STATEMENT OF WORK
SOLICITATION NUMBER HDEC05-11-T-0019
FOR DRY, REFRIGERATOR, & FREEZER TRAILERS
For transportation Support at New Orleans NAS-JRB
This statement of work may change as to the quantity and minor other changes for each delivery order to be quoted.
The Defense Commissary Agency (DeCA) requires non-personal services of CDL licensed tractor-trailer operators as well as two (2) each 53’ freeze/chill trailers and four (4) each 53’ dry trailers to move commissary equipment, supplies and grocery items from the temporary location in New Orleans to the new location in Belle Chasse, LA. The performance dates vary and are from February 15, 2011 to February 24, 2011.
This requirement may include the following:
A. Two (2) each 53’ freeze/chill trailers with tractor and CDL licensed operator to be used for moving meat, deli-bakery, produce and other frozen and chilled grocery items from New Orleans Commissary to Belle Chasse Commissary.
B. Four (4) each 53’ dry trailers with tractor and CDL licensed operator to be used for moving commissary equipment, supplies and grocery items from New Orleans Commissary to Belle Chasse Commissary.
The Contractor shall:
1.
Provide Freezer Trailers with Tractor and CDL Licensed Operator. Trailers are to be 53’ in length. The trailers are to be equipped with Roll-up Doors, Flat Floor (no ribs), and must be Lockable (using a DeCA furnished padlock). The contractor is responsible for ensuring all licenses are current.

Provide Dry Trailers with Tractor and CDL Licensed Operator. Trailers are to be 53’ in length. The trailers are to be equipped with Roll-up Doors, Flat Floor (no ribs), and must be Lockable (using a DeCA furnished padlock). The contractor is responsible for ensuring all licenses are current.
3. Coordinate time and place of services with store’s designated point of contact (TBD) no later than 24 hours prior to the start of services. The work day for all tractors, trailers and drivers shall be 8:00 am to 5:00 pm, plus or minus 1 hour. Specific times must be coordinated with the Commissary’s main point of contact for each individual service date.
4. Provide a single detailed invoice for all charges incurred during the performance of this contract, including hourly usage of freeze/chill unit. Freeze trailer to be pre-cooled to a temperature of -5 to -10 Degrees Fahrenheit. Chill trailer to be pre-cooled to a temperature of 32 to 36 Degrees Fahrenheit.
5. Provide vendor repair personnel within two (2) hours of equipment break-down. Repair must be either completed within 4 hours of equipment break-down, or a substitute vehicle provided within four hours of equipment break-down so as not to interrupt the mission. Product losses for non-compliance of the 4 hour repair requirement shall be the responsibility of the contractor. Time lost due to equipment break down shall not be invoiced.
Note: Repairs caused by commissary negligence will be covered via modification to the contract. Repairs required due to contractor negligence, or as a result of faulty equipment or lack of maintenance, shall be completed at the expense of the contractor. All equipment maintenance costs shall be the responsibility of the contractor. Fuel tanks for chill/freeze trailers are to be full at the start time for services for each day. Refueling, if required, may be completed on “empty” return trips before re-entering the installation.
6.
Driver must possess a Class A commercial driver’s license (CDL) with a clean driving record and comply with all Federal and State driving regulations, to include all insurance necessary to provide transportation services on federal property. Driver must not have been convicted of a felony involving use of a motor vehicle; a crime involving drugs; driving under the influence of drugs or alcohol; refusing to submit to an alcohol test required by a State or its implied consent laws or regulations; leaving the scene of a crime; or causing a fatality through negligent operation of a motor vehicle. Driver must be able to read and speak English well enough to read road signs, prepare reports, and communicate with law enforcement officers and commissary personnel.
7. Drivers will transport items within the full view of commissary personnel, and may only leave the military installation with commissary owned property inside any contracted trailer while being escorted by commissary personnel. If fuel is required for any tractor or trailer when the trailer contains government property, a commissary employee shall escort the truck to the nearest gas station.
8. Upon arrival at the receiving location, the seal must be witnessed and removed by a commissary employee, prior to opening the trailer doors, to ensure the seal and or padlock has not been tampered with and to verify the integrity of the merchandise.
9. Driver is responsible for providing an alternate driver meeting the contract requirements, should the primary driver be unavailable due to illness, vacation or any other absences during the contract period. Drivers, both primary and alternate, must be able to obtain access to military installations. (It is the duty of the contractor to coordinate its driver’s access to any military installation prior to the first date of service.) All drivers must maintain an appropriate business like appearance and manner while on duty.
DeCA Commissary Point of Contact shall:
1. Designate a primary and alternate Commissary Point of Contact to be the main points of contact for all contract personnel. (Contract administration point of contact shall be Jason Reedy, Contract Specialist, at 804-734-8000, x49815).
2. Coordinate all staging and movement with contractor personnel, of all items to be transported between locations.
3. Coordinate with commissary personnel, all loading and unloading of food items, equipment and supplies. Contractor personnel will not be responsible to load or unload any item.
4. Clean the trailers of all debris at the end of the contract period for each trailer used.

February 18, 2011 1 (1) each, 53’ dry trailer with tractor and driver to move “Dry” items. Estimated two (2) trips per day per driver IF NEEDED. Contractor will be notified as to the need of this trailer prior to the end of the service day on February 17, 2011.
February 24, 2011 Up to Two (2) each, 53’ dry trailers with tractors and drivers to move various supply items. Up to (2) trips per trailer. Contractor will be notified as to the need of the second trailer no later than February 22, 2011.
January 31, 2011 to February 14, 2011 (Option) Trailer, 53’, chill, delivered on or about January 31, 2011 as coordinated with Commissary personnel. To be used for storage of meat product as needed during the estimated period of performance. Chill trailer to run 24 hours per day. (Dates represent an estimated timeframe in which trailer may be required, but do not guarantee any actual services until the option is exercised by modification.)
