SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

Responses to the questions submitted are as follows:

Q: I am awaiting SBA approval for my HUBZone. Do I have to be certified day of award or submission?

A: Per FAR 19.301-1 (d) – “To be eligible for an award under the HUBZone Program (see subpart 19.13), a HUBZone small business concern must be a HUBZone small business concern both at the time of initial offer and at the time of contract award.”

Q: Who is the incumbent? Or if it is new contract, kindly let us know the estimated pricing.

A: Publically available information about the previous contract, HDEC08-16-C-0048, may be reviewed at https://www.commissaries.com/our-agency/business-with-deca/contracting

Q: What is the total value of previous contract?

A: Publically available information about the previous contract, HDEC08-16-C-0048, may be reviewed at https://www.commissaries.com/our-agency/business-with-deca/contracting

Q: Can you please provide me the estimated no of staffing requirements for individual operations on warehousing related services?

A: The Government does not provide estimated staffing requirements.

Q: Can we expect alternate site visits?

A: There will be no other site visits to Fallon NAS Commissary.

Q: Who is the incumbent contractor? What is the contract number, value, obligated funding, number of FTEs working on this contract by labor category / functions as listed in the Statement of Work?

A: Publically available information about the previous contract, HDEC08-16-C-0048, may be reviewed at https://www.commissaries.com/our-agency/business-with-deca/contracting. FTEs are proprietary information to the current contractor and will not be disclosed.

Q: What is the tenure of all the contract support staff by labor category for us to be able to determine their entitled vacation based on tenure to be able to provide accurate firm fixed price that includes vacation cost?

A: Staffing is the responsibility of the offeror so DeCA cannot provide an estimate of tenure and the related costs involved.

Q: In this digital paperless age, as encouraged by other Govt. mandates, is it possible to just submit the proposal Via E-Mail or by uploading through a secure DoD site rather than having to submit it by the cumbersome paper-based process as outlined in the RFP that is now passé?

A: DeCA does not yet have the capability to receive proposals electronically at this time.

Offerors should follow the submission instructions contained in the solicitation.

Q: On the wage determination the H&W of $4.22 is highlighted, but not the EO 13706. Under this contract is the contractor required to provide up to 56 hours of sick leave for each employee?

A: Clause 52.222-62, Paid Sick Leave under Executive Order 13706, is included in the solicitation. Within attachment 3, Volume I-Cost Breakout, there is a section to enter sick/vacation days as the offeror sees fit.

Q: Performance Work Statement (PWS) paragraph 4.3.3.2.4. Arranging Stock in Item Locations. How will the contractor get compensated for performing these tasks? Should the additional labor effort be included in our shelf stocking production rates?

A: PWS paragraph 4.3.3.2.4 is part of the entire shelf stocking requirement. Prospective offerors need to evaluate the labor hours they feel are required to perform all aspects of the shelf stocking operation and price accordingly.

Q: PWS paragraph 4.3.3.3.1. Expired Code Dates. What if the contractor is performing rotation as required, but the item does not sell – how can the responsibility of paying for the expired product(s) be placed on the contractor?

A: Expired Merchandise deductions are taken if the Contracting Officer Representative (COR) believes the merchandise expiration is the result of improper merchandise rotation. If the project manager (PM) non-concurs, they may submit a written response to the contractor within two working days as outlined in PWS paragraph 1.4.2.

Q: PWS Paragraph 4.3.3.2.1.1. Half Cases/Half Cases Remaining. If a product on the shelf can only hold a half case, how would the contractor get compensated for handling a case twice?

Should the additional labor effort be included in our shelf stocking production rates?

A: Per PWS paragraph 4.3.3.2.1.1, “The Government will record a case stocked each time the Contractor stocks the first half of these cases, but will not record any stocking effort when the Contractor stocks the remaining half of these cases.” It is the offeror’s decision on how to price this service.

Q: Who is responsible for ordering contractor responsible cases to be stocked?

A: Government personnel are responsible for ordering cases to be stocked.
