SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
FIRST: Section L.3.3.2 is revised as follows:

L.3.3.2 SECTION 1: TECHNICAL APPROACH
The Offeror shall describe in detail their proposed technical approach to meet the Government requirements and satisfy the overall program objectives as identified in the Statement of
Objectives (SOO) (Attachment 1). At a minimum, the technical approach should address the following elements:
Plan for conducting deep research into the research and development (R&D) landscape within market sectors salient to the challenge
Solver engagement strategy
Plan for performing problem ideation
Public awareness and education campaign strategy
Plan for developing competition rules which:
o stimulates the market to overcome specific challenges in the point-of-care diagnostics field (e.g. CLIA waiver, CPT code award) o promotes long-term commercial viability and availability of the solution o includes testing and evaluation o includes Intellectual Property management/transfer plan
Plan for administering a Grand Challenge Prize Competition including team formation, promotion, kick-off, solution assessment management, and competition closure

The Offeror shall submit its comprehensive Program Management Plan (PMP) for managing the contract to be awarded. SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
THIRD: Section M.2.1.1 is revised as follows:
M.2.1.1 Sub-factor A –Technical Capability
Evaluation of this sub-factor will focus on the Offeror’s technical capabilities and approach as detailed in Volume II of the proposal for satisfying the overall program objectives of the SOO
(Attachment 1). The SOW will be evaluated under this sub-factor. The evaluation will look at the SOW’s practical application and implantation of the processes, procedures, and approaches for all requirements and all objectives of the SOO.
This sub-factor is met when the Offeror demonstrates its understanding of the requirements and the ability to accomplish the following technical elements with an acceptable level of risk. Each of these elements will be considered equally in arriving at a rating but will not be separately rated.
