INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS

TECHNICAL PROPOSAL – VOLUME II (Sections 1 – 6):

Section 3: SUB-FACTOR – CUSTOMER SUPPORT

(1) The contract terms and conditions require that the contractor provide a dedicated customer service office committed to resolving all questions or concerns – see 52.212-4, paragraph 5. Provide the days, operating hours, points of contact, and phone number information related to the customer service office that will provide customer support to the DeCA stores.

(2) Provide the length of time the commissaries will be expected to wait for a return phone call and resolution to problems after hours.

(3) Explain whether your customer service representatives will be empowered to make on-the-spot decisions to satisfy the stores, or whether they will be required to obtain approval from a higher level of authority.

(4) The contract terms and conditions require that the contractor provide three (3) logins and passwords to each commissary location 10 calendar days prior to the time of contract start-up, and further provide additional logins and passwords to ordering officers that may be required – see 52.212-4, paragraph 6 (a). ADDENDUM TO FAR 52.212-2

EVALUATION – COMMERCIAL ITEMS

3. EVALUATION METHODOLOGY:

A. TECHNICAL CAPABILITY: Technical capability will be an assessment of the offeror’s, merchandising support/promotional plan, quality program, customer support, logistics and potted plant program to include the ability to drop-ship special or seasonal potted plants. The Government will use the offerors’ written narratives and any associated documents submitted in response to this request for proposal to evaluate technical capability. It is not based on an absolute standard, but a subjective assessment of each offeror’s overall technical capability. The Government is seeking to determine whether each offeror possesses the capability to implement their proposed plans and has established a viable plan of action.

D. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them necessary. After evaluating all proposals in accordance with FAR 15.305, the Contracting Officer may determine that the number of most highly rated proposals included in the competitive range exceeds the number at which an efficient competition can be conducted. In accordance with FAR clause 52.215-1(f)(4), the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals (10 U.S.C. 2305(a)(4)(B) and 41 U.S.C. 253(d)(2)).

If, after the preliminary rating is assigned, the Contracting Officer determines that contract award is to be made without discussions, any proposal that contains a deficiency or material deficiency in any evaluation factor or sub-factor will not receive further consideration for award. If the Contracting Officer determines that discussions are in the best interest of the Government, a competitive range shall be comprised of the most highly rated proposals. An offeror must attain a preliminary rating in at least the satisfactory range for each sub-factor under the Technical Capability and Past Performance evaluation factor to be included in the competitive range. The Contracting Officer will identify any significant weaknesses or deficiencies to each offeror in the competitive range and provide them an opportunity to revise their proposal. Any proposal with a material deficiency in any evaluation factor or sub-factor will not be included in the competitive range and will be eliminated from further consideration for award.

After the assignment of numerical scores, an offeror must attain a score in at least the “satisfactory” range for each of the five technical capability sub-factors to be considered for contract award. Any sub-factor assigned a numeric score within the marginal range of the rating is considered a deficiency. The deficiency may be corrected if subsequent discussions are conducted. However, if further discussions are not conducted, the proposal will be eliminated from further consideration for award. Any sub-factor assigned a numeric score within the unsatisfactory range of the rating is considered a material deficiency and the proposal will be eliminated from further consideration for award.
