Attachment 1: Statement of Work Solicitation: HDEC05-20-R-0001 Description: Nutritional Analysis Database
Statement of Work
1. GENERAL: The proposed contract will be for non-personnel services to provide a nutritional analysis database to be used by the Defense Commissary Agency’s (DeCA) [herein after referred to as the Government] Registered Dietician. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The successful Contractor shall be responsible to the Government; however, the contract service providers shall be accountable solely to the Contractor.
2. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform nutrition analysis as defined in this Statement of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards as written or described in this contract.
3. Objectives:
A nutritional analysis database will allow DeCA to build a Nutrition Guide Program that will provide shoppers with quick, easy to understand information at the point of purchase, and increase their awareness of high performance/nutrient dense food. Our target audience of service members are concerned with a specific macro nutrient profile. They track the amount of protein, carbs, and fat they consume each day. Being able to analyze our recipes will encourage that group to cook more meals at home vs consuming prepackaged food or ordering out. Cooking more meals at home instead of ordering out will increase basket sizes and sales. The Contractor shall provide a nutritional analysis database as described below:
The nutritional analysis database can be web-based or via software, preferably web based.
The program will analyze the nutrition content of food items with UPCs by taking into account the Regular Amount Commonly Consumed (RACC) per Food and Drug Administration (FDA) health claims for the respective food category.
The program will analyze the nutrition content of food items using RACC when applying a health claim such as low fat or good source of fiber, in accordance with FDA definitions.
The program will be able to analyze food items by brand name and UPC and will be exportable.
The program will be able to analyze recipes and identify FDA health claims using
RACC.
All nutrition attributes will be available to the user to apply to the recipe or food product.
These attributes must be changeable as needed in real-time (moment’s notice).
The tool will be perpetually updated as new national products are introduced into the marketplace.
It will contain clear images of the product and the Nutrition Facts panel and ingredients.
Be able to add non-national and Commissary brand products in a timely manner for a nominal fee.
At a minimum the nutrition/health attributes shall include and identify food items known to be heart healthy, healthy fats, United States Department of Agriculture (USDA) Organic, no sugar added, a good source of fiber, whole grain, low fat, and low sodium.
Access to technical assistance beyond normal day-to-day general customer service.
4. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The anticipated Period of Performance are as follows:
Base Year: November 19, 2019-November 18, 2020 Option Year 1: November 19, 2020-November 18, 2021 Option Year 2: November 19, 2021-November 18, 2022 Option Year 3: November 19, 2022-November 18, 2023 Option Year 4: November 19, 2023-November 18, 2024
5. Contracting Officer Representative (COR): The (COR) will be identified by a separate letter.
The COR monitors all technical aspects of the contract and assists in contract administration and is authorized to perform the following functions: ensures that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with performing the contract: maintains written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitors Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies;
coordinates availability of government furnished property; and provides site entry to Contractor personnel. The DeCA Contracting Officer shall issue a designation letter to the COR and a copy will be sent to the Contractor, describing the COR responsibilities and limitations, especially with regards to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of an order of the resulting contract. The DeCA Dietician will be the COR for this requirement.
6. Key Personnel: The Government considers the two people hired by the Contractor as the Contract Manager (CM) and one alternate for the contract to be key personnel. The CM shall be responsible for the day-to-day work functions and shall have full authority to act for the Contractor on all contract matters relating to the daily operations of the contract, and shall be available between regular business hours, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons. ‘
The alternate shall act for the contractor when the CM is absent and shall follow the same prescription as the CM for regular business hours, holidays, and administrative reasons.
The names of each key person shall be designated in writing to the Contracting Officer.
7. Data Rights: The Government has unlimited rights to all documents/material produced under the resulting contract. All documents and materials, to include the source codes of any software, produced under the resulting contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not remove any other Government rights. When analyzing a recipe, the recipe remains the property of DeCA.
8. ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING (eCMRA) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Defense Commissary Agency via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31st of each task order for years 2019 - 2023.
