About this file

This document is a Sole Source Justification for the Department of Veterans Affairs (VA) to procure preventative maintenance services for CareFusion Pyxis Prescription Dispensing & Tracking Systems and Tissue & Implant Management Systems across multiple VA Medical Centers in New York. The contract will cover facilities in Albany, Batavia, Buffalo, Finger Lakes, Hudson Valley, NY Harbor, and Syracuse, with a base period from 10/1/2025-9/30/2026 and four optional one-year extension periods through 9/30/2030. The total anticipated contract value is $3,564,012.00, with the base year estimated at $911,796.00.

The sole source justification is based on patents and copyrights associated with the CareFusion Pyxis product line, which restricts competition to only the Original Equipment Manufacturer, CareFusion Solutions, LLC. The maintenance services include 24/7 technical support, on-site field service within 24 hours, parts replacement, annual preventative maintenance, and software updates. A market research search was conducted on small business databases, and a Notice of Intent to Sole Source was posted on Sam.gov from July 31, 2025 to August 8, 2025, with no responses received. The contract pricing reflects a 17% increase from previous contracts, which is considered fair and reasonable due to new machines and inflation.
