https://www.iii.com/products/sierra-ils/ http://www.sirsidynix.com/products/sirsidynix-symphony https://en.wikipedia.org/wiki/Standard_Interchange_Protocol

A.20 This is the total number of “logins” that has Occurred. Not unique logins.

Q.21 The RFP indicates the practice tests and study guides are listed in order of importance (Attachments J.1 and J.2). When placing a score on these sections, is more weight given to those products with a higher importance or are all products weighed the same, regardless of importance?

A.21 The priority of the practice tests and study guides is weighted. If you supply 10 practice testes that are priority 9 and 0 from priority 1, your score will be lower than a vendor that is supplying 10 priority 1 tests and 0 priority 9 tests.

Q.22 For the information requested in Attachments J.1 and J.2, is there an option to indicate when a product will be made available if not available for 1 July 2017?

A.22 Yes, you should supply the information though it may not be used in the evaluation.

Q.23 In DOD Attachment J_1_Practice_Test_Requirements_March_28th_2.xlsx, the COMPASS is no longer offered as a test. Is this then removed as required prep?

A.23 Yes, if no longer offered as a test it will be removed from the consideration.

Q.24 In DOD Attachment J_3_Testing_Account_Protocol_-_Final_March_28th_1.xlsx, it has the Rank before Branch and Role. We believe Branch and Role would be necessary to come before Rank – please confirm order of account fields.

A.24 As long as the data is collected, Navy Library is not concerned about the order.

Q.25 In Section L.1.a, it states “Failure to meet all of the Specifications in Section C will render the offerors proposal as non-responsive”. Does this mean if we don’t offer/ have all of the products listed, the bid is not valid?

A.25 No, failure to provide information is “non-responsive”. I.E.; respond to all elements of the Section C.

Q.26 In Sections L.1.c and L.7.4, please provide more instruction on “line item pricing”.

A.26 Line Item Pricing is a term used for the structure of Ordering. Test A = $10.00, Test B = $11.00, Practice Guide = $3.00… etc. This is the structure in which you sell your products and services to another party.

Q.27 In Section L.5, please clarify the page limitations. Is Volume 1 Part 1 limited to 20 pages or is Volume 1 in its entirety (Part 1 and Part 2) limited to 20 pages? Do the attachments in Section J count towards the 20 page limit?

A.27 The PPQs do not count in the Volume Page Limit of 20 Pages.
