SOLE SOURCE DETERMINATION

1. Description of Supplies/Services to Acquire

A field portable X-ray System is required to conduct the technical inspection of foreign inspection equipment and to ensure equipment is treaty compliant. X-ray images can be viewed in realtime in the field or in the TEI facility to ensure inspection equipment does not possess capabilities over that allowed by the treaty or observed during the initial equipment familiarization. Foreign observers will be present during these technical equipment inspection procedures.

3. Basis for this Action

The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source.

The contractor is Televere Systems. Pertinent factors include the compatibility of the SCAN-X Scout Digital Computed Radiographic (CR) System with all Golden Engineering, Inc. manufactured x-ray systems included but not limited to the XR-150, XR-200, and XR-300 x-ray sources owned by DTRA

The unit must not exceed 16” wide x 18” deep x 15” high, and weigh 45 lbs or less. The lightweight unit must be capable of processing phosphor imaging plates up to 14” wide by 17” long, function in direct sunlight and in a temperature range of 0°F - 114°F. The system must be capable of inline feedthrough of imaging plate with automatic plate erasure, and image processing and display in less than one (1) minute.

The unit must have no more than two (2) moving parts; must include non destructive test (NDT) specific Windows based image acquisition/processing/storage software, and automatic saving of all images in original DICOM format. Power requirements for system must meet the following criterion given locations the unit will be utilized: 100- 240 VAC 100 Watts and Internal Battery Pack for extended run time. The SCAN-X Scout control unit and X-ray imager make it “one-man” portable. This capability enhances mission conduct while in the field by by providing real-time x-ray imagery and eliminating the need for processing of images in an office or laboratory environment.

DTRA technical experts have vast experience with similar systems through extensive training in the operation, use and maintenance of existing SCAN-X systems.

Market research of similar items revealed that the SCAN-X Scout system is the only system currently on the market offering the aforementioned image quality and capabilities currently available in the market; no other sources could meet the above requirements for functionality and portability required.

In addition, other agencies providing augmentees to the TEI mission have similar equipment training, and are familiar with its operational characteristics. Continuity of equipment between Agencies ensures mission supportability and offers potential for interchangeability in the face of TEI equipment failure.

4. Actions to Take

Should a future acquisition requirement arise, an extensive market survey of future potential suppliers will be accomplished. For this acquisition an extensive market survey of potential suppliers was accomplished
