CNIC Response: None offered.
4) Are there any main campuses with a large concentration of employees? If so, where are they?

15) Please clarify the DODI Portability of Benefits program and how it works? How do eligible participants currently submit their contribution?
CNIC Response: Within the Federal Government each agency maintains their individual Retirement System; Defined Benefit and Defined Contribution Programs. In accordance with Department of Defense regulations, an employee of one agency, if they meet all the criteria, may elect to continue participation in a prior Federal Government agency retirement system, while actively employed by another Federal Government agency. This is considered a Portability Election and occurs only once in a Federal Government employee’s career. Contributions are received either by check or EFT from the employing federal agency by their Payroll department; deductions will follow all normal Plan requirements. These funds will not be on the standard upload/transfer process for our active employees since our Personnel System will note these participant’s as Separated. This may require a manual upload and may occur on multiple occurrences since each federal agency may have a different pay period cycle.
16) How many former employees participate in the DODI Portability of Benefits program?
CNIC Response: Approx. 50 employees
17) Are the four evaluation criteria weighted equally? If not, please provide the weighting.

20) Please verify the due date for submission, is it July 1 or July 3rd?

CNIC Response: Approx. 50
24) Regarding the DODI Portability program, are contributions from these participants centralized through the Command’s payroll then submitted to the recordkeeper or is it separate payroll and data feeds from the other agencies?
CNIC Response: Contributions for participants under Portability are received via check or EFT from other agency payroll department. These funds are then manually uploaded to the record-keeper directly.
25) Please provide clarification if the Command is utilizing an Individual Plan Document or Volume Submitter for their Plan?
CNIC Response: Individual Plan Document

CNIC Response: The technical proposal shall not exceed 100 pages (excluding past performance, resumes, PMP, QCP, and price proposal). CNIC Response: The attached performance questionnaire is the correct form to be supplied to the firm’s references.

41) What is the current manual process for the recordkeeper to receive the service/payroll data transmitted from the new employer (not coming from CNIC systems)?
CNIC Response: Service Data is originally established with the CNIC when first eligible/enrolled. After the Portability election, we indicate to the recordkeeper which employees will remain active participant's since the last action transmitted to the recordkeeper from the CNIC personnel system is a separation action. Payroll data is received from the current federal agency employer either by check or EFT to CNIC. Also, Payroll reports are received either by mail or email. Required data is keyed on a template provided by the recordkeeper, and transmitted separately since each federal agency may be on a different pay cycle.

However, the CNIC NAF 401(k) Savings Plan is required to administer it's program to meet certain DODI guidelines, such as Portability of Retirement Benefits, and the record keeper will need to ensure accommodate for specific needs; i.e. allow active participation for participant's no longer employed with CNIC.
47) Can you please provide the number of active participants that are utilizing the DODI Portability of Benefits program to continue participating in the plan?
48) For Participants that are utilizing the DODI Portability of Benefits program, how do they currently submit contributions and data to the current provider?
CNIC Response: Service Data is originally established with CNIC when first eligible/enrolled.
49) Would CNIC be willing to use electronic delivery to participants for the mailings outlined in the RFP?
CNIC Response: This could be a possibly, depending on the type of mailing.

CNIC Response: Currently, onsite group and one-on-one meetings are organized based on individual request by regional directors/HR manager.
51) How many local representatives currently service the plan?
CNIC Response: None currently.
52) Are there any transfer restrictions and/or charges (deferred sales charges, market value adjustments) that will apply upon termination of the current provider's contract? If so, please describe.
CNIC Response: Stable Return Fund requires a 12-month notice from plan sponsors for withdrawal of the plan's assets from the Fund, but that's it.
53) Is there a preference for the type of fixed account to be used by the plan (i.e., separate account, GICs, insurance company general account or another type of arrangement)?
CNIC Response: CNIC will evaluate all options, but currently use a Stable Return Pooled Fund primarily comprised of investment contracts issued by financial companies including Guaranteed Investment Contracts (GICs), Separate Account GICs, and Security Backed Investment Contracts, and it has served us well.
54) Please confirm the CNIC’s 401(k) is administered under the laws of the State of Tennessee?
CNIC Response: As a Federal entity, the United States Navy CNIC/NAFI 401(k) contract is administered by Federal Laws of the United States of America. The current 401(k) contract Plan Document is administered under the laws of the state of North Carolina.
