STATEMENT OF WORK (SOW)

Defense Threat Reduction Agency (DTRA) Security and Counterintelligence (SC) Directorate

CCTV Services

1. Background/Introduction

The Security and Counterintelligence Office (J29T), Travis AFB is requesting the purchase of a five-year (base plus four option years) maintenance support services of currently installed CCTV equipment. The CCTV maintenance services will cover equipment maintenance, software upgrades for twenty-two cameras, batteries (if needed), an annual system checkup and technical support. See below specifications:

2. Scope

This SOW covers services for the J29, Travis Field Office. The CCTV maintenance services will cover the overall health of the equipment and software.

3. Objectives

Ensure the overall efficiency of the equipment by completing semi-annual health checks.

4. Tasks / Requirements

The contractor shall provide a semi-annual health check on the currently installed CCTV system. The health check includes, but is not limited to:

• Updates of latest software/firmware

• Analyze camera/network performance logs

• System tuning/Adjusting settings

• Cleaning camera domes, check fittings/connections

The vendor will contact the government technical representative to schedule service. The initial annual/preventative maintenance service will be scheduled and performed within 30 days of award of the contract. The second annual/ preventative maintenance service will be scheduled and performed during the 11th month following the initial service.

Subsequent annual/preventative maintenance service will be scheduled and performed during the same month as the second annual/preventative maintenance service. For example, if the contract is awarded on May 1, 2017, the first annual/preventative maintenance service must be conducted before May 31, 2017. The second annual/preventative maintenance service must be performed during April 2018, the third annual/preventative maintenance service must be performed during April 2019.

Unscheduled Maintenance Response Time:

For calls made prior to 10:00 A.M., Monday - Friday excluding federal holidays (duty days), on-site service response will be accomplished before 4:30 P.M. the same day.

For calls made between 10:01 A.M. and 4:30 P.M., duty days, on-site service response will be accomplished before 12:00 P.M. (noon) the next duty day.

For calls made after 4:40 P.M. or on non-duty days, on-site service response will be accomplished before 12:00 P.M. the next duty day.

6. Skills, Knowledge and Expertise

The contractor’s employees must trained and certified (If needed by manufacture specifications) on the CCTV equipment to be serviced.

7. Period of Performance:

The maintenance services will be performed for a five (5) year period (a base plus four year options). The period of performance will be 26 June 17 to 25 June 22.

8. Place of Performance/Travel

The requirements of the contract will be performed on Travis, AFB.

9. Government Furnished Property or Equipment (GFP/GFE)

Not Applicable.

10. Security

Access to Travis Air Force Base (AFB) is restricted to those personnel with valid identification to enter the military installation and their escorted guests. Personnel who do not have routine access to the installation must stop and register at the Travis AFB Visitor Center located at the Main Gate on Air Base Parkway. All visitors must be escorted while on the installation.

A DTRA badge for contractors performing the work in the Defense Threat Reduction Center (DTRC) will be issued on the first day of work.

Additionally, all vendors must be escorted while in the DTRA Travis facility and are restricted from possessing wireless electronic devices and all recording devices while inside the DTRA Travis facility. Government escorts will be provided for entry onto Travis AFB and while inside the DTRA Travis facility. Government escort can be scheduled by contacting the technical representatives listed above.

11. Deliverables DD 1423, Contract Data Requirements List (CDRL)

All deliverables shall include on the cover or first page: Contractor Name, Contract Number and Deliverable Number (when report is prepared several times, as Weekly, Monthly or Quarterly reports).
