QUESTIONS AND ANSWERS #2
HDEC05-09-R-0004
Q 1 - We have not received the past performance questionnaire's back from our existing clients. They are due today at 4:00. If we are unable to get them back in time, does this mean that we are out of the bid? Are we able to ask for an extension?
A 1 – According to Addendum to FAR 52.212-1 - Instructions to Offers – Commercial Items, paragraph 12: The Offeror’s references shall complete the survey sheets and forward them to the contracting office as outlined on the survey cover sheet by the closing date of the solicitation. The Offeror is expected to make every effort to ensure that the completed “Past Performance Survey” sheets are completed and submitted. Late submission by references at no fault of the Offeror may not be cause for dismissal of the perspective proposal. Therefore, The Contracting Officer will allow the submission of the past performance surveys up to the proposal due date. Again, please note that the questionnaires MUST come directly from the references and NOT through the firm being rated.
Q 2 - I did want to confirm that the Western region volume is listed for a 6 month average and the Eastern region volume is listed for a monthly average.
A 2 - The estimated quantities are a monthly average based on 6 months of actual data. The ordering quantities may vary per store and per order. There are no guaranteed delivery amounts based on the reported estimated quantities.
Q 3 - I noticed that the volume by location spreadsheet for the West is missing Fort Irwin, Dyess, and Fort Worth. Is there any way you can get me the information for the missing commissaries?
A 3 – There is no shipment data to report because the commissaries had excess inventory to use. It is possible that orders may be infrequent in some instances depending on each stores needs. DeCA will not provide further data for these stores as it will require using a completely different sample.
Q 4 - What should be printed on the bags and can we get a sample of it?
A 4 – The printing requirement will be provided to the winning contractor(s) upon contract award or at any time afterwards if printing is not required at the time of contract award. It is possible that what is currently printed on the bags may change or the agency may use plain bags vice printed. PLEASE NOTE that this amendment requires submission of a printing price for each contract year. If DeCA determines that a plain bag will be used, the current contract unit price for the 70# bale will be reduced by that amount.
