About this file
This document is a Sole Source Justification under Simplified Acquisition Procedures for a four-month bridge contract for wheelchair transportation services at the Atlanta VA Medical Center. The Department of Veterans Affairs requires continuous ground wheelchair transportation for patients, with vehicles providing accessibility features like lifts and ramps. The contract will run from November 1, 2025 to February 28, 2026, with Navarre Corporation as the incumbent and sole contractor capable of delivering uninterrupted services. The procurement stems from delays in a new five-year IDIQ contract valued at $23,740,023.12, which encountered agency-level and GAO protests, necessitating this short-term bridge contract to ensure continuous patient care.
The justification includes market research that identified 15 small businesses, with only 3 certified as SDVOSBs/VOSBs potentially capable of meeting the service requirements. The contract pricing shows a minimal 1% increase from current rates, deemed fair and reasonable. The document emphasizes that changing contractors would require a transition period potentially disrupting veteran medical transportation, making Navarre Corporation the most suitable provider for this short-term bridge contract. The procurement follows FAR 13.5 Simplified Procedures for Certain Commercial Items, with approvals from various VA officials, including the Mobility Supervisor, Contracting Officer, Branch Chief, and Executive Director of Regional Procurement Office East.

36C247-26-AP-0605, Atlanta VAMC Wheelchair Service 4 Month Bridge
This service is critical for veterans who require transportation but are wheelchair bound and cannot otherwise be transported to the VA facility.
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
The new five-year IDIQ contract for the Atlanta VAMC, which is valued at $23,740,023.12, necessitated thorough reviews. Unfortunately, during this evaluation, the Office of Government Counsel faced understaffing issues, leading to considerable delays. This situation has impacted the anticipated award date for the new contract. It is essential to highlight that the incumbent, Navarre Corporation, is the sole contractor capable of delivering these services without any interruption, thereby ensuring continuous patient care. The Request for Proposal (RFP) encountered two protests, the first at the agency level and the second being a GAO protest (B-423249), which resulted in further delays. In the absence of a short-term bridge, this critical service is set to conclude on October 31, 2025, jeopardizing the health and safety of wheelchair-dependent patients at the Atlanta VA Medical Center. Engaging any other contractor would lead to significant delays in patient care during the transition phase. The time and expenses related to this transition would be unwarranted, considering the brief duration of the bridge and the ongoing efforts for a long-term competitive award. It is vital to ensure continuity in care without any interruptions.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
No further efforts are needed at this time since the new five-year (5) IDIQ will be awarded before this four-month (4) bridge service contract ends. No additional resources were requested to keep the service running without interruption. Any vendor awarded this bridge contract, other than the current incumbent, would need a transition period, and this delay could negatively impact veteran care by causing missed or delayed appointments.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
The costs for this bridge align with the current line-item pricing. The increase in unit pricing is calculated as a 1% rise from the current rate. This increase remains within the price reasonableness threshold and is deemed fair and reasonable.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Market research was limited because the intended awardee is the incumbent. An SBA small business search was performed using NAICS 485991 for this contract. The search identified 15 small businesses, of which only 3 were certified as SDVOSBs/VOSBs that could potentially meet the standards for providing wheelchair transportation services for the Atlanta VA Medical Center. This requirement cannot be fulfilled through any existing mandatory contracts or sources.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
The intended awardee for this four-month bridge is the incumbent and is the only vendor capable of providing uninterrupted wheelchair transportation services to the patients of the Atlanta VA Medical Center. Choosing any other vendor would require a transition period for the new vendor and could result in a service interruption for the veterans at the Atlanta VA Medical Center. The current long-term requirement was competed and is awaiting final pre-award approval.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
NAVARRE CORPORATION
7649 GULF BLVD
