QUESTIONS & ANSWERS #0001

The following questions were submitted in reference to HDEC04-21-R-0007:

1. Several meat film items specify AEP or Berry Plastics. Where both are suppliers to our company, they have both decided to not support DeCA’s business. Are we allowed to use other suppliers than these two?

As long as the film is made from material that is generally regarded as safe and approved for food use, you may use it regardless of manufacturer.

I would make certain that the type of film meets or exceeds what we currently use.

2. Can we use alternate brands for item 9358, Suma Break heavy degreaser? Why is this sole sourced?

All cleaners and sanitizers must be approved and listed in the White Book- Nonfood Compounds Listing Directory. Scroll down the box in the middle of the webpage to where you find A1. General Cleaning compounds, it starts there and runs to A8. You will find all listed products that are approved for use in our stores. If it’s not listed, we cannot use it. Here is the link>>> http://info.nsf.org/usda/psnclistings.asp

3. Due to the shortage in polystyrene and the Government’s initiative to go green, will

DeCA allow paper meat trays?

So long as the packaging material meets the following: The U.S. Food and Drug Administration (FDA) approves all food packaging materials. Any material intended for use in food packaging must be formulated in compliance with FDA requirements for its intended use. Meat and poultry products may not be packaged in a container composed of any substances that may adulterate the contents or be injurious to health.

While these are not commonly used, they are permissible so long as they are recognized as safe. I would require the company to provide a certification of some sort that shows they are constructed of food grade material prior to approving any use of paper trays. I would also strongly recommend some kind of verification of the paper trays ability to hold the various kinds of weight, not get too soiled and have blood or liquids leak through it.

4. Column headings all refer to Cluster A CONUS Annual Estimated Usage, is this a type for all clusters?

There is no Cluster A in this solicitation.

5. What does it mean if an item is marked with an X under the DB only item?

X is an identification for the store use. It is part of the formula in the spreadsheet, this item is also used in the meat department.

6. Is there a past performance survey template? Or do you just want the references contact information and company name?

See page 113 on the SOL in Addendum 52.212-1 instructions to offers.

7. Why don’t all clusters have the same number of items? For example, the largest cluster is F, it only has 163 items. Clusters C and E have 314. Bale ties is a highly used item. Usage is very low on several clusters and not listed on all with all sizes.

Clusters C and E has more items due to Bakery/deli requirements. Bale ties usage are determined by the types of bales and the stores are smaller.

8. Where is attachment A, trade agreements act statement?

Attachment A has been added.

9. What is the average order size for Hawaii and Alaska stores? DeCA should be able to pull this easy from the monthly reports you require Bunzl to provide now.

See the pricing sheet the quantities are listed there.

10. I noticed that JB Elmendorf-Richardson and Fallon NAS are not listed on the commissaries website. Are there stores at these two bases?

JB Elmendorf-Richardson is now called Anchorage Area, Fallon NAS is listed NAS Fallon.

11. Are orders considered complete/delivered once they are delivered to port LA or port San Francisco?

No, once the item arrives at the store it is considered complete/delivered.

12. Due to the state of manufacturers capacity and global shortages of supplies, DeCA has created an unfair solicitation by only allowing 30 days after award to start the contract. The solicitation is favored to the incumbent.

Will DeCA allow 90 days for a new supplier to start the contract? There are also numerous custom-made items specific to DeCA, new suppliers will have to make these. Custom items take more than 30 days to make and distribute.

No, 30 day is the requirement.

13. Will DeCA allow for a different method to adjust prices outside of the EPA model? Out of all government agencies, DeCA is the only agency that follows this sort of model. This model does not take into account many cost factors. 1 solution is to mirror how other agencies adjust prices. That is, to allow the supplier to submit price increases/decreases to the government with a 60 day notification. Increase request shall be submitted with manufacturers increase letters with commodity data to justify the increase/decreases.

No.

14. Can we have an extension for when offers are due? Many large manufacturers are not bidding due state of capacity and labor shortages.

Yes. The extension is for 14 days.

15. Based on global shortages and significant labor issues around the globe, DeCA has experienced interrupted sources of supply over the past 15 months. Why is DeCA including the language in the letter of supply, “supplier will assure an uninterrupted source of supply, with sufficient quantities of product,”? Many large manufacturers that have enjoyed DeCA’s business for 20+ years, are opting out on bidding due to this verbiage in the LOS.

Letter of supply has been updated. .

16. There is an issue with the spreadsheet for item 4200. The Case Pack that is fixed is 1/300. When we propose a new case pack, it creates a VALUE instead of recalculating the estimated usage.

This item has been removed for the SOL.

17. What is the expectations for items that have 0 usage? Cluster C, 85 items have 0 usage. Cluster E, 62 items have 0 usage. Cluster F, 23 have 0 usage.

Cluster G, 66 items have 0 usage. Cluster H has 42 items with 0 usage.

These items should be taken off the solicitation as manufacturers do not quote without usage. Also, less items for DeCA to manage on a contract. If commissaries need to purchase these at any point, they can be open market items. Do You expect items with 0 usage to stay in stock for suppliers?

This issue has been resolved see amended solicitation.

18. Solicitation does not list a limitation on monthly orders per commissary. In 2014 DOD put out a memorandum limiting the traffic coming on base for reasons of safety & security to military and civilian personnel working on base. Hence, DeCA limited the amount of deliveries that could be made monthly. Is this an error of omission, & will this be added back into the solicitation?

See Addendum 52.212-3.

19. Commodity EPA pricing is not part of the solicitation for aluminum, steel, and fuel. Is this an error of omission? It was on the last solicitation and award for these clusters. Will it be added back in?

See Addendum 52.212-3 and the pricing sheet.

20. After reviewing language in solicitation for subcontracting plan, we need clarification as to whether we are being required to use subcontractors to operationally service the commissaries. We have a subcontracting plan for vendors to provide product, however, there are no subcontractors that have the breadth and width to be able to provide operational service directly to commissaries. Please provide clarity between these two distinctions within the language of the solicitation.

Subcontracting plan has to be in IAW 52.219-9.

21. Can the dimensions be changed to 14" x 8" x 6" for item# 1025? The current bid dimensions are unavailable.

Yes.

22. Can item# 2218 be omitted? Double pouch scabbards are unavailable from

TAA countries. However, the singe pouch (item 2218) is still available.

No.

23. Can items # 3347, 3674, 4175 and 8578 be galvanized wire? Galvanized is industry standard.

Yes.

24. Can the dimensions be changed to 9" x 7" x 4" for item#3622? The current bid dimensions are unavailable.

Yes.

25. Can the dimensions be changed to 14" x 9.25" x 6.5"? The current bid dimensions are unavailable.

Yes.

26. Can you send us an unlocked copy of the solicitation spreadsheet, or provide the password?

No. The spreadsheet is password protected to prevent formulas and other relevant information from being changed.
