ENCLOSURE 1
Question 1: The receiving doors have a screen door as well as the roll-up solid door. Is this screen door included in the cleaning requirement? If so, are there any special requirements for this procedure?
Answer: No, the cleaning of the screen door is not a contractor responsibility.
Question 2: During the site visit the store was not sure if the hallway behind the meat and produce areas were included in the contractor's responsibilities. Are the hallway and the meat and produce receiving docks included in the RSHA custodial footage and PWS requirements?
Answer: No, the hallway behind the meat and produce areas is not included in the contractor’s responsibilities.
Question 3: In the back aisle between the meat room and deli there is a sushi bar that is on the sales floor. Is this area part of the custodial requirement? If so, is there any special requirement involved in cleaning this area?
Answer: Yes, the sales floor is part of the custodial requirement.
Question 4: The PWS in Exhibit 4-6-2 shows 8 rest rooms. During the site visit we only viewed 4 of these. Is this number correct and if so where are the additional facilities located?
Answer: There are only 4 restrooms (2 patrons and 2 employees). The PWS has been revised to reflect the correct number of restrooms at Exhibit 4-6-2. Exhibit 4-7, Facility Layout (Room Number Legend), has also been changed to remove room numbers 49, 51, 53, and 86 as bathrooms, as these areas no longer exist and are not contractor-responsible areas.
Question 5: Can the government provide a list of contractor required equipment, i.e. floor scrubbers, buffers, etc.?
Answer: No. It is up to each offeror to determine the equipment necessary to meet and maintain contract standards.
Question 6: At the site visit there were two floor scrubbers locked in the contractor’s cage. There were three outside of the cage. It was stated that all the power equipment on the floor belonged to the Government. Please clarify if these floor scrubbers are or are not Government property.
Answer: The scrubbers are not Government property. Please refer to Exhibit 2-2 of the PWS for a list of shared
Government Furnished Equipment (GFE).
Question 7: PWS paragraph 2.3.1.2 states that the Contractor is expected to meet contract requirements with existing shared equipment. If the floor scrubbers mentioned in the prior question are not Government owned will the Contractor need to provide these items as they are not part of Exhibit 2-2?
Answer: Yes. The contractor will have to provide whatever equipment they deem necessary to fulfill contract requirements.
Question 8: PWS paragraph 1.3.2.2, states the PM or alternate PM shall be in the commissary during night operations (and either onsite or available during day operations). Are we to assume that is no requirement for the
PM to perform duties during the day?
Answer: Not necessarily. That determination would depend on the performance methodology proposed and implemented by the contractor, to ensure compliance with contract standards.
Question 9: Can the government provide a historical breakdown of supplies used during the last contract year, i.e., plastic trash bags, cleaning supplies, deodorizers, etc…?
Answer: No, the government cannot provide this type of breakdown, as it is not data collected and tracked by the government.
Question 10: PWS paragraph 4.3.3.2.1.1 and schedule B of the solicitation gives an amount of estimated cases to be stocked. The PWS goes on to state that the Government will record in writing the number of cases stocked and that the QAE will forward these amounts to the Contracting Officer as part of the monthly surveillance documentation.
a. For costing and staffing purposes are the cases in Schedule B guaranteed as part of a firm fixed price?
ANSWER: No, the cases in Schedule B are not guaranteed; however, the quantity shown is based on actual cases stocked for the period January 2014 through December 2014, with a plus up of 5% for anticipated increased sales.
b. If not, is there a minimum guarantee of the amount of cases that will be stocked?
ANSWER: No, there is no minimum guarantee.
c. Is there any historical data available of the amount of cases stocked?
ANSWER: See the answer for question 9 above.
Question 11: Reference Attachment 3 – Collective Bargaining Agreement. Since there is a CBA in place will a seniority list be provided?
ANSWER: The Contracting Officer shall provide the certified service employee list to the successor contractor after award. Reference FAR Clause 52.222-17, Non-displacement of Qualified Workers (MAY 2014).
