Combined Synopsis/Solicitation Notice Coupon Clearinghouse Services (Coupon Redemption) HDEC05-17-R-0003 Amendment 0003

The questions below were provided via email to the Defense Commissary Agency in regards to the combined synopsis/solicitation for coupon clearinghouse services, HDEC05-17-R-0003. Some vendors provided similar questions to the ones listed below. As a result, DeCA chose the most detailed versions and provided them below with an answer. There is still a remaining question that is not answered below. The answer to this question will be provided on an amendment that will be posted on Monday, May 15, 2017. Since these questions have taken longer to answer than expected, the due date for follow-up questions has been extended to May 16, 2017 at 1:00PM EDST. DeCA has also extended the due date of the overall submission. The new submission date and time for the quotes is May 17, 2017 at 1:00PM EDST.

Questions and Answers:

Question 1. (In regards to Technical Capability Proposal of the combined Synopsis/Solicitation) What are some examples of approved documents that will satisfy the requirement in regards to showing the quoter’s status as an “Authorized Clearinghouse”?

Answer 1. Examples of approved documents indicating that the quoter is an “Authorized Clearinghouse” include certificates and agreements between the quoting company and either the manufacturers or their agents whose coupons the quoter is processing.

Question 2. (In regards to 8.1 in the Statement of Work) What browser is DeCA using?

Answer 2. DeCA is using IE11, Google Chrome and Mozilla Firefox with DeCA’s Windows 10 image as its browsers for this requirement.

Question 3. (In regards to 8.1 in the Statement of Work) How is the DoD Common Access Card, operating system and DeCA Gold Master Image being used?

Answer 3. (In regards to 8.1 in the Statement of Work) DeCA will load the image (DeCA Gold Windows 10 image with an embedded Common Access Card) onto the contractor’s system.

Question 4. (In regards to 8.3 in the Statement of Work) What file does DeCA require of the contract to import a batch file?

Answer 4. DeCA requires a database file (.dbf) which can be either a flat file or a delimited file.

Question 5. (In regards to 8.3 in the Statement of Work) What is the naming convention for the file used to import the batches?

Answer 5. The naming convention is listed below.

CW=Audited M=Manufacturer Numbers equal date: YYMMDD *Also the cross reference of import files to the database tables is below:

"BB" = "tblBatchSummary" "BA" = "tblBatchTrans" "BI" = "tblBatchMFGInvoice" "VV" = "tblBankSummary" "VC" = "tblBankChecks" "VP" = "tblBankMFGInvoice”

Question 6. (In regards to 8.3 in the Statement of Work) Can fields be left blank or must they have values associated with them?

Answer 6. DeCA’s sequel database (SQL DBA) requires that fields in which there is no information must have the word “NULL” inputted.

Question 7. (In regards to 8.3 in the Statement of Work) Are there any required fields?

Answer 7. No, there are not any required fields, however the more fields with inputs the better the DeCA SQL DBA can process the information.
