 1423 for report requirements.

4.0 Requirements: The contractor will pursue multiple technical paths with the goal of producing a Titanium slit coating, including anti-reflection layers, in which a slit can be successfully diamond turned. Said technical paths include a re-designed coating that more closely resembles slit coatings with demonstrated success. The contractor shall seek improvements in the deposition and diamond turning process from the initially designed coating. Specific procedures will be developed with input from DTRA during on-going Maui technical exchanges meetings

(TEM).

4.1 The contractor shall complete the following outlined requirements:

Month 1:

• Determine alternate coating designs and manufacturing processes.

• Procure tooling and materials as required.

• Brief progress to DTRA at weekly technical team meetings.

Month 2:

• Execute coating depositions on material coupons.

• Brief progress to DTRA at weekly technical team meetings.

Month 3:

• Execute diamond turning operations on coated coupons.

• Brief progress to DTRA at weekly technical team meetings.

Month 4:

• Conduct additional coating and diamond turning operations as required.

• Deliver final report to DTRA.

4.2 The contractor will produce delivery of documentation and review materials demonstrating the results of coating depositions and diamond turning operations on material coupons. Coating and diamond turning resources for this effort are also required for production of Maui flight hardware.

5.0 Period of Performance

The period of performance of this requirement shall be in accordance with Schedule B of Contract.

6.0 Place of Performance

Place of Performance is at contactor facility.

7.0 Contract Data Requirement List (CDRL)

CDRLs shall be provided in accordance with the contract and as stated in DD 1423, Contract Data Requirements List (CDRL).
