Question#5: Volume 1, “Cost Breakout,” requires the offeror to submit cost details as calculated by Attachment 3 spreadsheets, which outputs hourly and annual totals. The solicitation requires that, “The annual totals generated by using the prescribed format shall be consistent with Schedule B of this solicitation.” Section B’s Sub-CLIN’s have units of measure of “Case,” “Hours,” and “Months.” Is the Offeror to assume an appropriate distribution such that simply the totals match, or am I just missing where the calculation is to be done, or included with the offer. The “Case” CLIN’s have a high quantity multiplier, along with greater potential variance. Please clarify.
Response #5: The case price for shelf stocking operations that should be reflected on the Schedule B is the case price that is reflected on the cost breakout at “CASE PRICE” on the “DOLLARS TOTAL” portion of the cost breakout spreadsheet. Do not provide the annual price, only the case price on the Schedule B. Please ensure that the case price does not exceed five digits following the decimal point. For the RSHA and custodial operations, the cost breakout will reflect the monthly price at “MO. PRICE” on the “DOLLARS TOTAL” portion of the cost breakout spreadsheet. The monthly price is what should be reflected on the Schedule B. Once the unit price is determined, the unit price should be multiplied by the quantity, in order to determine the total extended price.
Question #6: Has the scope/scale of the service requirements changed from or during the previous contract?
Response #6: No.
Question#7: PWS Exhibit 2-2, states (3) forklifts will be available for use; however, no forklifts were visible during the site visit. Can you confirm contractors will have access to these lifts?
Response #7: Yes, the resultant contractor will have access to the forklifts in accordance with the Attachment 1, PWS, Exhibit 2-2.
Question #8: PWS 1.3.3 – Dress Requirements – “The contractor shall select the appropriate PPE, train contractor employees on PPE equipment and shall ensure contractor personnel wear the PPE while exposed to the identified hazards.” Will the government provide any PPE for the contractor?
Response #8: No.
Question #9: 1.3.13 – Installation Access – Can you provide detail on the type of investigation (i.e. SF85 Public Trust, State Background check) required to complete contractor employee access?
Response #9: That is an installation responsibility, thus, our Contracting office does not have nor can we provide the detail on the type of investigation.
Question #10: Exhibit 2-2 – To what extent is this equipment shared? Meaning, should the Contractor anticipate any issues with the contractor getting timely access to the items listed on the shared GFE list?
Response #10: As reflected at PWS paragraph 2.3.1.1. Government-Furnished Equipment (GFE). The Government will provide shared equipment listed at EXHIBIT 2-2, for performance of services required under this contract. The Government will ensure all shared equipment is in good working order; and complies with all applicable OSHA, DeCA, and other nationally recognized consensus standards before the Contractor begins using shared equipment.
Therefore, the contractor should not anticipate any issues with the getting timely access to the items listed on the shared GFE list at Exhibit 2-2.
Question #11: Where is the lockable cage located?
Response #11: Within the commissary.
Question #12: How are manufacturer deliveries scheduled and communicated to the contractor? The PWS says that manufacturer vendors stock their items. Can you provide an estimated proportional split?
Response #12: As reflected at PWS para. 4.4.1. General. The Contractor shall operate the commissary RSHA during the times identified in 1.2.1. During these periods of RSHA operations, the Contractor shall handle deliveries of all items except “direct delivery” items that vendors offload. Also excluded are deliveries of fresh and smoked meats, fresh fruits and vegetables, refrigerated fluid milk and associated dairy products, and eggs, when such deliveries are direct from the manufacturer. The resultant contractor is responsible for stocking vendor merchandise during the day to preclude Not-In-Stock (NIS) and out of stock conditions. There is no estimated proportional split to provide, as the contractor is responsible for stocking FDS merchandise to the nearest full case each night in accordance with PWS paragraph 4.3.3.2.1. Shelf Locations and Item Allocations.
Question #13: Is there a record of the “Certified Actual Hours Required for Inventory” for this current contract, and if so, can you please provide those hours?
Response #13: In accordance with the solicitation, all items ending in “AC” are for Inventory Preparation, and a total of 100 hours annually are reflected to perform inventory.
Question#14: 4.6.1.5 – Are “Contracted Service Operations such as bakery, deli and so forth” included in this contract from a custodial perspective or are they excluded?
Response #14: Please refer to PWS paragraph 4.6.1. Exclusions.
Question#15: 52.237.-4500 – Observation Period – The Contractor may be provided an observation period of up to two (2) weeks prior to full take over of services to be performed under this contract. Is this considered a phase-in period and will the incumbent be assisting with the Contractor transition or take over?
Response #15: No, there is no phase-in period. As reflected at 52.237-4500 OBSERVATION PERIOD (APR 2004), the Contractor may be provided an observation period of up to two (2) weeks prior to full take over of services to be performed under this contract. The observation period shall be at no cost to the Government and solely at the option of the Contractor. A Contractor representative may observe the current work effort prior to full take over of the shelf stocking, receiving/storage/holding area (RSHA), and custodial operations. During such time, the Contractor is prohibited from interfacing with the current Contractor (if applicable), to include queries as to internal procedures. However, the Contractor may interface with the Government [e.g., Store Director or Quality Assurance Evaluator (QAE)] to determine general work effort required during contract performance.
Question #16: May we get a list of contractors who attended site visit.
Response #16: The list of attendees is provided at Enclosure 2 within Amendment 0001.
ENCLOSURE 2:
The attendees at the site visit/pre-proposal conference conducted at the March ARB Commissary, located at March ARB, California, on November 28, 2018 at 10:00 a.m. (local time) are as follows:
