Request for Proposal (HDTRA1-22-R-0018)

Treaty Training Logistics and Administration Support Services

(RE: Response Due Date/Time: May 9, 2022 at 12:00 noon (EDT))

Questions and Answers

1) (QUESTION): “(Reference SOW paragraph 3.2.1 - Rehearsal/Set-up) In addition to DTRA’s requirements in SOW paragraph 3.2.1, what other support does DTRA require during rehearsal and set-up?”

(ANSWER): In-tandem with paragraph 3.2.1, as referenced in paragraph 1.2, “Services may be technical, administrative or general support services (facilities, equipment, materials, etc.).

DTRA requires contractor administrative support during all aspects of the Rehearsal, Set-up, and daily training activities, to include direct operation of the contractor-provided audio-visual equipment throughout all training sessions. Also, per paragraph 3.2.2, “Specific requirements for each scheduled and confirmed treaty training class will be identified by the Government not later than the day of rehearsal/set-up.”

2) (QUESTION): “(Reference SOW paragraph 3.2.1 - Rehearsal/Set-up) When will the rehearsal /set-up date be communicated to the contractor?”

(ANSWER): Date of rehearsal will be communicated once the schedule of courses have been confirmed.

3) (QUESTION): “(Reference SOW (paragraph) 3.2. Requirement #2 -- Training Facilities) Does DTRA require the contractor provide facilitators or coordinators during the breakout sessions in the breakout rooms?”

(ANSWER): No.

4) (QUESTION): “(Reference Training Treaty Support Schedule and Treaty Course Description (documents)) Can DTRA share which course(s) entail classified presentation or reproduction request of classified material?”

(ANSWER): All courses shall have a component of “classified” media and/or materials, which will require classified storage.

5) (QUESTION): “(Reference Training Treaty Support Schedule and Treaty Course Description (documents)) Does the government expect to add or execute additional courses beyond the 9 courses outlined in the final RFP (6 courses in the base and 3 in the option period)?”

(ANSWER): No.

6) (QUESTION): “(Reference SOW (paragraph) 5.0 Travel) Can DTRA confirm what is the highest classification level required to allow cleared U.S. citizen to pick up the classified material or reference material from DTRA at Fort Belvoir.”

(ANSWER): As referenced in SOW paragraph 3.4, Contractor personnel ”must have adjudicated active clearances at a “SECRET” security level”. Any requests for contractor support in the pickup and transport of training and reference materials from DTRA’s Fort Belvoir facility, would follow these guidelines.

7) (QUESTION): “(Reference Section L. Page 69 (SF33 document)). Can the government provide instructions on the requirements of the response?”

(ANSWER): (See Section M Evaluation Criteria). This section provides all “Mandatory Requirements” that will be evaluated for “Technical Acceptability”. The contractor is expected to review the RFP package, complete all information, and submit the completed RFP response package to the Government, by the required Proposal Response Due Date/Time as noted on the RFP HDTRA122R0018 record posted in SAM.gov, and as noted in the SF33 RFP document.

8) (QUESTION): (SOW paragraph) “3.3.2 Course Material Storage. The Contractor shall store excess classified and unclassified course materials at their facility and shall perform an inventory of course materials stored at the training facility (see paragraph 3.4). The inventory of materials for each course shall be reported to the COR on a quarterly basis during the period of performance (CDRL A001).

“Would the storage of the classified materials at the contractor facility be a hard requirement on the contract?”

(ANSWER): Yes.
