h. Question:

Does the government have historical data and or standards for expired code dates?

The PWS requires the Contractor’s responsibility to control damage to commissary merchandise, immediately notify the Government of damaged merchandise, and make disposition of damaged items discovered during any operations. For instance, controlling damage includes rotate contractor-stocked items in the RSHA. For expired merchandise found during random sampling surveillance, Performance Requirement Summary (PRS) 1(a) Perform Shelf Stocking Operations, 4.3.3.3. - 4.3.3.3.1. Merchandise Rotation is the standard for expired merchandise that will result in a Contract Discrepancy Report if the Acceptable Quality Level (AQL) is exceeded. For damaged or expired merchandise found by means other than random, a deduction from contractor payment is made if the monthly maximum damage allowance is exceeded.

i. Question:

Does 4.4.2.1.2.1 apply to all categories of food or are there separate standards for nonperishable, refrigerated, frozen, etc.?

Paragraph 4.4.2.12.1. on page C4-11 of the PWS applies to any contractor-responsible case that the contractor might find while processing distributor loads that are within a week of expiration, or that have reached or exceeded the expiration date.

j. Question:

What is the frequency or schedule of Veterinary Food Inspectors performing surveillance inspections of food?

Surveillance frequencies are not provided for Veterinary Food Inspectors within the requirements of the PWS. However, recalls of hazardous foods may be issued by the US Food and Drug Administration

(FDA), US Department of Agriculture (USDA), or other Government agencies. When the Store Director notifies the Contractor of a food recall, the Contractor shall assist.

k. Question:

What is the current pest prevention plan? Are all treatments and services acquired by the government?

The PWS requires contractor employees to notify the Government when insect, pest, or rodent activity is discovered and clean up after themselves as necessary. If the contractor finds signs of rodent infestation during shelf stocking, the Contractor shall notify the Store Director and shall clean and sanitize the contaminated areas as soon as possible using authorized cleaning/sanitizing agents. Contractor employees should also remove waste materials from the commissary sales area upon completion of night shift and during day operations, at a frequency sufficient to minimize to minimize objectionable odors and prevent attracting insects or rodents. During RSHA custodial operations the contractor is expected to clean underneath pallets, equipment, etc., if there is evidence of rodent infestation in RSHA areas.

Question #11:

When trying to print out the cost breakout, we receive the following message "Cannot run the macro 'Attach 3 Volume I Cost Breakout'. The macro may not be available in this workbook or all macros may be disabled." Will a corrected printable cost breakout be sent? Also, will this solicitation be extended?

Response to #11:

You cannot run the macro and it will not print. The Macro is not active in ATTACHMENT 3 – VOLUME I, COST BREAKOUT (dated 21 May 2020) to print a group of pages. In order to print these spreadsheets you must select View, Page Break Preview, Drag cursor to adjust page breaks and Print page ranges and titles. Amendment 0002 extended the proposal receipt date.

Question #12:

In reference concerning the subject RFP, I just receive notice that the RFP due date has been canceled indefinitely. I would like to inform you that I shipped my documents to you earlier today and I am reaching out to FedEx at this time to try and canceled the delivery.

(EST). As such, proposals may be received by October 8, 2020 at 3:00 p.m. (EST).

Question #13:

We are reviewing the PWS in detail and may have some questions to submit for clarification and guidance. In order to ensure our proposal arrives before the designated due date of Monday the 28th, we will need to get our proposal to the delivery company two business days prior. That day, Thursday the 24th, is the same day given for the question submittal deadline. Given this compressed time frame between the question period and the bid due date we will not have an opportunity to incorporate any of the answers to our questions into our proposal. For these reasons we are requesting an extension of the proposal due date so we may have time to properly evaluate and incorporate your responses.

Response to #13:

Refer to item #12 above.

Question #14:

a. Question:

The meat room window in the PWS is only 3 hours long. Will accommodations be made if the performance of this function requires longer than this window?

All of the work described in Section C-4 of the PWS for meat custodial is required to be performed during the “windows of opportunity” indicated from 7:30pm to 10:30pm. Instances can be made at the sole election of the Government when the contractor may be required to perform incomplete work late disclosed by Government inspection that the specified defective services are required to be performed late and completed within a reasonable time as specified by the Government.

b. Question:

Who is responsible to clean up any messes or spills in the restrooms and sales floor prior to the contractor’s day stocking window of requirement?

During the “window of opportunity” indicated in the contractor work schedule for Night Custodial the contractor shall perform custodial tasks that require much deeper and more extensive operations than can be done during day custodial coverage. The contractor is required to have personnel available to perform the custodial tasks that are normally done during hours when the commissary is open for business, when custodial care is generally limited to rapid response and quick fix action necessary to maintain clean and safe conditions during all of the hours indicated in the contractor work schedule for Day Custodial.

c. Question:

Will the contractor be responsible to clean a portable cooler that is brought out of storage to the sales floor by DeCA and not cleaned of dust and dirt prior to having merchandise stocked into it?

The contractor is required to clean outer surfaces of non-mobile merchandisers, mini-coolers for soda, water, etc.

d. Question:

With the inclusion of private label water, vendor water and drinks and the many other vendor items the semi-perishable store and pull cases seem very low for this size of operation.

e. Response:

In the event which impacts upon contract performance, the contractor shall take whatever measures needed to meet any new demands placed upon him. Added responsibility, as a result of this requirement will be added by change order or supplemental agreement by the Contracting Officer. No price increase shallbecome effective until approval by the Contracting Officer.

f. Question:

In Para. 4.3.3.3. “This will not constitute an “Unsat” rating, unless these items are in front of items with current year expiration dates.” Is this sentence referring to current calendar year?

Items with expiration dates a year or more out from the date of random sampling that are placed in front of items with current year expiration dates will constitute an “Unsat” rating because those items are in front of items that will expire within a year.

g. Question:

From the previous solicitation to the current solicitation the Contractor line item requirement has increased from 6,700 to over 22,000. Will this increase the DEM allowance to more than $200 with this incredible amount of items being added to contract responsibility?

Response:

In accordance with the table in Technical Exhibit 1, paragraph 6.1.Contractor Damage to Commissary Merchandise of the PWS, the Monthly Maximum Damage Allowance was recently raised to $300 for the level of Total Current Month’s Sales $2,000,001 – above.

h. Question:

Is there a method of compensation available to the contractor if they must dismantle displays or re-pack and move the remaining display merchandise from the sales floor to the storage location within the RSHA?

The Contractor is not authorized to dismantle displays or repack and move the remaining display merchandise from the sales floor to the storage location within the RSHA.

i. Question:

In Para 4.3.3.10 who determines what “periodically” is when returning merchandise to appropriate locations?

Performance is assessed on a daily basis in accordance with PRS 2. It is the contractor’s option to return abandoned/misplaced non-refrigerated items at the checkout point and elsewhere as they are found, or set aside for later handling, the items shall be returned by the end of the contractor’s night operations.

j. Question:

In Para. 4.3.3.2.1. there is a workload of 1,833 cases per month for slack-out merchandise, however, the DLS provides no workload for this function to have a productivity rate applied to it. This stocking work is considerably more difficult and time consuming than regular stocking due to required date coding.

Will there be a DLS workload added to create the opportunity to apply a productivity rate to this function?

Consideration should be applied under shelf stocking portion of the Direct Labor Summary to adjust productivity for slacked out (1,833 cases) which is included in the workload associated with shelf stocking.

k. Question:

In the exclusion wording (Paragraph 4.3.2.) it includes Fresh Eggs and fresh Dairy Products. Are there no Fresh Eggs or Fresh Dairy that fall under the contractor requirement? It appears in other requirements there are some Freedoms choice items in Dairy and some Eggs. Will the contractor be responsible for these items or only as issued by the government?

The Contractor shall stock all items of commissary merchandise except refrigerated fluid milk, fresh dairy products, and eggs., which will be issued to the Contractor for stocking only under specific not on shelf (NOS) conditions.

Refrigerated items and food categories delivered via Direct Store Delivery- (fluid milk, eggs, dairy, and fresh poultry) is authorized for the contractor to stock these categories/items during day stocking operations if issued by the Government. In accordance with paragraph 4.3.2.6.1. Direct Store Delivery-Not-Stocked Cases should the Government determine that a Direct Store Delivery merchandiser and/or vendor stocker has/have not fulfilled stocking responsibilities, the Government will issue to the contractor cases identified in Exhibit 4-1

l. Question:

There is a requirement for snow and ice removal in Para. 13.1. but there is no CLIN listed in the section B for this requirement as is normally in other contracts. Will there be a CLIN created or should the contractor try to estimate how many hours of snow removal they will have yearly by lowering their custodial productivity rates to increase the price?

Consideration should be applied under the custodial portion of the Direct Labor Summary to adjust productivity for snow and ice removal hours which is normally included within the custodial cost breakout when moderate levels of snowfall are likely to occur.

m. Question:

In the PWS there are 532 linear feet of removable display case bumper guards, while attending the site visit it was noted that this square footage seems very underestimated. Could there be a revision of this number if it is deemed too low before proposal submission?

In the event which impacts upon contract performance, the contractor shall take whatever measures needed to meet any new demands placed upon him. Added responsibility, as a result of this requirement will be added by change order or supplemental agreement by the Contracting Officer. No price increase shall become effective until approval by the Contracting Officer.

n. Question:

The RSHA appears to have removed offloading exclusions (fresh and smoked meats, fresh fruits and vegetables, refrigerated fluid milk and associated dairy products and fresh eggs). Is the contractor now responsible for this and what is the workload associated with this additional work? 4.4.1. Also excluded are fresh and smoked meats, fresh fruits and vegetables, refrigerated fluid milk and associated dairy products, and eggs, when such deliveries are direct from the manufacturer.

Consideration should be applied under receiving/storage/holding area portion of the Direct Labor Summary to adjust productivity for “direct store delivery” items that are issued which is included in the workload associated with receiving/storage/holding.

o. Question:

The RSHA Para. 4.4.1.“General” includes items issued by the government to preclude an NIS. What items will the government be issuing to the contractor from RSHA to preclude an NIS? What method of compensation will be used to account for these “issued” items in RSHA? Will it be the normal Stocking Case sheets?

Consideration should be applied under receiving/storage/holding area portion of the Direct Labor Summary to adjust productivity for “direct store delivery” items that are issued which is included in the workload associated with receiving/storage/holding. The monthly workload for cases issued in the RSHA is reported on the monthly RSHA form and the month/y workload for cases stocked is reported on the monthly Shelf Stocking Cases Stocked form. The Contractor shall handle deliveries of all items except “direct store delivery” items that vendors offload unless they are issued to the Contractor by the Government to preclude an NIS. The Direct Store Delivery merchandise identified in Exhibit 4-1, is as follows:

1. Refrigerated items and food categories delivered via Direct Store Delivery- (fluid milk, eggs, dairy, and fresh poultry)

2. Snack items (e.g., chips, nuts, crackers, cookies, pretzels, salty snacks, and all popcorn) delivered via Direct Store Delivery

3. Soft drinks and bottled water delivered via Direct Store Delivery

Question #15:

During the site visit it did not appear that any carpet was present in the office areas. Can you verify if this floor type is still present?

During the site visit we could not locate the steel grates mentioned in the PWS. Can you verify the location of this flooring type?

Response to #15:

Amendment 0002 revised Attachment 2, PWS dated 9-24-2020 incorporated changes to Exhibit 4-6-2, Night Custodial Surveillance Frequencies and Quality Standards PRS (7) on page C4-29 of the PWS that is changed to remove 465 Carpet floor type from the offices (All Areas) and replace with 465 VCT.

Aluminum/steel floor grate(s) are located on the sales floor area.
