PERFORMANCE WORK STATEMENT
Marine Corps Rally Mobile Application
1.0 Introduction
The Deputy Assistant Secretary of Defense (DASD) for the Office of Military Community and
Family Policy (MC&FP) requires support in the implementation of a new service delivery model for Armed Forces Morale, Welfare and Recreation (MWR) programs. The objectives of the
MWR Innovation (MWR-I) Initiative are to develop solution concepts that will implement a comprehensive innovative MWR Service Delivery Model that is relevant to the needs of military members and their families today and into the future.
2.0 Background
The Department of Defense's approach to MWR services for service members is in need of change. There are three primary reasons why this is true:
1. Financial Realities: The Department of Defense budget for MWR (specifically Category B) activities has seen dramatic reductions in both funding and manpower. These changes in support are influencing how MWR programs and services are delivered. Without a coherent strategy across the DoD, there will be a confederate and sub-optimal approach to scaling programmatic offerings such as Libraries, Fitness, Outdoor Recreation, Community
Programming, etc.
2. Critical Importance to the Mission: The DoD recognizes that recreation and regeneration benefits of MWR programs are critically important to the Readiness, Resilience, and
Retention of its service members. Degradation of these programs will have a negative impact on the Department’s ability to meet the regenerative and recreation needs of service members and their families. In addition, evidence of service member resilience — including suicide

CLIN 0007 $ 2,000.00
Total NTE (Labor, Travel & ODCs)
Travel - NTE
Other Direct Costs- NTE rates, handling re-integration/re-deployment stress, and self-limiting behaviors — demonstrates that there is significant need for improvement in the area of MWR programming.
3. Relevant Offering: The bulk of the MWR offerings have not kept up to date with changes in needs, attitudes, and lifestyles of our service member population. The on-base, facility-based offerings (e.g. bowling, golf, auto hobby) are expensive and only meet the needs of a small group. In addition, service members report that they have a hard time understanding what is available, and increasingly desire offerings that fit into their busy lifestyles and support their ambitions to form a sense of community. The necessity for a more contemporary MWR delivery system is obvious. In order to meet the needs of our constituent base, the DoD needs to go beyond its legacy approach to providing programs and services and ensure that offerings are attractive, relevant, and accessible to customers. In addition, a heavy emphasis should be placed on development of solutions that will enable greater knowledge of and participation in off-duty recreational opportunities (a reality of modern military life).
Each service has begun to adopt new programming to start addressing these issues. Many of these new programs are web and/or mobile enabled. MC&FP believes significant gains can be made by coordinating these efforts and continuing to leverage web and mobile applications in order to improve the offering and service delivery model.
MC&FP brings a unique perspective and capability for ensuring MWR program delivery on military installations and will provide its resources to address these issues.

QUOTATION RESPONSE AND AWARD
A. Quote a firm fixed price for each line item listed on page 2.
B. Submit the attached Representations and Certification completed or provide the company
DUNS number if the contractor is registered in SAM (see page 9).
C. Payment Methods: Electronic funds transfer payments are available for processing invoices for this contract in accordance with the prompt payment act via the Automated
Clearing House (ACH) network, subject to the rules of the National Automated Clearing
House Association or via credit card procedures with Single Use Account (SUA).
Single-Use Account (SUA) is an electronic payment tool that eliminates the need for a physical credit card. SUA provides a single electronic card for each payment. A 16-digit virtual account is provided for each payment and the credit limit is set for the specific payment amount. Electronic funds transfer ACH payments will be processed on a Net 30 day basis or less if a payment discounted is offered, e.g. 2% 10 days. SUA payments will be processed in 10 days or less.
D. Evaluation and Award Factors: The contract resulting from this request for quotation will be awarded to the responsible offeror whose offer conforms to the request, and is the most advantageous to the NAFI, price and non-cost factors considered (best value) presenting the best overall value to the NAFI. The following non-cost factors along with the price, listed in descending order of importance will be used to evaluate offers.
Factor 1 – Technical capabilities will be evaluated based on the qualifications to meet the requirements in attached PWS
Factor 2- Price
Factor 3 – Past Performance
Evaluation of Past Performance will be accomplished by evaluating the Past Performance
Questionnaires (PPQ) submitted by the references that were provided by the offeror(s), and the Offeror’s work experience. NAFI will evaluate the information from the questionnaires as well as information obtained from other sources.
E. In order to be considered for award, offerors must provide the following:
Line item page with a firm fixed price for each line item listed. (A breakdown of work must be provided on line items, when requested)
Past Performance Information
Technical Capabilities, resources and quality control to meeting the performance work statement requirements
F. The NAFI’s evaluation of quote will consider the offeror’s Technical Capabilities of more importance to price.
G. The source selected may not be the lowest price, but will be the most advantageous to the
NAFI, price and other non-cost factors considered, presenting the best overall value to the NAFI. This will be determined by comparing difference in the value of non-cost features with difference in cost to the NAFI.
H. The NAFI may decide not to evaluate the technical proposal of an offeror, whose proposed cost is higher than the realistic cost of another offer rated acceptable or higher and the Contracting Officer determines that any possible technical superiority of the offeror’s technical submission would not warrant the cost premium of the offeor’s proposal and that, therefore, the offeror’s quotation could not be the best value.
I. A written notice of award or acceptance of an offer –e-mailed or otherwise furnished to the successful offeror shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the NAFI may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
