About this file
This is a Request for Information (RFI) issued by the United States Marine Corps, Marine Corps Systems Command, dated 17 March 2026, for Hardware Content Filtering Diode (HCFD) solutions supporting secure ASTERIX sensor data transfer. The RFI is for market research purposes only and does not constitute a solicitation for proposals or an obligation to award a contract. PEO Land Systems seeks to identify capable vendors able to provide a certified and accredited cross-domain solution to transfer critical ASTERIX sensor data from an unclassified network to a SECRET network for the Common Aviation Command and Control System (CAC2S), with deep content inspection and filtering capabilities compliant with National Cross Domain Strategy and Management Office (NCDSMO) directives.
Vendors must respond by 2:00 p.m. Eastern Time on 28 April 2026 via email or Safe Access File Exchange with responses limited to ten pages (single-spaced, 12-point font, 1-inch margins). Responses must address company and product information, technical and security compliance requirements including NCDSMO/UCDSMO Approved Products List status and support for specific ASTERIX categories (001, 002, 008, 034, 048, and others), deep content inspection methods, and "Raise the Bar" compliance. Additional requirements include Rough Order of Magnitude pricing for hardware (single unit and redundant pair), software licensing, maintenance and support fees, NRE costs, and installation support; development and implementation timelines; and warranty, support, and training information. Questions must be submitted in writing to Contracting Officer Bryan Keys (bryan.keys@usmc.mil) and Contract Specialist Sarah Kilmer (sarah.kilmer@usmc.mil). The Government will not pay for information or administrative costs incurred in response to this RFI.

SUBJECT: HARDWARE CONTENT FILTERING DIODE SOLUTIONS FOR ASTERIX
SENSOR DATA TRANSFER – M67854-26-I-0090 – REQUEST FOR INFORMATION
1. PURPOSE
This is a Request for Information (RFI) for market research purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to identify sources capable of providing a Hardware Content Filtering Diode (HCFD) solution to support the secure transfer of All-purpose Structured EUROCONTROL Surveillance Information
Exchange (ASTERIX) data from an unclassified network to a SECRET network for the
Common Aviation Command and Control System (CAC2S).
The Government does not intend to award a contract on the basis of this RFI or to pay for the information solicited. The information provided will be used to assess market capabilities and refine future requirements.
2. BACKGROUND
PEO Land Systems requires a certified and accredited cross-domain solution to securely transfer critical ASTERIX sensor data. The solution must be capable of deep content inspection and filtering to ensure only "known good" data is passed from the source to the destination network, in compliance with National Cross Domain Strategy and Management Office (NCDSMO) directives.
3. INFORMATION REQUESTED
Interested vendors are requested to provide detailed responses to the following questions. Please structure your response in a similar format.
3.1 Company and Product Information
• 3.1.1 Hardware Data Diode: Provide the name and part number of your proposed hardware data diode.
• 3.1.2 Content Filtering Software: Provide the name and version number of your proposed content filtering software.
• 3.1.3 Solution Description: Describe how your proposed hardware and software components integrate to function as a complete HCFD solution. Explain the data flow from the source network to the destination network.
3.2 Technical and Security Compliance
• 3.2.1 NCDSMO/Unified Cross Domain Services Management Office (UCDSMO)
Approved Products List (APL) Status: Is your proposed solution currently on the
NCDSMO/UCDSMO APL? If yes, please provide the UCDSMO Casefile Number.
• 3.2.2 ASTERIX Data Filter/Schema Validator:
IN REPLY REFER TO:
• Does your solution possess a certified data filter/schema validator for ASTERIX data? If so, please list all ASTERIX categories currently supported by your certified filter.
• If the required ASTERIX category is not currently supported, describe your process, estimated timeline, and associated Non-Recurring Engineering (NRE) costs for developing and certifying a new filter with the NCDSMO.
• Please confirm your solution's support for each of the following formats and, where applicable, list the specific ASTERIX categories supported by your certified filter.
• ASTERIX (Category 001, 002, 008, 034, 048)
• ADS (Cat 19, 20, 21, 23)
• ADSB (Cat 21, FAA Cat 33)
• CD-2
• ASR-9
• ARSR4
• 3.2.3 Deep Content Inspection Method: Describe your solution’s method for performing deep content inspection. Detail how the system validates data against an approved schema and how it handles malformed or extraneous data.
• 3.2.4 "Raise the Bar" (RTB) Compliance: Is your proposed solution fully compliant with the latest NCDSMO "Raise the Bar" (RTB) requirements?
3.3 Cost Information
• 3.3.1 Rough Order of Magnitude (ROM) Price: Provide a ROM price for the following:
• Hardware Purchase Cost (for a single unit and a redundant pair).
• Software Licensing Cost (please specify if perpetual or subscription-based).
• Annual Maintenance and Support Fees.
• Non-Recurring Engineering (NRE) Costs (for new filter development, if applicable).
• On-site Installation and Configuration Support.
3.4 Development and Implementation Timeline
• 3.4.1 Lead Time: What is the standard lead time for hardware and software delivery from receipt of a purchase order?
• 3.4.2 Implementation Timeline (Existing Filter): What is the estimated timeline to achieve an operational system, assuming the required ASTERIX filter is already certified?
• 3.4.3 Implementation Timeline (New Filter Development): What is the estimated timeline to achieve an operational system if a new ASTERIX filter must be developed and certified?
3.5 Support and Training
• 3.5.1 Standard Warranty and Support: Describe your standard warranty and technical support package, including hardware warranty period, support availability (e.g., 24/7/365), response times, and software update provisions for both CONUS and
OCONUS locations.
• 3.5.2 Recommended Training: Describe your recommended training course(s) for system administrators and operators. Please include the course duration, topics covered and estimated cost per student or class.
