ENCLOSURE 1
Question #1: Will you accept a CPARS rating in lieu of Attachment 7 to the CO's for Past Performance information?
Response: No. Please submit Attachment 7, Past Performance Information, in accordance with (IAW) the solicitation requirements.
Question #2: Is it a requirement to itemize each supply item under elements and provide a price or can we simply put supplies and provide a lump sum price.
Response: It is a requirement to itemize each supply and/or equipment item for each area of operation.
Question #3: The PWS requires for underneath cleaning with no kick plates on the regular gondolas.
However, the first 2 aisles both have kick-plates on them. Will the requirement for these aisles be daily or monthly?
Response: There is a store reset scheduled for the Memphis NSA commissary September 20 – 22, 2015. The kickplates at the first two aisles will have the kickplates removed from the gondolas during this timeframe, which will result in all gondolas without kickplates. The square footage reflected at Exhibit 4-6-2, Gondolas
(underneath cleaning) for gondolas without kickplates includes the first two aisles when the kickplates are removed in September, prior to the November 1, 2015 contract start date. Please be advised that it is the contractor’s responsibility to maintain the standard on a daily basis, as the frequencies reflected at Exhibits 4-6-
1 through 4-6-5 are when the Government’s Quality Assurance Evaluator (QAE) surveils the areas.
Question #4: The PWS shows 8 rest rooms yet during the site visit only 4 were shown. Are there additional restrooms that were not included in the visit walk through? If so where can we obtain information on the size, stall numbers, etc. of these areas?
Response: There are only 4 restrooms (2 patrons and 2 employees). The PWS has been revised to reflect the correct number of restrooms at Exhibit 4-6-2. Exhibit 4-7, Facility Layout (Room Number Legend), has also been changed
HDEC08-15-R-0016
to remove room numbers 49, 51, 53, and 86 as bathrooms, as these areas no longer exist and are not contractor-responsible areas.
Question #4: The PWS only shows 303 cases of day stocking being done per month. Does this include NIS, Vendor, and other replenishment that is needed to keep the shelves to standard? That would mean that only 12 cases per day are needed for the day stocking requirement. Please verify this number.
Response: The workload for day stocking at paragraph 4.3.1. is accurate and correct. The day shelf stocking workload reflected in the PWS was derived from actual cases stocked during day time operations, minus the cases which were associated with day FDS, day vendor, and day display. The intent of day stocking (contractor stocked items), is to fill NIS situations, and the contractor’s decision to stock them during day time operations, does not necessarily warrant increasing the day case estimate as a result.
