The following have been added by full text:

QUESTIONS AND ANSWERS #1

1. Question: If DeCA orders one time per month, will the average order fill three 40’ containers and one 20’ container?

Answer: This number of containers is used for evaluation purposes only and does not reflect what actual orders we will use as far as container number and size.

2. Question: A full load would be (3) 40 ft containers and (1) 20 ft container. If these containers all came in at the same time, it would be impossible to load within 2 hours. Can we coordinate timing (space out trucks) of containers for hot load?

Answer: The appointment will be worked out between the contractor and the carrier or carrier contractor.

3. Question: Will DeCA cover all transportation costs for the containers and costs to get product to MDV?

Answer: DeCA covers costs for containers and transport of containers to the Point of Embarkation (POE).

Non-container shipments (to MDV) will be reimbursed at actual commercial rates.

This does not include the costs to ship replacement items to MDV.

4. Question: If DeCA so chooses the MDV method of shipment for anything less than 75% utilization of a container. On page 14, # 3, it addresses the transportation costs to get product to MDV. It states, “………………….shall be paid by DeCA as part of the actual order cost. All costs shall be at normal commercial rates. Proof of shipment cost shall be provided to the ordering individual or office automatically…………”.

For containers:

I assume since DeCA will be providing us with the name of the carrier and will be paying the bill, we will never see an invoice for the carrier’s charges, (unless there is detention charge because we took too long to load).

Answer: This is correct.

For shipments to MDV:

Since DeCA specifies that all costs be at normal commercial rates, will DeCA be expecting us to use a common carrier, IE: Estes or Averitt at LTL rates?

Answer: The method would be up to the contractor as to how to ship items to MDV. Rates must be normal commercial rates.

5. Per DeCA instructions, are we going to have to provide the ordering individual with proof of shipment cost?

Answer: Yes.

6. Question: Since the product is going to MDV in Norfolk, could we charge the equivalent of the commercial rate and deliver on our trucks?

Answer: Yes.

7. Question: Page 10, (z), We have 14 days to deliver and delivery is considered to be complete when container is loaded and sealed. HOWEVER, per page 13, (G), “All containers must be at the designated Point of Embarkation by the specified cut-off date, which is two workdays prior to the ocean carrier’s sail date”. Does this mean when DeCA is communicating the cut-off date to us through the ESS system, will we always have the full 14 days to get the container loaded or is there a possibility we may have less due to the ship’s departure schedule?

Answer: Contractor will always have 14 days to fulfill delivery order obligations. 14 Days will always be allowed.

8. Question: Page 10, (aa) Last sentence states, “Rejected items will be replaced by the contractor at no additional charge within 10 days.” How are we to get items to the customer within 10 days?

Answer: Rejected items are to be shipped to the Point of Embarkation (POE) within 10 days.

9. Question: Is the Government willing to consider everything being shipped via MDV?

Answer: No.

10. Question: CLIN 9085: Spec verification; Can muffin count be verified? The spec dimensions are unclear. Wording identifies 2 but dimensions could be for 6 or more. Dimensions are almost identical to DeCA East current CLIN# 8145 which is a 6 count muffin/cupcake container

Answer: The spec should read: 9.5L X 5W x 2.5D with a 4.25” muffin holder (for large muffins) See full item description below.

11. Question: CLIN 9565: Is the printer paper all white or green and white?

Answer: The spec should read “Green and white.” See below.

12. Question: CLIN 2402: The spec calls for 28x10. This is an abnormal size. Can the size be changed to 30x10?

Answer: Yes, 30x10 would be acceptable. See below.

13. Question: Is the leather glove a “safety cuff style”? The spec only mentions a requirement of an elastic band.

Answer: Either a safety cuff or elastic band is acceptable.
