2. Contract or Task Order Title. Renewal of Automated Tool Inventory Control and Tracking Systems (ATICTS) Software Support

3. Background:

The Army Materiel Command (AMC) Logistics Information Systems Division (LISD) is a CONUS organization that serves as national logistics functional requirements manager providing integrated requirements for sustained logistics, acquisition, and product lifecycle management.

The Automated Tool Inventory Control Tracking System (ATICTS) is manufactured and provided by Data Enterprises of the Northwest, Inc. ATICTS is a software application used to manage tools, tooling, inventory, reporting, and employee tool access/security and has been operational within the Army Organic Industrial Base (OIB) for the past 26 years. ATICTS is a local use system and the OIB sites are responsibility for hosting the software. ATICTS has interfaced with the Logistics Management Program (LMP) since 2015 to provide tool serial tracking and calibration data used in the production and repair of military assets. There are 14 modules in the full ATICTS version that work together to provide a complete spectrum of tool management. There is one additional module, Web Enablement (see below), available separately.

ATICTS Web Enablement, also manufactured and provided by Data Enterprises of the Northwest, Inc. is an additional module that allows intranet tooling availability inquiries and reservations. When used on an ATICTS system, it allows for remote PC tooling inquiries in ATICTS without having to load ATICTS on the inquiring PC. If the requested tooling is found to be available for use, the requestor can then reserve the tool(s) and the reservation automatically prints out in the tool crib, increasing efficiency by having the tools pulled by the time the requestor arrives. Some customers utilize Web Enablement for even greater cost savings by having tool crib workers deliver tools rather than multiple employees each going to the crib each time they need a tool. ATICTS Web Enablement also allows more users to utilize fewer sign-on ports as it releases the port after a person signs in and completes their transaction(s), freeing the port automatically for use by the next user.

D3 is a database engine that ATICTS uses to store and retrieve the tooling data and other identifying information entered. ATICTS is programmed to access the data stored in D3 in the proper format and from the server. The D3 server contains the business rules on updating data as well as backing up the database in proper format.

ATICTS is in use at the following OIB sites. An asterisk (*) denotes sites also utilizing Web Enablement:

4. Objectives. In order to provide continuity of services and support for the ATICTS software, ATICTS sustainment and maintenance technical support must be renewed. ATICTS software support is a mission-essential and fully integrated component of the Army and LMP environment. A lack of compatibility will result in the software becoming non-compliant with the current IAVA requirements. This would force LMP and the Army to terminate current inventory systems, resulting in the display of improper data, delayed data transmission of failure to account for tool inventory utilized in manufacturing and production materials.

The nature of this action is to procure the renewal of proprietary, commercial off-the-shelf (COTS), brand name ATICTS software support for the Headquarters, Army Materiel Command that is currently in use within the US Army OIB. The ATICTS software support renewal will be procured through a firm fixed price (FFP) open market order to the original equipment manufacturer (OEM), Data Enterprises of the Northwest, Inc. The OEM is the sole provider of the ATICTS software support. There are no resellers. Renewal of this software support will sustain support the Army mission with respect to minimizing downtime and impacts to the user base, as well as gaining cost efficiencies.

5. Scope. AMC requires ATICTS, a software tooling solution, for Army’s Organic Industrial Base (OIB) Sites to manage tool accountability and calibration used in the production and repair of military assets. DEN will be required to sustain existing interfaces with LMP. AMC requires software support of existing ATICTS licenses for the OIB sites. Support includes helpdesk availability for ATICTS and D3 products, site visits for software upgrades and training, participation in the yearly AMC Configuration Control Board (CCB), and ATICTS software enhancements.

5.1 Task List:

6. Performance Requirements.

6.1 Task 1: ATICTS Software and D3 Database Support

Each ATICTS and D3 license comes with specified technical support as defined in the ATICTS License Detail, ATICTS License Detail Attachment. ATICTS, as an integrated COTS software product, requires a one-to-one ratio of ATICTS licenses and D3 database licenses. ATICTS and D3 licenses are licensed in perpetuity IAW the ATICTS Software License Agreement at the quantities and locations referenced in the ATICTS License Detail Attachment.

The Contractor shall:

a) Provide OIB site-initiated remote technical support via email and telephone for ATICTS IAW ATICTS Software License Agreement with guaranteed availability from Monday through Friday 8 AM to 4 PM Pacific Time, excluding government holidays.

b) Respond promptly to technical support requests to ensure ATICTS operates with minimal interruptions to OIB site users.

c) Notify the Government ATICTS Program Manager of any ongoing, unresolved ATICTS software or site-specific issues in excess of one week in length.

d) Ensure the ATICTS software is capable of providing the required data to support the LMP interfaces for existing OIB sites.

e) Provide the Government notification of available software release, proposed fielding schedules, content release notes for any software changes and monthly status updates on installation of software updates.

f) Provide support to ATICTS test event, which will be conducted at Anniston Army Depot. AMC ATICTS Program Manager will coordinate with DEN on the schedule and time for any test event. AMC ATICTS Program Manager and DEN will develop test scripts jointly. The test event may be conducted in either a remote or on-site. Determination for how the test event conducted based on mutual agreement between DEN and AMC Program Manager. DEN will notify the AMC ATICTS Program Manager of any software change which could impact the interface to LMP.

6.3 Task 3: ATICTS Site Visits

Annual on-site or virtual site visits are required to complete 16 ATICTS software upgrades and provide OIB user training ATICTS upgrades/new versions and new features. An on-site or virtual visit will generally be based on an eight (8) hour workday, during normal business hours, but a particular visit may vary based on the specific needs of the Customer that can reasonably be accomplished in a business workday. A virtual site visit will not exceed 4 days of dedicated vendor support. An on-site visit will not exceed 5 days with 4 days at the identified OIB site and 1 day of travel.

OIB sites may require additional site visits due to increased training needs in addition to the annual visit. All training visits are detailed in the ATICTS Site Visit attachment by location and number of requested site visits.

The Contractor shall:

a) Provide one SME for dedicated site support for 4 days plus an additional day of travel if the support is performed at the OIB site per requested site visit.

b) Coordinate with the Government and receive authorization, in writing, from the Program Management Team prior to performing onsite or virtual visits in support of this effort.

c) Coordinate with the AMC Program Manager and OIB sites on scheduling all site visits.

d) Coordinate with the OIB sites on training requirements.

6.4 Task 4: ATICTS Support to the Configuration Control Board (CCB)

The AMC ATICTS Program Management Team leads a yearly Configuration Control Board with all OIB sites to discuss best practices for tool management, ATICTS functionality, ATICTS system administrator best practices and discussing potential enhancements to the ATICTS product. The CCB is a three day on-site or virtual event and requires one day of travel if conducted outside of the Contractor’s location.

The Contractor shall provide three SME personnel to support the CCB and workshops for ATICTS tool crib personnel and system administrators for three days, with an additional day for travel, on-site or virtually.

6.5 Task 5: ATICTS Software Enhancements

AMC may periodically have a requirement to make enhancements to the ATICTS software in order to optimize tool management at the OIB sites. The AMC ATICTS Program Management Team may recommend high priority enhancement requests to DEN for review.

The Contractor shall:

a) Review the submitted enhancement requests.

b) Assess the enhancement requests for suitability in the ATICTS software solution.

c) Implement enhancements as mutually agreed to with the AMC ATICTS Program Management Team.

8. Incentives. None

9. Place of Performance. The Contractor shall be expected to support the Government from the location of Bellevue, WA and approved satellite locations. Additional travel within CONUS may be required to support the requirements of this PWS.

10. Period of Performance. The period of performance shall be for a 12-month period starting as specified in the contract/task order award. In the event of a Government shutdown, and as directed by the COR, the contractor shall continue performance in emergency or mission essential conditions.

11. Security Requirements.

The contractor shall coordinate site visits with Government PM and site POCs at least 72 hours prior to requiring any site access. Contractor personnel without security clearances performing any task under this PWS must be escorted by Government personnel who are cleared.

11.1 Facility Security Clearance. The work to be performed under this contract/order is at the Unclassified level.

11.2 Security Clearance and Information Technology (IT) Level. No security clearance required.

11.3 Investigation Requirements. No security investigation required.

11.5 Information Security and other miscellaneous requirements.

11.5.1 Contractor personnel shall comply with all local security requirements including entry and exit control for personnel and property at the government facility.

11.5.2 Contractor employees shall be required to comply with all Government security regulations and requirements. Initial and periodic safety and security training and briefings will be provided by Government security personnel. Failure to comply with Government security regulations and requirements shall require the company to provide the Government with a written remediation/corrective action plan; furthermore, failure to comply with such requirements can be cause for removal and the contractor will not be able to provide service on this contract/order.

11.5.3 The Contractor shall not divulge any information, classified or unclassified, about DoD files, data processing activities or functions, user identifications, passwords, or any other knowledge that may be gained, to anyone who is not authorized to have access to such information. The Contractor shall observe and comply with the security provisions in effect at the DoD facility. Identification shall be worn and displayed as required.

11.5.4 AMC retains the right to request removal of contractor personnel regardless of prior clearance or adjudication status, whose actions, while assigned to this contract, clearly conflict with the interest of the Government.

11.5.5 Contractor personnel will generate or handle documents that contain For Official Use Only information at the Contractor and/or Government facility. Contractor personnel will generate or handle documents that contain Proprietary, Contract Sensitive, or similarly designated information at the Contractor and/or Government facility. All contractor deliverables shall be marked in accordance with DoDM 5200.01, Vol. 3, Vol. 4, Information Security, DoDM 5400.07, Freedom of Information Act Program, unless otherwise directed by the Government. The contractor shall comply with the provisions of the DoD Industrial Security Manual for handling classified material and producing deliverables.

12. Government Furnished Property (GFP)/Government-Furnished Equipment (GFE)/ Government-Furnished Information (GFI). GFP will not be provided to for the performance of the tasks listed above.

13. Other Pertinent Information or Special Considerations.

a. Identification of Possible Follow-on Work. The Government anticipates a possible need for the contractor to perform follow-on work similar in scope to the work described in this PWS.

b. Identification of Potential Conflicts of Interest (COI). No COIs, as defined in FAR 9.502, have been identified. If the Contractor is currently providing support or anticipates providing support to the Army Material Command that creates or represents an actual or potential organizational conflict of interest (OCI), the Contractor shall immediately disclose this actual or potential OCI in accordance with FAR 9.502. The contractor is also required to complete and sign an OCI Statement in which the Contractor (and any Subcontractors, professionals or teaming partners) agree to disclose information concerning the actual or potential conflict with any proposal for any solicitation relating to any work. All actual or potential OCI situations shall be handled in accordance with FAR 9.502.

h. Training. No training of contractor personnel shall be provided by the Government unless authorized by the Contracting Officer.

14. Section 508 Accessibility Standards. The following Section 508 Accessibility Standard(s) (Technical Standards and Functional Performance Criteria) are applicable (if box is checked) to this acquisition.

ATICTS Software Support E206.1 General. Where components of ICT are hardware and transmit information or have a user interface, such components shall conform to the requirements in Chapter 4.

E207.1 General Where components of ICT are software and transmit information or have a user interface, such components shall conform to E207 and the requirements in Chapter 5

Exception from E207.1 General: Software that is assistive technology and that supports the accessibility services of the platform shall not be required to conform to the requirements in Chapter 5.

E207.2 WCAG Conformance User interface components, as well as the content of platforms and applications, shall conform to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0 (incorporated by reference, see 702.10.1).

Exceptions from E207.2 WCAG Conformance:

- Software that is assistive technology and that supports the accessibility services of the platform shall not be required to conform to E207.2.

- Non-web software shall not be required to conform to the following four Success Criteria in WCAG 2.0:

2.4.1 Bypass Blocks; 2.4.5 Multiple Ways; 3.2.3 Consistent Navigation; and 3.2.4 Consistent Identification.

- Non-Web software shall not be required to conform to Conformance Requirement 3 Complete Processes in WCAG 2.0.

E207.3 Complete Process for Non-Web Software Where non-Web software requires multiple steps to accomplish an activity, all software related to the activity to be accomplished shall conform to WCAG 2.0 as specified in E207.2.

E208.1 General Where an agency provides support documentation or services for ICT, such documentation and services shall conform to the requirements in Chapter 6.

E301 General

E301.1 Scope. The requirements of Chapter 3 shall apply to ICT where required by 508 Chapter 2 (Scoping Requirements), 255 Chapter 2 (Scoping Requirements), and where otherwise referenced in any other chapter of the Revised 508 Standards or Revised 255 Guidelines.

E302 Functional Performance Criteria

302.1 Without Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that does not require user vision.

302.2 With Limited Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited vision.

302.3 Without Perception of Color. Where a visual mode of operation is provided, ICT shall provide at least one visual mode of operation that does not require user perception of color.

302.4 Without Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that does not require user hearing.

302.5 With Limited Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited hearing.

302.6 Without Speech. Where speech is used for input, control, or operation, ICT shall provide at least one mode of operation that does not require user speech.

302.7 With Limited Manipulation. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that does not require fine motor control or simultaneous manual operations.

302.8 With Limited Reach and Strength. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that is operable with limited reach and limited strength.

302.9 With Limited Language, Cognitive, and Learning Abilities. ICT shall provide features making its use by individuals with limited cognitive, language, and learning abilities simpler and easier.

503.1 General Applications shall conform to 503.

503.2 User Preferences Applications shall permit user preferences from platform settings for color, contrast, font type, font size, and focus cursor.

Exception from E503.2 User Preferences: Applications that are designed to be isolated from their underlying platform software, including Web applications, shall not be required to conform to 503.2.

503.3 Alternative User Interfaces. Where an application provides an alternative user interface that functions as assistive technology, the application shall use platform and other industry standard accessibility services.

503.4 User Controls for Captions and Audio Description Where ICT displays video with synchronized audio, ICT shall provide user controls for closed captions and audio descriptions conforming to 503.4.

503.4.1 Caption Controls Where user controls are provided for volume adjustment, ICT shall provide user controls for the selection of captions at the same menu level as the user controls for volume or program selection.

503.4.2 Audio Description Controls. Where user controls are provided for program selection, ICT shall provide user controls for the selection of audio descriptions at the same menu level as the user controls for volume or program selection.

602.1 General. Documentation that supports the use of ICT shall conform to 602.

603.1 General. ICT support services including, but not limited to, help desks, call centers, training services, and automated self-service technical support, shall conform to 603.

603.2 Information on Accessibility and Compatibility Features. CT support services shall include information on the accessibility and compatibility features required by 602.2.

603.3 Accommodation of Communication Needs. Support services shall be provided directly to the user or through a referral to a point of contact. Such ICT support services shall accommodate the communication needs of individuals with disabilities.

Functional Performance Criteria Functional Performance Criteria is the minimally acceptable standards to ensure Section 508 compliance. This block is checked to ensure that the minimally acceptable electronic and information technology (E&IT) products are proposed.

15. Travel: The contractor shall coordinate specific on-site travel arrangements with the Contracting Officer’s Representative to obtain advance, written approval for the travel about to be conducted. The contractor’s request for travel shall be in writing and contain the dates, locations and estimated costs of the travel in accordance with the basic contract clause. If any travel arrangements cause additional costs to the task order that exceed those previously negotiated, written approval by CO is required, prior to undertaking such travel. Costs associated with contractor travel shall be in accordance with FAR Part 31.205-46, Travel Costs. The contractor shall travel using the lower cost mode transportation commensurate with the mission requirements. When necessary to use air travel, the contractor shall use the tourist class, economy class, or similar accommodations to the extent they are available and commensurate with the mission requirements. Travel will be reimbursed based on previously negotiated cost reimbursable basis; no profit or fee will be paid.
