STATEMENT OF WORK
FOR DRY, REFRIGERATOR, & FREEZER TRAILERS
For Support at Fort Benning, GA
The Defense Commissary Agency (DeCA) requires non-personal services of CDL licensed truck drivers to move one or more 53 foot leased trailers to and from Chattanooga Guard and Reserve Center in Chattanooga, Georgia from the Fort Benning commissary at Fort Benning, Georgia. This requirement may also require the long-term lease of freeze, chill and dry 53 foot trailers to be stored at the Fort Benning commissary at Fort Benning, Georgia. The purpose of these trailers is for the storage of guard/reserve sale equipment and/or groceries for the Fort Benning Commissary. The performance dates are from 2/1/11 to 9/30/11, with one option period from 10/1/11 to 2/29/12.
This requirement may include the following:
A. One (1) freezer trailer with bulkhead to be used to transport frozen meat and dry food products from Ft. Benning commissary to the Chattanooga Guard and Reserve Center and return and back. This trailer must be a dual fuel trailer (Diesel/Electric).
B. Two (2) dry trailers to be used to transport store equipment from Ft. Gillem to Ft. Benning one time. These same two trailers will then be used to transport commissary store equipment and supplies from Ft. Benning to Chattanooga and return to Ft. Benning for the duration of the 9 months.
C. Four (4) dry trailers to be permanently located at the Ft. Benning Commissary for a maximum twelve (12) month period.
D. CDL licensed driver and tractor services to transport trailers to Ft Gillem for equipment loading, then to the Fort Benning commissary. Transport services may also be needed from Ft. Benning to the Chattanooga Guard and Reserve Center in Chattanooga, Georgia and back to Fort Benning, Georgia as coordinated.
All of these trailers will be parked when not in use at the Ft. Benning Commissary to Chattanooga and return to Ft. Benning
The Contractor shall:
1. Provide Freezer Trailers. Trailers are to be 53’ in length. The trailers are to be equipped with Roll-up Doors, Flat Floor (no ribs), and must be Lockable (using a DeCA furnished padlock). There must not be any holes in the roof, sides or bottom of the trailer that are large enough for a field mice to enter as most of these trailers will be used to hold food stuffs. The contractor is responsible for keeping all permits and plates up to date during the performance period of the contract.
2.
Provide Dry Trailers. Trailers are to be 53’ in length. The trailers are to be equipped with Roll-up Doors, Flat Floor (no ribs), and must be Lockable (using a DeCA furnished padlock). There must not be any holes in the roof, sides or bottom of the trailer that are large enough for a field mice to enter as most of these trailers will be used to hold food stuffs. The contractor is responsible for keeping all permits and plates up to date during the performance period of the contract.
3. Coordinate the delivery and/or pickup of the trailer(s) with store’s designated point of contact no later than 24 hours prior to start date and 3 working days prior to ending date of the rental period IAW the Delivery Order. Any such rental period ends on the store’s requested pickup date regardless of actual pickup date unless a written modification is issued.
4. Bill monthly for all rental charges incurred from the first to last day of the prior month, or any portion thereof. Hourly run time charges may be billed monthly, or together at completion of the last day of the rental period.
5. Provide 24-hour emergency on-site repair. Vendor repair personnel must be on-site within 2 hours of receipt of emergency call from store personnel. Repair must be either completed within 4 hours of initial receipt of emergency phone call or a substitute vehicle provided within four hours of the initial emergency phone call so as not to interrupt the mission. Product losses for non-compliance of the 4 hour repair requirement shall be the responsibility of the contractor.
Note: Repairs caused by commissary negligence will be covered via modification to the contract. Repairs required due to contractor negligence, or as a result of faulty equipment or lack of maintenance, shall be completed at the expense of the contractor. All equipment maintenance costs shall be the responsibility of the contractor.
6.
Provide tractor(s) for the movement of trailers rented under this contract.
A. The contractor is responsible for maintaining current all permits and licenses necessary to support the movement of government property across state lines. Maintenance and repairs of the truck and trailer are the responsibility of the contractor. All necessary pre and post trip checks are to be conducted. The contractor shall submit a monthly invoice for all contracted costs.
B. The tractor(s) used to transport the government property must be in good working order and must have all necessary inspections, tags, permits and plates to provide transportation services across state lines.
6. Provide drivers for tractors. Driver must be at least 21 years old with 1 or more years experience driving a tractor-trailer truck. Driver must possess a Class A commercial driver’s license (CDL) with a clean driving record and comply with all Federal and State driving regulations, to include all insurance necessary to provide transportation services on an interstate basis. Driver must not have been convicted of a felony involving use of a motor vehicle; a crime involving drugs; driving under the influence of drugs or alcohol; refusing to submit to an alcohol test required by a State or its implied consent laws or regulations; leaving the scene of a crime; or causing a fatality through negligent operation of a motor vehicle. Driver must be able to read and speak English well enough to read road signs, prepare reports, and communicate with law enforcement officers and commissary personnel.
A. The driver prior to the trailer being sealed will inspect the load to ensure that it is loaded in a safe manner that will allow transportation across state lines without incident. If the contractor determines that the load is unsafe he is to immediately contact the Store Director or his designee and the government will correct the problem prior to locking the back doors.
B. Once items are loaded onto the trailer, a seal and/or padlock will be provided by the government to ensure merchandise security. Upon arrival at the receiving location, the seal must be witnessed and removed by a commissary employee, prior to opening the trailer doors, to ensure the seal and or padlock has not been tampered with and to verify the integrity of the merchandise.
C. Driver is responsible for providing an alternate driver meeting the contract requirements, should the primary driver be unavailable due to illness, vacation or any other absences during the contract period. Drivers, primary and alternates, must be able to obtain access to military installations. Drivers, primary and alternatives must be able to obtain access to military installations. Driver must maintain an appropriate business like appearance and manner while on duty.
DeCA Commissary Point of Contact shall:
1. Coordinate to have appropriate Installation personnel available to hook up the chill and freeze trailers to store electric power.
2. Locate source for diesel fuel, if needed. (Diesel Fuel is not allowed to be charged against the Government Purchase Card (GPC) or this DeCA contract.)
3. Notify the Contracting Officer of any necessary repairs to the trailers and or trailer components.
4. Clean the trailers of all debris and ensure the fuel tanks are at the same level they were when received before contractor pickup.
5. Store personnel will provide a copy of a list of items contained in each of the trailers that are used to transport equipment, frozen/chill product as well as dry groceries to and from Chattanooga.
