DTRA will evaluate submissions based on breadth, depth and relevance of experience and this RFI does not obligate the agency to award any contracts.

Request for Information (RFI) - Electronic Integrated Disease Surveillance System (EIDSS) & Pathogen Asset Control System (PACS) Software Development and Sustainment

Synopsis:

The Defense Threat Reduction Agency (DTRA) requests capabilities statements from companies for the purpose of identifying potential sources for the provided support for the Electronic Integrated Disease Surveillance System (EIDSS) & Pathogen Asset Control System (PACS) software development, software maintenance, requirements management, and training development. Funding is not available for any information or proposals submitted. Submitting information does not bind DTRA for any future contracts resulting from this Request for Information (RFI).

The findings from this Market Research effort may impact any future solicitations to this requirement.

This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers at this time. Any responses to this RFI received by the Government will not form a binding contract. This is a market survey for planning purposes and no award will be made as a result of this sources-sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI.

The Government is looking for a software development and sustainment provider to sustain the present fielded version of PACS software (PACS version 5 is mature, and represents the final version DTRA will fund the development of), as well as to develop and then sustain EIDSS software version 7 (EIDSS software version 6.1 is presently fielded and operational in six countries. The present development performer is incorporating requirements requested by DTRA and its partner countries into a seventh version (v7) of EIDSS, which will begin to be fielded during CY 2020). The development performer will be required to participate in activities of the EIDSS and PACS Integrated Product Teams (IPTs); provide recommendations to the EIDSS and PACS Configuration Control Boards (CCB); and facilitate EIDSS/PACS technical support communication and feedback between the development performer, U.S Government, and integrating contractors. Some background on EIDSS and PACS is provided below.

EIDSS - EIDSS is a DTRA-developed electronic disease reporting system used to strengthen and support monitoring and prevention of infectious diseases within the One Health concept. It provides a near real-time information flow that can be disseminated to appropriate organizations in a timely manner for decision-making. It can also offer comprehensive analysis and visualization capabilities including real-time mapping of case events. EIDSS assists countries to comply with International Health Regulations (IHR) including a data transfer module for reporting select vaccine preventable diseases electronically to the World Health Organization’s (WHO) Centralized Information System for Infectious Diseases (CISID).

EIDSS is an open source product, under the Berkeley Software Distribution Simplified license, with multiple platforms including desktop, web, mobile web, and Android application; and can establish authorized data exchange with other electronic public health systems by using a published application-programming interface (API).

PACS - PACS is a DTRA-developed closed-network client-server or standalone user inventory system for accounting and control of biological agent stocks. The application monitors the reception, transfer, movement, and destruction of samples, as well as other actions such as aliquoting or subculturing of biological materials. PACS provides a secure, reliable, timely method of monitoring and tracking the flow of samples and extended audit and reporting functionality. Each item in the repository or freezer is marked with a unique barcode label allowing for a fast and error-free data input and provides an extra level of sample or pathogen asset tracking security. With the help of barcode technology, the repository process is fast, convenient, and secure. PACS offers configurable access rights and user management system. In addition, it allows users to produce a variety of custom reports. PACS is typically in laboratories with large sample collections that are stored for research or reference. PACS facilitates an efficient method for completing annual inventory requirements; increases security thru customization to match a laboratory’s standard operating procedures; accommodates workflow management approvals and provides an audit record of all operations executed by personnel. The system consists of two platforms: a desktop application and a touchscreen interface.
