SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
Solicitation HDEC08-14-R-0006 for Shelf Stocking, Receiving/Storage/Holding Area, and Custodial Operations at the McConnell AFB Commissary, located near Wichita, Kansas, is hereby amended as follows:
1.
Solicitation page 1 is replaced to remove watermark word “DRAFT” from the document.
2.
Attachment 2, Performance Work Statement (PWS). PWS dated May 16, 2014 is removed in its entirety and replaced with PWS dated September 22, 2014. Changes made have been highlighted in yellow. The following changes are incorporated into the PWS as follows:
· Paragraph 1.2.1 Store Operational Hours/Contractor Work Schedule-RSHA, was changed Tues and Thursday from 7 am-12 pm to 9 am – 2 pm.
· Exhibit 4-3, FDS Distributor Delivery Schedule, has been revised.
· Half cases references throughout the PWS have been removed as this requirement does not support this item, therefore, Paragraphs 4.3.3.2.1 Shelf Location and Item Allocations; 4.3.3.14.1 Cases Stocked from Commissary Stock on Hand; 4.4.27. Store Merchandise and 4.4.2.8. Pull Merchandise were revised.
· Underneath Cleaning, Paragraph 3.1.5 Aluminum/Steel/Floor Grate has been removed.
· Exhibit 4-6-1, has been changed to remove Floor Type-“STL/ALUM”. The Floor Type for that area has been changed to VCT and square footage remains unchanged.
· Exhibit 4-6-2, has been changed to remove the name and square footage of “Steel/Aluminum Floor Grates” in its entirety. Gondolas (cleaning underneath) has been changed to read “Gondolas without kickplates and cleaning frequency changed to daily (D). End Caps and Other Off the Shelf Displays square feet has been changed from 144 square feet to 180 square feet. Total underneath cleaning changed to read 2,868 square feet.
· Custodial Area (Subject to Floor Care) Summary: Total Custodial Area was revised from 49,158 to 48,547.
3.
Attachment 6, Typical Daily Work Schedule, is removed in its entirety and replaced with amended Attachment 6, Typical Daily Work Schedule.

List of Attendees from the Pre-Award Site visit on September 4, 2014.

Enclosure 1
QUESTIONS AND ANSWERS
QUESTION 1: Does the page limit include attachments such as resumes, certificates of insurance and Safety Data Sheets?
ANSWER 1:
The page limitation refers to Attachment 6: Volume II, Technical Capabilities and Personnel Proposal section. The page limit does not include attachments such as resumes. Certificates of insurance and safety data sheets are documentation required after the requirement has been awarded.
QUESTION 2: Does the page limit include graphics, title pages, introductory letters and table of contents?
ANSWER 2:
The page limit does not include the title pages, introductory letter, and table of contents.
QUESTION 3:
Would you forward a list of vendors who attended the pre-bid conference?
ANSWER 3:
A list of all attendees/vendors who attended the pre-bid conference is included in this amendment.
QUESTION 4: As per the PWS, commissary hours end at 7pm. Is there an operational reason why the night stocking window doesn’t open until 9pm?
ANSWER 4:
The hours stated in the PWS were determined by store management and represent the hours that best accommodate a government presence during the performance of night time contractor support services.
QUESTION 5: As required there are 600 day cases per month (or 24 per day). Is this correct and if so, does this include working NIS from truck as required?
ANSWER 5:
The Day Stocking workload of 616 cases per month is correct and includes cases that were stocked during the daytime from new FDS deliveries.
QUESTION 6: The PWS states that the RHSA window is 7am-noon on Tues & Thurs, yet delivery window 10am-Noon. Windows do not seem to align on Tuesday and Thursday to leave adequate time to segregate. Would you confirm that there is adequate time to segregate a truck, if it arrives at the end of the window? Or will the RSHA coverage times be adjusted to correct this issue?
ANSWER 6:
The attached PWS, Paragraph 1.2.1. - Store Operational Hours/Contractor Working Schedule has been revised. The RHSA window has been changed on Tues & Thurs from 7am-noon to 9am -2pm, therefore, allowing time to segregate IAW the PWS, in the event deliveries occur towards the end of the delivery window.
QUESTION 7:
In the receiving area there is a concrete stairwell leading up to a storage area. Is this area included in the scope of work? If so, is this area included in the office/admin or RSHA square footage.
ANSWER 7:
No. The concrete stairwell leading up to the storage area in the receiving area is not included in the scope of work for this requirement.
QUESTION 8:
During the site visit it was unclear exactly what offices(s)/other areas fall under contractor’s custodial responsibility. Are the Produce and Meat offices that are located in the produce prep area included? Is the bagger break room included? If all these areas are included the square footage appears to not match up. Could you clearly define using the provided diagram what areas are included in this PWS?
ANSWER 8:
The offices/other areas for custodial support required that apply to this requirement are identified in Exhibit 4-7, Facility Layout (Room Number Legend) and are annotated on the Facility Layout by number. The offices referred to in the question are the Produce Manager’s Officer (#45), Meat Manager’s Office (#57), and the baggers break room (# 80) are included at Exhibit 4-7. The total square footage provided in Exhibit 4-6-includes these areas.
QUESTION 9: The PWS requires for underneath cleaning of kick plates however kick plates are only installed on the end caps. Will this requirement be changed to the non-kick plate requirement?
ANSWER 9:
Yes, PWS has been changed to reflect Gondolas without Kick plates for underneath cleaning for the Store/Sales Area and the surveillance frequency changed to Daily. However, the Endcaps for this requirement and the verbiage has been added at Exhibit 4-6-2 to state that the End Caps and Other Underneath Off Shelf Displays do have kick plates and the measurement was adjusted based on the information received from the store to 180 square feet.
QUESTION 10: .
The PWS requires steel/aluminum grate cleaning, yet these are no longer installed at this facility. Will there be an amendment to reflect this? And will the VCT footage also be adjusted in order to reflect the entryways currently being all VCT now?
ANSWER 10:
Store management verified that the steel/aluminum grates are no longer installed at this facility. Therefore, Amendment 0001 reflects PWS changes at Exhibit 4-5, to remove paragraph 2.2.4 for floor grates and to reserve paragraph 3.1.5; to revise Exhibit 4-6-1 to remove the floor grates and increase entry vestibule VCT square footage; and to revise Exhibit 4-6-2, to remove the floor grates and associated square footage from the underneath cleaning portion of the exhibit, which revised the total square footage for underneath cleaning. The Direct Labor Summary (DLS) has also been revised to make these changes.
