HCEW RFQ Housing Consultant and Pre-Development Advisory Services-Final.pdf.crdownload

This is a Request for Qualifications (RFQ) document issued by the Housing and Community Development Division of Connecticut for Housing Consultation and Pre-Development Advisory Services. The RFQ seeks qualified consultants to provide comprehensive advisory services to support housing development initiatives across Connecticut. The scope of services includes market analysis, feasibility studies, financial modeling, project structuring, regulatory compliance review, and pre-development planning to advance affordable and mixed-income housing projects. Prospective bidders were required to submit qualifications by the specified deadline, with evaluation based on demonstrated experience, relevant expertise, team qualifications, and past performance on comparable housing projects. The contract is anticipated to have an initial term with potential renewal options to be negotiated based on satisfactory performance and continued funding availability.

The RFQ establishes pricing mechanisms to be determined through proposal submissions, with evaluation criteria emphasizing cost-effectiveness alongside technical qualifications. Connecticut may consider state-certified minority and women-owned business enterprise (MWBE) participation and workforce development initiatives within the selection process. The engagement will be funded through Connecticut state appropriations and potentially leveraged with federal housing funds or grants. This procurement reflects Connecticut's strategic commitment to expanding housing supply and supporting community development objectives through expert pre-development guidance to municipalities and housing authorities throughout the state.
