The following questions and answers, pertaining to the above-referenced solicitation, are provided for your information. Offerors are cautioned that these answers do not alter the solicitation. Only the amendment to the solicitation will change the requirements or any other content of the RFP. In the event of an inconsistency between statements contained in any amendment on the solicitation and this document, the amendment shall take precedence.
Question #1: Would it be possible for you to send out an amendment with the notes from the conference call at Fort Bragg?
Response: Requested information is contained within Enclosure 3 of the amendment.
Question #2: Can you please advise me as to the average number of customers the North Commissary services per week and whether it would be possible to mount a chemical dispensing system on the wall in the janitor's closet?
Response: The average number of customers per week at the Fort Bragg North Commissary is 18,000. The awardee of this requirement will not be permitted to alter the commissary facilities in any way and that includes mounting a chemical dispensing system on the wall in the janitor’s closet (see Performance Work Statement (PWS) paragraph 2.2.1.1., Building Maintenance).
Question #3: Is there a timekeeping system available for use by the contractor or do we have to supply our own?
Response: The Contractor has to provide their own timekeeping system.
Question #3: During the site visit it was mentioned that the contractor was responsible for unloading all delivery’s received during the days operation. This was said to include FedEx, UPS, etc. Would you please confirm if the contractor is responsible for offloading non FDS deliveries for solicitation HDEC08-15-R-0006? If this is so, where in the PWS is this work located?
Response: The contractor is only responsible for offloading the FDS Deliveries in accordance with the PWS. The contractor is not responsible for unloading FedEx, UPS, or any other non FDS deliveries.
Question #4: What is the current contract number?
Response: HDEC08-11-C-0003
Question #5: What was the award amount of the current contract?
Response: You can obtain historical pricing information for the current contract from the website www.commissaries.com. Under About Us, select Contracting. Click the link Price History & Recently Awarded Contracts. From this link, you will be able to review recently awarded contracts for the base year pricing only in accordance with the President’s January 21, 2009 memorandum regarding the Freedom of Information Act.
Question #6: What was the period of performance?
Response: The five year period of performance is November 1, 2010 through October 31, 2015.
Question #7: Is the current SOW exactly the same as the current solicitation SOW?
Response: The current contract PWS is similar to the PWS against the solicitation, as there have been updates or revisions to several paragraphs in the PWS. In addition, the workload for shelf stocking and RSHA operations has changed, as the workload is based upon historical data from the last 12 months.
Question #8: Were there any modifications exercised that changed the old SOW from the beginning of the contract to date? If so, what were the additions/decreases?
Response: No significant changes were made to the Performance Work Statement, which would render the existing Performance Work Statement dissimilar to the version included within the solicitation package. More specific information relative to contract modifications must be requested via the Freedom of Information Act (FOIA). The Defense Commissary Agency (DeCA) has established its FOIA Requester Service Center to ensure that requesters in need of assistance have a point of contact to receive status updates, as well as to answer questions and assist with any other information about their requests. Contact information for the DeCA FOIA Requester Service Center is as follows:

Email: foia@deca.mil Question #9: What is the average overwrite percentage by day of the week for this solicitation?
Response: Data relative to the overwrite percentage is collected on a monthly vs. a daily and/or day of the week basis. Therefore, we are unable to provide the data requested.
Question #10: It is important for all bidders to have the seniority list in order to accurately price the proposal.
Response: In accordance with FAR Clause 52.222-17, Non-Displacement of Qualified Workers, the successor contractor will be provided with a seniority list; however, there is no requirement to provide prospective offerors with such a list during the solicitation phase of the requirement.
Question #11: Under the CBA, there is no mention of a job classification/wage rate for Material Handling Laborer. Are all employees classified as working in the warehouse as stockers and forklift operators?
Response: The CBA includes all labor categories currently utilized under the existing contract.
Question #12: What does the "FS" that is grouped with Stocker under Schedule A (Job Classifications and Wages), page 23 in the CBA stand for?
Response: The FS has been corrected to reflect FDS. FDS stands for Frequent Delivery Service. The revised Attachment 3, CBA, is posted as an attachment to this Amendment.
Question #13: How much personnel will be needed for Shelf Stocking / Receiving or how many shipments per day coming in/out and size of shipments?
Response: It is the contractor’s responsibility to determine staffing levels for each area of operation. Exhibit 4-3 of the Performance Work Statement indicates the estimated number of deliveries per day per distributor. The workload contained within the chart at paragraph 4.4.2.7 of the Performance Work Statement, provides information relative to the number of cases per month the contractor will be responsible for offloading.
Question #14: How large is the building area that will need custodial services and is the building needing custodial services only used for shipment storage or are other activities performed in the building?
Response: It is unclear what “building area” or “building” the requestor is referring to; however, all prospective offerors are referred to Exhibits 4-6-1 through 4-6-5 of the Performance Work Statement. These exhibits depict all areas of contractor custodial responsibility.
Question #15: How many times per week will custodial services need to be performed (weekly, daily, twice a week)?
Response: This is a performance based requirement, which means the contractor vice the government is responsible for determining the frequency of performance to maintain quality standards. Quality standards are to be maintained on a continual basis.
Question #16: Any other documentation you may have detailing scope of services needed.
Response: Refer to the Performance Work Statement, which is an attachment to the solicitation posted to the Federal Business Opportunities (FBO) website.
