SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
RESPONSE TO QUESTIONS
A. The purpose of this amendment is to provide a response to offerors who submitted questions concerning the solicitation. The questions and responses are as follows.
1. Does the requirement for surveys in the commercial supermarkets require that the commercial supermarkets have a service seafood department and not just an overwrap section?
In accordance with the Performance Work Statement,
1.2.3 Savings. The Contractor shall provide a price savings (percent of patron savings) over the costs of same or similar items offered in current comparable commercial supermarkets within the local commuting area, as set forth in the schedule (excludes membership clubs and convenience type stores).
CLIN 0001 is amended as follows:
Management and operation of in-store seafood markets (i.e., managed services) in Department of Defense military commissaries to include necessary labor, oversight, and provision of fresh and previously frozen random weight seafood products. See Performance Work Statement for details. Contractor shall retain ownership of all seafood products until product is scanned through a commissary cash register and be paid in accordance with sales recorded in the DeCA Front-end Point of Sales (POS) system. Locations covered by this CLIN are: Bangor NBK, Bremerton NBK, McChord AFB, and Whidbey Island NAS Commissaries.
Historical sales for the above locations can be found in Attachment C. The base performance period consists of two consecutive 12-month periods. Three one-year option periods are also available.
The price is set forth as a percentage of patron savings. The percentage of savings is what the contractor will save the commissary patron on each individual "core item" in the seafood department, inclusive of all locations identified within the CLIN. Core items are as follows: Cod, Whiting, Sea Scallops, Salmon (Wild or Atlantic), Tilapia, Catfish, Flounder, Tuna (Yellowfin). Trout (Rainbow), Mahi Mahi, Basa, Raw Shrimp (21/25), Raw Shrimp (U/15), Snow Crab, Crabmeat (Lump), Crabmeat (Jumbo Lump), Crabmeat (Backfin).
The area of survey for verifying the percentage of savings of core and non-core items is defined as within 20 miles of the applicable installation perimeter.
2. Does the supply list provide and list all items that can be provided or just items that are currently under contract?
The supplies contained in the Miscellaneous Operating Supplies Order Guide (Attachment E) are a list of all items that DeCA currently provides under DeCA’s Miscellaneous Operating Supplies contract. Exceptions for items outside of those listed in the Miscellaneous Operating Supplies Order Guide (Attachment E) may be made, depending on the circumstances. Concerns in regards to operating supplies should be addressed in the offeror’s proposal.
3. Regarding the roadshows, the check list provided seems to be for commissaries the supplier does not normally operate in. Can roadshows be performed in commissaries in the North West that the supplier does not supply or at commissaries that do not have service seafood departments?
Seafood Roadshows can only be performed in the commissaries covered by this solicitation and will become a part of the resulting contract. See Revised Seafood Roadshows Checklist (Attachment G).
