ENCLOSURE 1

Question #1:

Topic: Dismantling Displays, Ref: Statement of Work: 4.3.3.7. Can the Government provide the average total cases that are dismantled as a part of the 23 displays to be dismantled each month?

Response #1:

The Government will provide the display plan at the beginning of each display period and determine how displays will be dismantled for the estimated number of displays to dismantle per month of 23, or 276 per year, for all costs associated with dismantling of displays under the Residual Grocery function and at the end of the display period the contractor will dismantle the display. The number of cases to be dismantled is not captured in any of our workload data collected at store level as the number of cases remaining at the end of a display period varies based on sales.

Question #2:

Topic: Promotional Signs, Ref: Statement of Work: 4.3.3.21.1. Can the government provide the average number of signs that are missing or need to replaced out of the 300 to review each night?

Response #2:

All Grocery Department items displayed at off shelf display locations that identify item description and price are required to be checked at Off Shelf Display Locations prior to the end of each night stocking shift. The number of signs that are missing on a typical night has not been maintained; therefore, DeCA is unable to provide this data.

Question #3:

Topic: Temperature Checks, Ref: Statement of Work: 4.3.3.24. Can the government provide the total number of temperature displays to be checked three times during the operating day?

Response #3:

Temperature checks of refrigerated display cases and refrigerated back up/holding boxes are required three times during each commissary operating day and on any non-operating day when contractor personnel are scheduled to work in the commissary.

Question #4:

Topic: Additional Residual (RG) Hours, Ref: Direct Labor Summary. The Direct Labor Summary notes additional RG hours, if applicable to satisfy the RG requirements. Can the government provide more detail of what this entails and how to calculate this figure?

Response #4:

The additional hours are those hours proposed by the offeror required to cover the Residual Grocery (RG) tour of duty that were not proposed elsewhere in the Direct Labor Summary or additional hours the contractor determines are necessary to accomplish the proposed services.

Question #5:

It is noted in the PWS that Sunday stocking window is beginning one hour before store opening. Is this accurate?

Response #5:

The Commissary Operating Hours are subject to change.

Question #6:

It was witnessed during the site visit the contractor personnel were crushing meat boxes during day operating hours.

Is this a requirement even though the meat window is only at night time?

Response #6:

During day operations, the Contractor shall continually remove from throughout the commissary sales area all cardboard generated by sales activity and shall place the cardboard in the baler.

Question #7:

In the RG custodial area the cleaning of refrigerated cases is required. The cases have a lining inside them that is replaced during this process. Is this lining provided by the government or does the contractor supply this?

Response #7:

The interiors of refrigerated display cases are required to be cleaned and sanitized. The commissary has a lining in this area replaced by the Government as needed.

Question #8:

It appears there are multiple contractors at this facility. During the site visit only one contractor office/storage area was shown. Are there separate areas for the multiple contractors for both office and storage? 80sq ft of storage does not appear to be sufficient for equipment needed to perform this requirement.

Response #8:

The Government will provide 80 square feet in which the Contractor shall store equipment and operating supplies needed to perform work under the contract.

Question #9:

As it appears RG for sidewalk sales and tent sales are a fixed fee, what is the process if the cases listed are exceeded in the performance of these tasks? What are the time frames for each of these sales? (2 days, 3 days, etc.)

Response #9:

The cases stocked to Sidewalk Sales per month of 1,500 and the average cases stocked to Truckload Sales (semi-annually) of 10,200 are estimated numbers that can last 1-3 days.

Question #10:

In the PWS for RSHA requirement it is stated that the contractor stores approx. 4800 semi-perishable cases per month but only pulls approx. 300 cases. That difference seemingly appears to leave roughly 4,500 cases not handled by the contractor. Whose responsibility is it to pull those 4,500 cases? How is it determined what cases those are to be left out?

Response #10:

Relevant workload for the RSHA function was derived using actual workload effort, as recorded on the RSHA work sheets for contract performance.

Question #11:

In the DLS/PWS it is stated that the contractor will stock approx. 38 cases a day in day stocking. Is this number accurate? It seems very imbalanced in an 80,000 case per month store.

Response #11:

The items identified for day stocking in 4.3.1. are estimated and require that 95% stock availability be maintained during day stocking coverage contingent upon availability.

Question #12:

Display dismantling in RG has a set number per year. Is 10-12 displays per period accurate? IF it exceeds the number how is that managed?

Response #12:

The number of displays to dismantle is 23 per month, or 276 per year, which is an estimated number for all costs associated with dismantling of displays under the Residual Grocery function. The Government will provide the display plan at the beginning of each display period.

Question #13:

Can the government provide the font size for the technical?

Response #13:

The font size is typically 12 point; however, it should be no less than 11 point so the document is legible.

Question #14:

Can the government provide the seniority list of incumbent employees?

Response #14:

The certified service employee list will be provided to the resultant contractor in accordance with FAR 52.222-17 Nondisplacement of Qualified Workers.

Question #15:

Question: 1.3.13. Installation Access. The Contractor shall be responsible for obtaining installation access as required for all Contractor employees authorized to work at the site. The installation applicable to this requirement has implemented a specific installation access process, which requires the contractor to pay a fee for the company and an annual fee per employee, to pay for the background check/vetting process (See Exhibit 4-9). The contractor is responsible for the fees associated therewith. Contractor participation is mandatory. Any Government-furnished identification shall be returned to the Government when the Contractor employee no longer works for the Contractor at this installation. A copy of Exhibit 4-9 was not found in the Statement of Work. Can the government provide a copy and also what is the cost of annual fees for the background check/vetting process?

Response #15:

This requirement requires the contractor to pay a fee for the company and an annual fee per employee, to pay for the background check/vetting process. The contractor is responsible for the fees associated therewith. Refer to Exhibit

4-9 Installation Access Requirements which is included in the Performance Work Statement (PWS) on pages C4-36 through C4-42.

Question #16:

13.1-Question: Can the government clarify the size and scope of the snow removal requirement and equipment/ materials needed?

Response #16:

Removal of ice and snow build-up is required when unclean or unsafe emergency conditions are in commissary, outside areas, and other areas designated as emergency/entrance/exit, etc. Apply snow/ice removal materials commercially recognized as safe for local paved/concrete surfaces and harmless to grass and other vegetation, and do not allow snow banks to encroach onto other areas designated as emergency. Clean up unclean or unsafe conditions; block off unsafe areas; and post “wet floor” signs. An estimate of the number of square feet of 1,020 of outside area requiring snow and ice removal is included in EXHIBIT 4-6-4.
