DTRA Technical Reachback is attached to this Sources Sought.
DTRA has a requirement to provide expertise and other assets to conduct, implement and sustain capabilities in the following broad functional areas.
1. Operational Effort. 24/7/365 Technical Reachback effort across multiple locations and classification levels; decision support analyses across multiple technical disciplines;
and senior leadership support.
a. Directly answer technical Requests for Information (RFIs) through the DTRA
Operations Center. The majority of RFIs require modeling a variety of weapons of mass destruction (WMD) real-world and exercise scenarios. RFI responses utilize WMD subject-matter expert (SME) technical proficiency and analysis and typically consist of
SMEs constructing answers using chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) DTRA tools and interpreting the outputs provided formally via RFI and informally via phone.
b. Support Federal Emergency Management Agency’s Interagency Modeling and
Atmospheric Assessment Center (IMAAC) as the Operations Hub to coordinate and disseminate Federal atmospheric dispersion modeling and hazard prediction products.
c. Targeting support. Reachback personnel will conduct coordination with Intel
Community and Combatant Commands (CCMDs), using information at the SECRET through TS/SCI classification levels, in order to support CCMD WMD targeting requests.
d. Deployment for exercise and real-world operational support. Deploy and directly participate in numerous exercises and real world operations providing on-site modeling support.

2. Research & Development Effort. Develop and advance DTRA’s WMD modeling capabilities to meet Technical Reachback requirements; engage with the DTRA R&D community to assist in the development of S&T tools; conduct in-depth research of topic areas relevant to Technical Reachback.
a. Verification and Validation Efforts. Provide technical contributions in the form of scientific Verification and Validation (V&V) for numerous DTRA R&D developmental efforts, e.g., DTRA CBRNE calculation tools.
b. Test and Evaluation. Conduct test and evaluation of modeling and simulation capabilities for validity and usability in support of Technical Reachback mission areas.
3. Deliverables / Reporting Requirements
Progress and Cost Performance reports will be required.
4. Security Requirements.
Personnel requiring access to the DTRA government facility will require, at minimum, a
DoD Secret Security Clearance. The classification level of targeting support requests and the coordination with the Intel community necessitate maintaining active SECRET through TS/SCI level clearances for this effort (at least 50% of the work team at the
TS/SCI level of active clearances required at the beginning of the period of performance).
Technical data, including classified information, will be required to be exported
(physically and electronically transported) by the contractor in carrying out work activity, as directed by the Government.
5. Government Furnished Equipment (GFE)
This effort will require use and maintenance of GFE. Servers, hard drives, laptops, monitors, and a variety of equipment will be provided as GFE for performance of select work activity.
6. Place of Performance and Travel
Performance will be at government facilities and the contractor’s own facilities.
Contractor employees may be required to travel to various locations worldwide in the performance of requirements. Work on government sites is required for 24 hours a day/7 days a week/365 days a year response and support to DTRA operations.
Background:
The DTRA safeguards America and its allies from WMD CBRNE by providing capabilities to reduce, eliminate, and counter the threat and mitigate its effects. In order to adapt and shape the dynamic Global Security Environment, DTRA develops new, and continues to expand existing, bilateral and multilateral engagements, supports the cooperative elimination of WMD threats abroad, improves the security and accountability of vulnerable nuclear, biological and chemical material globally, continues to strengthen interagency and international partnerships, and continues to improve strategic global situational awareness to respond to emerging threats. Additionally, DTRA provides counter WMD capabilities to meet current threats and challenges by enhancing
Combatant Commanders’ ability to eliminate and respond to WMD threats and vulnerabilities, to provide operational and technical support for a safe, secure, and effective nuclear deterrent, to develop a robust reachback capability to facilitate United
States Government counter WMD operations, and to develop analytical tools and technology to detect, characterize, confront, defeat, protect against and remediate the full spectrum of CBRNE threats. DTRA enables the Department to counter improvised threats with tactical responsiveness in support of Combatant Commanders’ efforts to prepare for, and adapt to, battlefield surprise in support of counter-terrorism, counter-insurgency, and other related mission areas, including counter-improvised explosive devices.
The Research and Development Directorate (RD) mission is to deliver to the warfighter new tools, technologies and capabilities to counter WMD and other asymmetric threats through activities ranging from basic research, through system development and demonstration, to the rapid integration and deployment of novel commercial technologies. The RD workforce leverages innovative technical, programmatic, and business expertise from across the organization to identify, develop, and deliver these mission-essential technologies and capabilities. The Data Integration and Analysis
Department (RD-IA) researches, develops, integrates, and transitions innovative technologies and modeling and simulation capabilities and provides operational, near-real-time decision support to create decision advantage for DoD, other USG agencies, and our allies through improved situational understanding across the complete CWMD mission space.
The Technical Reachback Division (RD-IAR) specializes in providing round-the-clock
CBRNE subject matter and hazard prediction modeling expertise to DTRA customers. In
2003, DTRA responded to a growing number of RFI regarding worldwide CBRNE threats by establishing a Technical Reachback contacting effort to respond to provide
CBRNE subject matter expertise and respond to RFIs 24 hours a day, 7 days a week, 365 days per year. Since establishment, Technical Reachback has been providing a decision support and response capability for deliberate, crisis and immediate planning and operations to include post CBRNE event analyses to the following (non-inclusive list):
