The H-CORE is enhancing operational capabilities for ASPR, and its sub organizations to respond to future emergency response events. It needs the capability through a Third-Party Logistics Vendor to rapidly distribute pharmaceutical products (Vaccines and Therapeutics) and related Ancillary Medical Supplies (Needles, Syringes, Personal Protective Equipment) on a regional or localized basis to prevent further spread of Public Health Emergencies and or treat the infected population. Pharmaceutical products and ancillary Supplies may come from Government stockpile or directly from manufacturers and require distribution through the contractor’s network to multiple healthcare facilities or providers administering the countermeasure.

As a result of the emerging biological threats in localized areas or population sectors of the US, the need for a rapid response capability to counter these threats is necessary to prevent a more widespread epidemic or pandemic level national health emergency. This Blanket Purchase Agreement will allow for quick reaction to given threats with vaccine or therapeutic agents to combat the breakout and contain the spread or rapidly treat the afflicted.
This BPA will provide for shipments of pharmaceutical products and ancillary medical supplies from the Government stockpile or directly from manufacturers (Government Furnished Property) to a Third-Party Logistics (3PL) vendor. The 3PL vendor will receive, inventory and temporarily store the products at manufacturer's recommended temperatures pending distribution orders from the ASPR. Upon receipt of the distribution order the 3PL will pick and pack products, and using best commercial practices distribute the items to health care facilities and providers within 72 hours of receiving the order throughout the US. Shipments to U.S. Territories may take up to 5 days. Controlled temperatures will need to be maintained and tracked during shipment.
The contractor will have the capability to provide storage, handling, and distribution facilities that can maintain manufacturer’s recommended temperature ranges, including ambient controlled room temperature (CRT) settings of 15⁰-25°C, refrigerated temperatures at 2°C to 8°C, and freezing temperatures at -20°C and -80°C . While the specific locations for distribution of this product are not known at this time, the vendor(s) will need a geographically diverse network capability to rapidly deliver products to anywhere in the United States. The government will evaluate market information to ascertain potential market capacity to provide the supplies and services described in this notice. The responses to this notice will be used to determine the acquisition strategy such as socio-economic set-aside, or unrestricted competition.
