SOLE SOURCE DETERMINATION

Two Robotic Arms

1. Description of Supplies/Services to Acquire

The Defense Threat Reduction Agency (DTRA) contracting activity proposes to procure specific equipment from a sole source without using full and open competition:

Part Number Part Description QTY Cost DSI-500-1977- Arm Assembly, Three Degree of Freedom (3DoF) with a 360 Degree Rotatable Wrist, Gripper Assembly with Infrared (IR) Illuminated Camera & Distance Sensor, and Pan/Tilt Mast with 40:1 Zoom Color Camera.

The Dragon Runner articulate arm assembly will allow the robotic platform for Chemical, Biological, Radiological and Nuclear (CBRN) sensor integrations, remote reconnaissance, and is mission critical for all Explosive Ordnance Disposal (EOD) operations.

The gripper assembly will allow the robotic platform to manipulate objects, carry tools, and add supplemental optics for hazard mitigation.

The camera on the arms will provide safety, reconnaissance, security and force protection missions.

2. Estimated Value The total estimated cost is $90,804 (O&M).

3. Statutory Authority The statutory authority for this non-competitive action is:

10 United States Code (U.S.C.) 2304(c)(l) or 41 U.S.C. 253(c)(l), as implemented by FAR 6.302-1, Only One Responsible Source.

4. Basis for this Action

The CBRN/ EOD unit requires the robotic arms for their robotic platforms to execute the CBRN reconnaissance and response missions. The robotic arms will be integrated into the Dragon Runner robotic platform that DTRA CP2 procured for previously under the National Defense Authorization Act (NDAA) 10 U.S. Code security forces: authority to build capacity.

The two robotic arms are required for the two robotic platforms that has already been procured.

The arms are shipped to the US Embassy or the DTRA Program Lead will hand carry the arms into .

5. Actions to Take The current Robotic platform for the CBRN/ EOD does not have degraded without this critical piece of support equipment.

The robotic arms need to be procured for the CBRN/EOD Forces to be mission ready and for the unit to be fully operational capable.
