Defense Threat Reduction Agency and

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Nature and/or Description of Action
The Defense Threat Reduction Agency contracting activity proposes to procure without using full and open competition a follow-on effort entitled “Missile Intercept Modeling.” Exelis Inc.
will be the only contractor solicited to provide the required technical effort.
2. Description of the Supplies/Services Required
The proposed three year effort will be a follow-on to HDTRA1-12-C-0062 to upgrade missile intercept modeling, which expired on 2 February 2015. The scope of the proposed follow-on effort is to further develop models that will be passed to the Joint Effects Model (JEM) program of record and the JEM S&T Prototype/Hazard Prediction and Assessment Capability (JSTP/HPAC) for integration.
Exelis Inc. already serves as the developer of the missile intercept modeling for HPAC and JEM.
Under HDTRA1-12-C-0062, they reviewed and investigated existing intercept, debris, source characterization, safety, and transport models then identified capability gaps. Afterwards, Exelis Inc. planned solutions to include recommendations of model use, model modification, and the development of new models. Thus, Exelis Inc. developed new models to achieve the required functionality for the new JEM-compliant Missile Intercept environment.
The proposed follow-on will enhance the fidelity of the Missile Intercept module by providing threat target payloads that represent actual missile systems for real world analysis. The proposed follow-on will develop additional generic unclassified threat target payloads. This will give all HPAC/Missile Intercept users enhanced capability to estimate real world scenarios, without any additional need-to-know issues. Also, a new capability will be added to assess hazards associated with rocket failure and premature flight termination. The fidelity of Missile Intercept will also be enhanced with algorithms to simulate real-world ballistic missile interceptor systems.
Upon completion of the proposed follow-on, the capabilities of the missile intercept models will be greatly matured, and the true-weapon-system models will offer real-world analysis for the warfighter. This integration will result in a missile intercept capability that greatly advances the current capabilities of JEM.
3. Statutory Authority
The statutory authority for this non-competitive action is: 10 United States Code (U.S.C.)
2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source.
4. Applicability of Authority and
United States Strategic Command Center for Combating Weapons of Mass Destruction

Exelis Inc. already serves as the primary developer of the missile intercept modeling for HPAC and JEM, to which this proposed follow-on effort would be tied. One of the primary goals of the proposed effort is to produce real-world missile intercept models, so the warfighter will be able to produce real-world analysis of missile intercept events.
Changing from the developer, Exelis Inc., at this point of development is not feasible, and a logical follow-on is therefore necessary. If another contractor would take over development of the existing toolset, this would result in a significant cost to the Government, as outlined in Section 8 below.
5. Effort to Solicit Potential Sources
The prior contract, HDTRA1-12-C-0062, was the result of a full and open competition under Broad Agency Announcement HDTRA1-12-CHEM-BIO-BAA. The proposal submitted by Exelis in response to the BAA topic entitle “Missile Intercept” was selected for award based on a peer scientific review in accordance with the evaluation criteria established within the BAA. Because the prior contract was based on the unique solution proposed by Exelis, and because this effort will represent a logical follow-on to the work previously completed by Exelis, no other sources will be solicited. However, as outlined in Section 7 below, DTRA J9-CBI conducts continuous market surveillance to ensure that its current and planned projects are represented by the state-of-the-art scientific approaches.
For example, a Request for Information (RFI) was issued via FedBizOpps to determine whether any providers of the desired capabilities existed in the current market.
6. Fair and Reasonable Costs
Once a proposal addressing the cost/price of this contract action to the Government is received, a full cost and price analysis will be conducted to determine fairness and reasonableness.
7. Market Research
In accordance with Federal Acquisition Regulation (FAR) part 10, market research has been conducted. Continuous market surveillance of the capabilities, expertise, and development experience of the many performers currently doing work for DTRA J9-CBI is ongoing, as well as exposure to experts in the field of missile intercept via conferences and journal articles. In addition, the following actions were taken to query the current market.
RFI HDTRA1-15-RFI-CBI-0001 was issued via FedBizOpps on January 20, 2015 as a supplement to the COR’s existing knowledge of the marketplace to determine whether any unknown providers of the desired capabilities may exist, with with 8 respondents. A review of the responses indicates that most of the respondents failed to demonstrate sufficient knowledge of requirements, failed to address required capabilities or did not and
United States Strategic Command Center for Combating Weapons of Mass Destruction
8725 John J. Kingman Road, Stop 6201 Fort Belvoir, VA 22060-6201 appear capable of performing all of the required tasks. For example, one respondent failed to demonstrate sufficient knowledge of CBRN source term modeling or overall integration into the JEM and HPAC systems. Another respondent was inexperienced in the modeling of Nuclear, Biological, and Chemical payloads and therefore does not appear to be capable of performing all of the required tasks. One respondent failed to address required capabilities such as rocket failure or premature flight termination and therefore does not appear to be capable of performing all of the required tasks. Another respondent did not demonstrate a sufficient understanding of CBRN source term generation, chemical droplet aerodynamic breakup, and propagation into the planetary boundary layer. One respondent’s approach would increase duplication of effort by adding a database of launch sites, interceptors, and sensors, as well as urban cities and terrain that already exist in HPAC/JEM. Additional market reseach indicated that award to other potential sources would result in a duplication of costs for the progarm in the range of $4-5M.
Additional market research to the RFI focused on five companies. The capabilities of the companies surveyed were detemined to be insufficient due to the lacked experience in aerobreakup and rocket failure capabilities, failure to demonstrate the required familiarity with missile intercept modeling, and deficient capabilities with only experience in modeling debris clouds from a missile intercept. Furthermore, additional time to train new performers would greatly hinder time-sensitive work.
8. Other Facts
None
9. Interested Sources
Interested sources include People Tec, Sage Management, Northrop Grumman, Leidos, Corvid Tec, Cummings Aerospace, Aviation and Missile Research, Development and Engineering Center (AMRDEC) and Applied Research Associates (ARA).
10. Subsequent Actions
During the course of the proposed follow-on effort, the program manager will continue market surveillance of the work being done in the area of missile intercept modeling. Should future agency needs require additional work in the area of missile intercept modeling or movement into a similar area, the ongoing market surveillance will provide insight into the appropriate acquisition strategy. The deliverables of software, technical data, and documentation developed during this follow-on effort will be used to sufficiently describe the science and technology, software architecture, and methods used, such that future work could reasonably be performed by other qualified performers. Should any further development be required, the technical data, computer software, and software documentation created during this program would be used to support the new procurement and oppurtunities for interested parties.
