Quotation Response and Award

a. Quote a firm fixed price for each line item listed on page 2.

b. provide the company DUNS number if the contractor is registered in System Award Management (SAM).

c. Payment Methods: Electronic funds transfer payments are available for processing invoices for this contract in accordance with the prompt payment act via the Automated Clearing House (ACH) network, subject to the rules of the National Automated Clearing House Association or via credit card procedures with Single Use Account (SUA). Single-Use Account (SUA) is an electronic payment tool that eliminates the need for a physical credit card. SUA provides a single electronic card for each payment. A 16-digit virtual account is provided for each payment and the credit limit is set for the specific payment amount. Electronic funds transfer ACH payments will be processed on a Net 30 day basis or less if a payment discounted is offered, e.g. 2% 10 days. SUA payments will be processed in 10 days or less. Prospective contractors shall include their desired payment method in their proposal/quote.

d. Evaluation and Award Factors: The contract resulting from this request for quotation will be awarded to the responsible offeror whose offer conforms to the request, and is the most advantageous to the NAFI, price and non-cost factors considered (best value) presenting the best overall value to the NAFI. The following non-cost factors along with price, listed in descending order of importance will be used to evaluate offers:

· Factor No. 1 – Technical Technical capability will be evaluated based on the items offered meeting the same specifications as the items listed on page 2.

· Sub Factor (a) Approach and Methodology for meeting the requirements of the items listed on page 2.

· Factor No. 2 – Past Performance Evaluation of Past Performance will be accomplished by evaluating the Past Performance Questionnaires (PPQ) submitted by the references that were provided by the offeror(s), and the Offeror’s work experience. NAFI will evaluate the information from the questionnaires as well as information obtained from other sources.

e. In order to be considered for award, offerors must provide the following:

· Line item page with a firm fixed price for each line item listed.

· A specification sheet for any “equal to” items offered

· Proposed delivery date ARO

f. The source selected may not be the lowest price, but will be the most advantageous to the NAFI, price and other non-cost factors considered, presenting the best overall value to the NAFI. This will be determined by comparing differences in the value of non-cost features with differences in cost to the NAFI.

g. The NAFI may decide not to evaluate the technical proposal of an offeror, whose proposed cost is higher than the realistic cost of another offer rated acceptable or higher and the Contracting Officer determines that any possible technical superiority of the offeror’s technical submission would not warrant the cost premium of the offeror’s proposal and that, therefore, the offeror’s quotation could not be the best value.

h. A written notice of award or acceptance of an offer e-mailed or otherwise furnished to the successful offeror shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the NAFI may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
