§2481 and 10 U.S.C. §2484.

Trusted Hand Service, Inc. has been performing the services at a satisfactory level for the past year.
7. Fair and Reasonable Cost Determination – A modification will be done for six months. A proposal will be requested from the incumbent contractor for the six month J&A period of performance. In accordance with FAR Part 15, the contracting officer will compare proposed prices to historical prices paid (FAR 15.404-1 (b) (2) (ii)) to determine the Government is receiving these services at a fair and reasonable price.
8. Market Research and Interested Sources – As indicated above, an award to any other source at this time would result in unacceptable delays in fulfilling the requirement and an interruption of services.
9. Actions to Increase/Foster Competition – There is an open contracting action for long term support for these services (HDEC08-18-R-0034). The action has been publicized through the Government Point of Entry using the Commercial Cost Comparison (C3) solicitation procedure as agreed to October 29, 1998 between the President’s Committee for Purchase from People Who Are Blind or Severely Disabled, NISH, and the Defense Commissary Agency.
