ENCLOSURE 1
Question #1. In EXHIBIT 2-2, Government-Furnished Equipment (GFE) there is no forklift listed. During the walk-through it was stated that using the forklift would be a contractor responsibility. Please confirm if the forklift will be GFE available for contractor use?
Response: The PWS has been revised at Exhibit 2-2 to reflect one each forklift as shared equipment.
Question #2. In EXHIBIT 2-2, Government-Furnished Equipment (GFE) there is a description for one (1) Hand HY Pallet Jack. Is this description referring to the stand-on or walk-behind powered hand truck that is at this location?
Response: Walk-behind powered hand truck (pallet jack).
Question #3. Section 4.4.2.6.1 states that the contractor "prepare pallets for government receipt”. Approximately how many cases are included in this prepare function as there are none listed in the PWS.
Response: The PWS has been revised to remove verbiage pursuant to prepare pallets for government receipt.
Question #4. During the site visit, it was noticed that many of the cooler doors are smaller than the width of a pallet. Therefore, during the transport function is the contractor' responsibility to simply transport to the cooler for segregation and storage by DECA? Or to stack the product inside the coolers by hand or cart? Also, does this handling of cases count as storing?
Response: As reflected at para. 4.4.2.4., the contractor is responsible for transporting perishable items into an appropriate refrigerated storage area for further disposition by commissary personnel or vendors. If the door to the temperature controlled storage area is too small to accommodate pushing the pallet of merchandise through, it is not acceptable for the contractor to leave the pallet of merchandise on the exterior of the storage area, for government disposition. It is the contractor’s responsibility to determine the appropriate method of placing these products inside the applicable temperature controlled storage areas. This type of handling of cases does not count as storing, as storing of cases is pursuant to “fast movers” or safety stock that are semi-perishables, which have been specifically assigned by line item and designated by the Store Director.
Question #5. The PWS in section 3.1.1, EXHIBIT 4-6-2 requires underneath cleaning without kickplates. However, all the aisles and display at this location have kickplates installed. Will this function be changed to reflect this and the frequency be adjusted?
Response: The commissary has kickplates; therefore, the PWS has been revised to reflect underneath gondolas with kickplates that require removal of bottom shelf for underneath cleaning at para. 3.1.1. and Exhibit 4-6-2. The frequency for government surveillance has also been changed at Exhibit 4-6-2.
Question #6. In PWS, 2. FLOOR MAINTENANCE, 2.3 Carpeted Floors a standard is given for carpet, yet there was no carpet seen in the visit or included in the Exhibits. Is there any carpet to be managed at this facility? The mats and runners are addressed later in the PWS.
Response: The PWS has been revised to reserve para. 2.3.
Question #7. There is some discrepancy between the information given at the site visit and the PWS in regards to outside areas. During the visit it was mentioned that the contractor was responsible for policing up to 100' from the building to include the grassy island out front and the grass area on the side with the smoking Gazebo. The PWS does not reflect that amount of footage and has only concrete as the surface type. Can you clarify what areas are included in the outside function and the footage the contractor responsible for?
Response: The contractor is only responsible for the concrete areas at the front (including cart storage area), at the rear, and at the left hand side. The contractor is not responsible for policing the grassy areas.
